The toolkit provides the technical detail required to plan, implement, monitor and evaluate an IVM approach. The diseases that are the focus of this toolkit are malaria, lymphatic filariasis, dengue, leishmaniasis, onchocerciasis, human African trypanosomiasis and schistosomiasis. It also includes information on other viral diseases (Rift Valley fever, West Nile fever, Chikungunya, yellow fever) and trachoma. We develop a country classification framework in terms of actual versus expected national domestic funding, considering resource needs and donor financing. With UNAIDS and World Bank data, we examine domestic and donor HIV program funding in relation to need in 84 low- and middle-income countries. We estimate expected domestic contributions per person living with HIV (PLWH) as a function of per capita income, relative size of the health sector, and per capita foreign debt service.

The global community has embraced the bold idea to end the AIDS epidemic as a target of the 2030 Agenda for Sustainable Development. Governments from around the world have committed to a Fast-Track agenda and a set of ambitious but attainable milestones to be achieved by 2020 in order to end the AIDS epidemic by 2030, as set out in the United Nations General Assembly Political Declaration on Ending AIDS. Regular reporting through UNAIDS reinforces accountability for results. more
