The Plan is primarily intended to be strategic but provides some operational detail to guide implementation while also allowing flexibility for adjustment based on regular reviews of progress and learning from experience. Although the purpose of the Global Action Plan is not to provide or seek additional resources, the Plan will enable better use of existing resources as a result of improved collaboration, recognizing that each agency has its own unique mandate and area of expertise.

Los servicios de ambulancia es el componente más conocido y puede ser prestado por diferentes proveedores que pueden ir desde departamentos de bomberos, organizaciones de voluntarios o servicios adscritos a universidades hasta hospitales que cuentan con su propio servicio de ambulancias para cubrir a sus usuarios. Los SEM prehospitalarios también incluyen otros componentes como los centros tipo 911 o los Centro Reguladores de Urgencia y Emergencias (CRUE) y los programas de primer respondiente. Todos ellos deben integrase de una forma coordinada con las redes integradas de servicios de salud para asegurar una continuidad de los cuidados de salud prestados a la persona herida o enferma. Durante emergencias de salud pública, los servicios de emergencia medicas prehospitalarias pueden verse superados por el número de llamadas o demanda de traslados médicos.

A capacidade de um sistema de manter a prestação de serviços essenciais de saúde dependerá de sua capacidade inicial e da carga da doença e do contexto de transmissão do vírus COVID-19 (classificado como nenhum caso, transmissão esporádica, em clusters ou comunitária). Manter a confiança da população na capacidade do sistema de saúde de atender, com segurança, as necessidades essenciais e de controlar o risco de infecção nas unidades de saúde é fundamental para garantir que as pessoas continuem a buscar atendimento quando necessário e que sigam as orientações de saúde pública.
