The guidelines set out essential actions that humanitarian actors must take in order to effectively identify and respond to the needs and rights of persons with disabilities who are most at risk of being left behind in humanitarian settings.
The recommended actions in each chapter pl...ace persons with disabilities at the centre of humanitarian action, both as actors and as members of affected populations. They are specific to persons with disabilities and to the context of humanitarian action and build on existing and more general standards and guidelines.
These are the first humanitarian guidelines to be developed with and by persons with disabilities and their representative organizations in association with traditional humanitarian stakeholders. Based on the outcomes of a comprehensive global and regional multi-stakeholder consultation process, they are designed to promote the implementation of quality humanitarian programmes in all contexts and across all regions, and to establish and increase both the inclusion of persons with disabilities and their meaningful participation in all decisions that concern them.

It shall be carried out with other assessments on the operational environment and would not add any value if undertaken in isolation.

Today, more children than ever before are displaced within their own countries. Their harrowing stories of displacement are unfolding every day, and with increasing frequency. At the end of 2019, approximately 45.7 million people were internally displaced by conflict and violence (Fig. 1.1). Nearly ...half – 19 million – were estimated to be children. The report reveals weak national mental health services overburdened by the demands placed on them by the Syria crisis. Health facilities which previously provided integrated mental health services in Syria have themselves become casualties of war, with most either destroyed, damaged or not function...ing. The shortage of trained mental health care providers is viewed as critical, both in Syria and in the neighboring countries where refugees now reside. Strengthening and expanding these services is crucial for Syria’s longer term recovery because the need for treatment will last for years after the war ends.

Institute for Human Rights annually submits a report on the development of the human rights situation in Germany to the German Federal Parliament (in accordance with sec. 2 para. 5 of the Act regarding the Legal Status and Mandate of the German Institute for Human Rights of 16 July 2015; short: DIMR...G). The report is presented on the occasion of the International Human Rights Day on 10 December. The DIMRG provides that the German Federal Parliament officially responds to the report. Conflicts and disasters, including pandemics, affect women and men in all their diversity differently, and women and girls often suffer the most. Crisis-related hardships combine and compound pre-existing disadvantages, for example, they often cause women’s working conditions to worsen while incre...asing their overall workload and care responsibilities. At the same time, crises can give rise to changes that enable women to take up roles that were previously available only to men, and crises can open opportunities to address existing gender-based discrimination and violations of rights.

Since the first edition of the CDAC snapshot of communication, community engagement and accountability (CCEA) across the Ukraine response was published in May 2022, a conscious effort has been made by international, national and local responders to ramp up CCEA action. Progress has been made in esta...blishing coordination mechanisms and launching activities, particularly around accountability to affected people (AAP). As CCEA work continues to scale up on the ground, a greater focus and more effort are still needed on community-facing information and two-way communication; this should be accorded a higher priority than at present.

It explores how adolescent girls within two age brackets (10-14 and 15-19) understand the unique impact the crisis has upon them, and how they have responded to the challenges they face.<...br>
Despite the numbers of adolescent girls affected so profoundly by the ongoing Rohingya crisis, and of course, by many crises around the world, it is rare that either their own communities or the humanitarian sector at large pay much attention to them. This research is an attempt to rectify that: to acknowledge that girls and young women do have rights and that their ideas are worth listening to and acting upon.
Among the many learnings, we discovered that girls feel isolated. They have settled among strangers, and parents worry about their safety, keeping them even more trapped inside their new, makeshift homes.
75% of girls interviewed said they have no ability to make decisions about their own lives.

The right to education for all children also forms part of the Unit...ed Nations Convention on the Rights of the Child. UNHCR’s Education Strategy promotes the importance of schools as safe learning environments, emphasises improving access to quality education for refugee children and maximises the protective benefits of participation in school. It advocates for the integration of refugee children into national education systems.
