The coronavirus outbreak that began in late 2019 (COVID-19) has evolved rapidly and globally. On 30 January 2020, the World Health Organization (WHO) declared the outbreak of COVID-19 a Public Health Emergency of International Concern and a pandemic on 11 March 2020 indicating global spread of a new... disease.
Addressing COVID-19 requires critical preparedness and a prepared response, particularly within places of detention (prisons). Prison staff play a crucial role in contributing to the effort of preventing the spread of the disease, promoting safer prison environments, and responding to outbreaks in a timely and effective manner.

Kenya reported its first case of COVID-19 on 12 March 2020 and, as at 7 April 2020, 172 cases had been confirmed and 6 deaths reported. The Government of Kenya has taken a number of measures to curb the spread of the virus, including implementing a curfew, restricting movement out and into four coun...ties, including Nairobi Metropolitan, and closing most of the urban and rural markets to enforce social distancing. The Government of Malawi, in fulfilling its primary role of protecting the lives of its vulnerable citizens during disasters and reducing their exposure to risk through preparedness, led the development of a National Coronavirus Disease (COVID-19) Preparedness and Response Plan.
Women, the elderly, adolescents, youth, and children,
persons with disabilities, indigenous populations, refugees,
migrants, and minorities experience the highest degree
of socio-economic marginalization. Marginalized people
become even more vulnerable in emergencies.1 This is due
to factors su...ch as their lack of access to effective surveillance
and early-warning systems, and health services. The
COVID-19 outbreak is predicted to have significant impacts
on various sectors.
The populations most at risk are those that:
• depend heavily on the informal economy;
• occupy areas prone to shocks;
• have inadequate access to social services or political
influence;
• have limited capacities and opportunities to cope and
adapt and;
• limited or no access to technologies.
By understanding these issues, we can support the capacity
of vulnerable populations in emergencies. We can give
them priority assistance, and engage them in decision-making
processes for response, recovery, preparedness, and
risk reduction.

States have an obligation to protect and guarantee everyone the right to the highest at...tainable standard of health.
All European states have committed to fulfilling the right to health and have signed international and regional human rights treaties to that purpose. In the context of the current pandemic, authorities should engage all available resources to counter the pandemic while fulfilling the right to health.

By March 2020, more than 4.9 million Venezuelans have left their country and from these, more than 4.1 million have been mobilized to count...ries in Latin America and the Caribbean. The motives for this mobilization are diverse, but those related to health care issues stand out, among which is the condition of living with HIV/AIDS. In the situation of demand for medical care that COVID-19 has generated, it is much more difficult to receive attention for people who are not included in the health systems of countries that are recipient due to the limitations that their migratory status may impose.
