While it is relatively easy to tell what a mitigation project or programme is (i.e. its contribution to the reduction of greenhouse gases in the atmosphere, and/or whether it increases the capacity of an ecosystem to absorb them), the blurred line between a general development project and an adaptation project has been a contentious issue in the international climate finance debate. The relevant question is not whether a project is (also) a development project, but whether the project contributes to adaptation (i.e. what the adaptation/additionality argument is).

Women who live in remote or conflict affected areas, who are displaced or belong to stateless ethnic and religious minorities face the ... consequences of an insecure legal identity. They cannot enrol their children in school, open a bank account, travel freely or register land.
The report provides an analysis of the gender aspects of citizenship legislation in Myanmar and its application in light of the standards set by the UN Convention on the Elimination of Discrimination Against Women (CEDAW). It analyses in detail women’s ability to acquire citizenship on an equal basis as men, their ability to acquire, retain or confer citizenship following marriage and their ability to confer citizenship to their children. . The CCFSC’s main mandate is to translate this strategy into action. Other decrees and laws are also complementary. The Government of Vietnam has prioritized disaster preparedness, recognizing that the most cost-effective measures to mitigate flood related disasters are often non-structural. These measures include flood mapping, river flood warning systems, television-based disaster information and warning systems, training at all government and grassroots levels on disaster preparedness, and reforestation of certain areas. Land use and development have also been addressed through government regulations.

Disaster Management is included in the Strategic Plan Document of MSS 2009-2012. more
