• have limited capacities and opportunities to cope and
adapt and;
• limited or no access to technologies.
By understanding these issues, we can support the capacity
of vulnerable populations in emergencies. We can give
them priority assistance, and engage them in decision-making
processes for response, recovery, preparedness, and
risk reduction.

The second scenario involves general screening within scenarios of low or unknown risk exposure allowing for self-care such as before gatherings with at-risk individuals and prior to participation in events involving members of different households. Within these scenarios, a positive test result indicates likelihood of current infection, while a negative test result indicates a lower risk of active infection, though it does not rule out infection altogether. The scope of NCDs covered by this strategy include; cardiovascular diseases, cancer, diabetes, chronic respiratory diseases, mental health conditions, violence and injuries, hemoglobinopathies, haemophilia and other bleeding disorders, auto immune diseases, chronic renal diseases, epilepsy and other neurological disorders, chronic skin conditions and oral diseases and conditions. It equally addresses seven risk factors; tobacco use, harmful use of alcohol, unhealthy diets and toxins, physical inactivity, indoor air pollution, environmental pollutants and toxins and stress.
