The first case of COVID-19 was reported in Mozambique on 22 March 2020. As of 26 May, Mozambique had 194 confirmed cases of COVID-19, of which 168 were locally transmitted. Over my three years as Humanitarian Coordinator, I have marvelled at the resilience of the people... of this country to cope with the hardships of life in the world’s deadliest conflict – but even this remarkable strength is now being tested by the health, social and economic consequences of COVID-19. Based on Human Rights Watch (HRW)'s reporting on the human rights dimensions of the COVID-19 pandemic (see Related Summary, and the video, below), this document presents 40 questions to provoke thinking about a rights-respecting response to the crisis. The questions address the needs - including aro...und issues of information and communication - of groups most at risk, such as people living in poverty, ethnic and religious minorities, women, people with disabilities, older people, migrants, refugees, children, and lesbian, gay, bisexual, and transgender (LGBT) people. The resource also identifies a variety of responses to the crisis, some of which are positive and others problematic - with many links to related stories and resources online.

Pandemics and outbreaks have differential impacts on women and men. From risk of exposure and biological susceptibility to infection to the social and economic implications, individuals’ experiences are likely to vary according to their biological and gender characteristics and... their interaction with other social determinants. Because of this, global and national strategic plans for COVID-19 preparedness and response must be grounded in strong gender analysis and must ensure meaningful participation of affected groups, including women and girls, in decision-making and implementation.
