A survey of prevention, testing and treatment policies and practices

During the reporting week, the monsoon rains brought 252 mm of rainfall compared to 95 mm during the previous week. The downpour caused 65% of the week’s weather-related incidents (i.e. landslides, wind-storms and floods). Three rain gauges were installed in Chakmarkul ( ... near Camp 21), Camp 16 and Kutupalong, complementing existing rain gauges in Cox’s Bazar and Teknaf, as well as the Meteorological Station installed by Samaritan Purse in Camp 12. This network of rain gauges provides localized rainfall data at regular intervals throughout the day, which will allow the humanitarian community to better monitor, anticipate and respond to developments within the camps. Relocation of families at risk of landslides and flooding continued; a total of some 200 families have already moved to Camp 20 Extension and more than 100 families to Camp Extension 4. Repair of access roads, culverts, bridges and infrastructure is ongoing with continued attention to preparing for further heavy rains. more

The report notes that iodine deficiency is a leading cause of preventable brain damage worldwide. Insufficient iodine during pregnancy and infancy results in neurological and psychological deficits, reducing a child’s IQ by 8 to 10 points. This translates ... into major losses in the cognitive capital of entire nations and thus their socio-economic development.
The report outlines urgent steps to reduce the risk of mental impairment to babies’ growing brains:
• Integrate salt iodization into national plans to support children’s nutrition and brain development in early childhood;
• Align salt iodization and salt reduction agendas; • Establish surveillance systems to identify unreached populations;
• Strengthen regulatory systems to enforce existing legislation on salt iodization;

The report is presented in three sections. Section 1 gives an insight to the alcohol consumption situation in the WHO South-East Asia Region and cites the alcohol-related problems that the Region is facing. Section 2 illustrates the policy situation in the 10 areas of national action identified in the Global Strategy to Reduce the Harmful Use of Alcohol and gives specific recommendations pertaining to these areas. Provision of safe water, sanitation and hygiene is one of the five key interventions within the global NTD ... roadmap. Yet to date, the WASH component of the strategy has received little attention and the potential to link efforts on WASH and NTDs has been largely untapped.
Focused efforts on WASH are urgently needed if the global NTD roadmap targets are to be met. This is especially needed for NTDs where transmission is most closely linked to poor WASH conditions such as soil-transmitted helminthiasis, schistosomiasis, trachoma and lymphatic filariasis.
This strategy aims to mobilise WASH and NTD actors to work together towards the roadmap targets. more

This paper evaluates the impact of P4P on the use and quality of prenatal, institutional delivery, and child preventive care using data produced from a prospective quasi-experimental evaluation nested into the national rollout of P4P in Rwanda. Treatment facilities were enrolled in the P4P scheme in 2006 and comparison facilities were enrolled two years later. The incentive effect is isolated from the resource effect by increasing comparison facilities’ input-based budgets by the average P4P payments to the treatment facilities. The data were collected from 166 facilities and a random sample of 2158 households. P4P had a large and significant positive impact on institutional deliveries and preventive care visits by young children, and improved quality of prenatal care. The authors find no effect on the number of prenatal care visits or on immunization rates. P4P had the greatest effect on those services that had the highest payment rates and needed the lowest provider effort. P4P financial performance incentives can improve both the use of and the quality of health services. Because the analysis isolates the incentive effect from the resource effect in P4P, the results indicate that an equal amount of financial resources without the incentives would not have achieved the same gain in outcomes.
