Rabies is a fatal zoonotic disease most often transmitted to people via bites from infected dogs. This course provides a general introduction to rabies, and the One Health approach currently taken to prevent it. It consists of seven video-lectures, demonstration videos, and lessons learnt from peopl...e who work at the frontline of rabies elimination programmes around the world. It targets both a general audience and those who would like to learn more about rabies and the pathway to eliminating this disease – like prospective and current public health and animal health practitioners in rabies endemic countries.

Rabies is an infectious viral disease that is almost always fatal once clinical symptoms appear.
In most cases, the disease is transmitted to humans by the bite of a rabid dog, but infection can also spread through scratches or via saliva.
Rabies kills one person every 9 minutes and children aged ...5–14 years are frequent victims.
Yet rabies is 100% vaccine preventable. Vaccinating dogs is the most cost-effective way to prevent rabies in people.
Education about dog behaviour, immediate care measures after a bite, responsible dog ownership and bite prevention are essential components of rabies elimination.
WHO and partners aim to achieve zero human rabies deaths by 2030.
The time to act is now.

Medical care for people caught up in armed conflict and other insecure environments saves lives and alleviates suffering. It is one of the most immediate and high priority needs of an affected population and is often the first type of response activated and/or requested by authorities and affected c...ommunities. Medical teams working in armed conflict and other insecure environments
frequently face serious threats to their security and safety, challenges to patient access, and at times limited acceptance by affected communities in which they work and parties to the conflict. Such difficulties are likely to increase (6) and
thereby creating a critical need to establish contact and trust with all sides in conflicts and in other insecure environments to ensure operational continuity. This trust can best be achieved when all sides perceive the medical teams to be neutral, impartial, and independent, and specifically not aiding (or being perceived to aid) any one party to achieve a military, political or economic
advantage. For medical teams that are deploying increasingly closer to the frontlines, the implications of and consequences for both staff and patients of teams not being fully prepared, and/or not fully comprehending the context in which they work, can be severe. Medical response can easily be hindered or compromised by intentional or unintentional acts and the behaviour and
conduct of the teams themselves

Further OIE Support for African Countries on Rabies vaccines
In March 2018, a family and their sick puppy travelled through heavy rains in Malawi to a rabies vaccination drive. The puppy had bitten the family’s 12-year-old son, Isaiah Mzonda several days before and tested positive for rabies during the vaccination drive. Without appropriate prevention and t...reatment, rabies is fatal. Therefore, the rabies bite was a potential death sentence for the family’s young son who had not received any post-exposure treatment.

Rabies is entirely preventable, and vaccines, medicines, tools and technologies have long
been available to prevent people from dying of dog-mediated rabies. Nevertheless, rabies still
kills about 60 000 people a year, of whom over 40% are children under 15, mainly in rural areas
of economically ...disadvantaged countries in Africa and Asia. Of all human cases, up to 99% are
acquired from the bite of an infected dog.

Rabies is a vaccine-preventable, zoonotic, viral disease affecting the central nervous system. Once clinical symptoms appear, rabies is virtually 100% fatal. In up to 99% of cases, domestic dogs are responsible for rabies virus transmission to humans. Yet, rabies can affect both domestic and wild an...imals. It spreads to people and animals via saliva, usually through bites, scratches or direct contact with mucosa (e.g. eyes, mouth or open wounds). Children between the age of 5 and 14 years are frequent victims.

The desired impact of the OH JPA is a world better able to prevent, predict, detect and
respond to health threats and improve the health of humans, animals, plants and the
environment while contributing to sustainable development. The OH JPA aims to work
towards this vision in the following way:
...
• Provide a framework for action and propose a set of activities the four organizations
can offer together to advance and sustainably scale up One Health.
• Provide upstream policy and legislative advice and technical assistance, to help
set national targets and priorities across the sectors for the development and
implementation of One Health legislation, initiatives and programmes.
• Take stock of existing cross-sectoral global and regional initiatives around One
Health, identify and advise on synergies and overlaps, and support coordination.
• Mobilize and make better use of resources across sectors, disciplines and
stakeholders.
• The OH JPA is guided by a theory of change and makes use of One Health principles
to strengthen collaboration, communication, capacity building and coordination

Th e report makes... one investment case for cost-eff ectiveness and a second investment case where equity is the focus. It sets targets for ending catastrophic health expenditures and, as part of the drive to strengthen health systems, for getting services closer to where people live.
