A community-based approach.
These guidelines focus on manmade rather than natural disasters, but our experiences in India, El Salvador and Pakistan (earthquake interventions), and following the 2004 tsunami, cyclone Nargis in 2008 and the Haiti earthquake in 2010, showed that the principles describ...ed also work well in contexts of natural disasters.

Trust is an essential component of successful cooperative endeavours. The global health response to the 2014–2016 West Africa Ebola outbreak confronted historically tenuous regional relationships of trust. This document has been developed to provide training and guidance on how to integrate a human rights approach in mental health and related areas, based on international human rights instruments, in particular the UN Convention on the Rights of Persons with Disabilities (CRPD).
The aim of the WHO QualityRights tool kit is to support countries in assessing and
improving the quality and human rights of their mental health and social care facilities.
The tool kit is based on an extensive international review by people with mental disabilities
and their organizations. It ha...s been pilot-tested in low-, middle- and high-income
countries and is designed to be applied in all of these resource settings.
In this tool kit, the term ‘people with mental disabilities’ can include those with mental,
neurological or intellectual impairments and those with substance use disorders.

Data on the essential building blocks of mental health systems, including mental health
governance, financing, service delivery, human resources and information, are reported. For
mental health planning, it is important to know not only the level of resources in these six areas,
but also how thos...e resources are being organized and utilized. Thus, data on efficiency, access,
equity, linkages with other sectors and respect for human rights are reported as well.
