Research Paper.
As the fighting in Syria winds down, international humanitarian organisations (IHOs) operating from Damascus are hopeful that the Syrian government’s interference in their work will decrease. However, the government is attempting to formalise its influence over humanitarian operat...ions.
Throughout the Syrian conflict, the government has imposed multiple administrative processes on humanitarian organisations to limit their ability to operate independently. This includes restricting the operational environment; undermining organisational independence; imposing local partners; influencing procurement procedures; and preventing direct monitoring and evaluation.
While some level of coordination with the government might be a pragmatic necessity to ensure the safety of operations in regime-controlled areas, this cooperation should not enable the government to use aid for military or political purposes. Consequently, international humanitarian organisations have an ethical dilemma in how they provide aid in these areas without undermining their principles of humanity, independence, impartiality and neutrality.

This guide was developed by AACAP to give reliable information about medication
used to treat bipolar disorder in children and adolescents to parents whose children
have been diagnosed with the illness.
This document is designed to provide UNICEF staff and UNICEF partner staff with principles and concepts that can assist them to respond to the psychosocial needs of children in natural disasters and social emergencies such as armed conflict and other forms of violence. It aims to introduce humanitar...ian workers to psychosocial principles and UNICEF’s position on these principles. It also provides a number of examples from field work of how these principles have been turned into concrete actions. These psychosocial principles and concepts inform both emergency responses and subsequent programmatic responses post-emergency.

Early Childhood Matters is a journal about early childhood. It looks at specific issues regarding the development of young children, in particular from a psychosocial perspective. It is published twice per year by the Bernard van Leer Foundation.
On Page 54 of this issue the article titled: "Par...enting in times of war: supporting caregivers and children in crisis" can be found. This companion to the ALNAP EHA Guide offers protection-specific insights for evaluators and evaluation commissioners across the humanitarian sector. It covers the planning, data management and analysis phases of evaluation and addresses a range of challenges that – whilst not all unique to protec...tion – are often exacerbated by the contexts in which protection activities typically take place. Challenges addressed include those arising from the multi-faceted nature of protection activities, the difficulty understanding cause-effect relationships underlying protection risks, and the challenges of accessing and managing very sensitive data, sometimes drawn from communities in conflict.

Needs assessment is essential for programme planning, monitoring and evaluation, and accountability, however needs assessment is still a critical weakness of humanitarian response. Organisations need to improve how they do assessments. The Assessment Capacities Project (ACAPS) and the Emergency Capa...city Building Project (ECB) have produced this guide to fill the gap that existed for a practical resource that pulls together the main lessons learned from various initiatives and experiences.

Gender and security is a complex issue, and this research found that there are different levels of comprehension of what it means in humanitarian and development assistance practice. The aims of the paper are twofold: to raise general awareness about gender and how it relates to security risk manage...ment, and to provide practical tools for effective integration of gender-specific considerations to the existing security management practices. Document also available in French and Spanish.

Report commissioned by the IASC Inter-Agency Humanitarian Evaluations Steering Group as part of the Syria Coordinated Accountability and Lessons Learning Initiative
This report presents the findings of research conducted by Child Soldiers International to assess the effectiveness of release, psychosocial recovery and reintegration interventions (commonly referred to as ‘DDR’) for girls associated with armed groups in eastern Democratic Republic of Congo (DR...C). More specifically, it seeks to shed some light on the extent to which girls have been reached by DDR programmes, and on the appropriateness of this support where it was offered, mostly from the point of view of the girls themselves.

The synthesis looked across the evaluations and reviews as mentioned above to draw lessons and conclusions across the different contexts. The synthesis aims to identify:
recurrent issues, patterns and trends, and promising initiatives and lessons learned from existing programming including main...streaming in how UNHCR prevents, mitigates and responds to the risks of SGBV;
institutional management and leadership for SGBV in UNHCR;
factors which are contributing to success, including sustainability of services, and those which are inhibiting it;

Good Policy and Practice in HIV & AIDS and Education
What at first glance appears to be simple causality – climate change leading to more and more migration – has triggered intense academic debate over the past ten years because the circumstances are complex. There is need for a thorough analysis in the ground between denying the problem and asser...ting immediate causality. In international relations, migration induced by climate change and environmental degradation is increasingly recognized as a problem, whether in the framework of international climate policy, international migration policy, development cooperation, or international crisis management. But considering the dimension of these major challenges, only small steps have been taken so far. The scope of the problem continues to be underestimated. Climate change is jeopardizing the livelihoods of more and more people. It is a risk multiplier. Although understanding of the connection between climate change and migration has increased, many questions have yet to be answered. We need more knowledge to better support the people affected.
