The Global Movement for Mental Health has brought renewed attention to the neglect of people with mental illness within health policy worldwide. The maltreatment of the mentally ill in many low-income countries is widely reported within psychiatric hospitals, informal healing centres, and family hom...es. International agencies have called for the development of legislation and policy to address these abuses. However such initiatives exemplify a top-down approach to promoting human rights which historically has had limited impact at the level of those living with mental illness and their families.

The statistics reveal that children expe...rience violence across all stages of childhood, in diverse settings, and often at the hands of the trusted individuals with whom they interact daily. Understanding disability as the level of difficulties a person is facing when performing basic activities that could put him/...her at risk of not participating in society, the prevalence of disability found by the study was markedly higher than the existing disability statistics at around 2-3% to less than 10%, many of which used questions focusing on a person’s medical conditions or impairments.

В главе I представлен общий обзор ситуации с предложением опиатов, кокаина, каннабиса, стимуляторов амфетаминового ряда (САР) и новых психоактивных веществ (НПВ) и спросом на них, а также их воздействия на здоровье человека. В ней рассматриваются также научные данные о полинаркомании, обращаемости за лечением в связи с потреблением каннабиса и изменениях, произошедших после легализации потребления каннабиса в рекреационных целях в некоторых районах мира.
