The 2019 Humanitarian Response Plan (HRP) sets out the framework within which the humanitarian community will respond to the large-scale humanitarian and protection needs in Syria throughout 2019, on the basis of the prioritization undertaken across and within sectors. The HRP, based on United Natio...ns’ assessments and analysis, also presents urgent funding requirements to address these needs. It is anchored by three strategic objectives: saving lives and alleviating suffering, enhancing protection, and increasing resilience. These objectives are interlinked and achieving positive outcomes for affected people requires concerted action across all three.

They have been developed using approaches and tools tested by Oxfam, other INGOs and the UN in Afgh...anistan, DRC, Iraq, Somalia, Syria and Yemen. On Sunday 16th December 2018, some villages in the Province of Mai-Nambiar, Democratic Republic of Congo, neighboring the district of Makotimpoko in the Republic of Congo (CongoBrazzaville) were affected by inter-ethnic conflict between the Banunu and the Batende. The fighting has resulted in 400 fa...talities and the destruction of property. A large number of the population of the conflict affected areas were forced to cross the river Congo and find refuge in several localities in the Cuvette (Konda and Youmba) and Plateaux (Makotimpoko, Bouemba, Patrick) areas in Congo-Brazzaville.

As the number of transboundary pest and animal and foodborne disease outbreaks rises, so does the number of people who are chronically hungry due to these and other factors. The correlation can be explained by the link between our health and that of the planet. We rely on land and sea for the produc...tion of safe and quality foods for our daily nourishment. Pests and disease epidemics negatively impact the quality, quantity and safety of our food sources, and cripple economic growth and efficiencies in production. Furthermore, the epidemic and endemic levels of the pathogens and disease vectors can be difficult to control. This is why FAO stresses and promotes the special efforts required for cost-effective preventive measures rather than the more expensive control, disinfestation, treatment and disposal measures. When preventive measures are late or difficult, preparedness and contingency plans must be in place to enable rapid response. Early warning systems, based on close monitoring, surveillance, and timely reporting are fundamental to warn and empower communities to safeguard their livelihoods and assets by enhancing disease and pest prevention measures and for government services to take immediate measures to protect communities and national economies.
