The project objectives are the... professional training of young disadvantaged people, promotion of the role of women and support to local entrepreneurship. The project includes: professional courses in handicraft field (light metals for the creation of jewelry) for boys and girls living a high social disadvantage; inclusion of Chinese and Vietnamese boys and girls in training programs in order to promote their integration; food and health care support in favor of boys and girls involved in the educational programs; starting of small autonomous entrepreneurial realities in the field of handicraft for those who have obtained the best results during the training; fostering active citizenship through the creation of a committee of young women as instrument for the promotion of the rights of women and girls, with a focus on women's health and in particular on issues related to health care and venereal diseases; involvement of the committee in the dialogue with local institutions; awareness in Veneto, with the organization of a meeting in each of the two partner schools and the promotion of a real collaboration activity Italy-Cambodia (the students of the secondary school A. Canova realize the sketches of jewelry that will be created in Cambodia).

1. I submit for your approval ...the following report and recommendation on (i) a proposed loan, and (ii) a proposed grant, both to the Kingdom of Cambodia for subprogram 2 of thePromoting Economic Diversification Program (PED-SP2); and (iii) a proposed grant for capacity development for the Competition, Regulatory Efficiency, and Small and Medium-SizedEnterprise Technology (CREST) Project. The design and monitoring framework is in Appendix1.2. PED-SP2 will support the government?s key reform priorities aimed at diversifying the sources of economic growth, supported by increased contribution of the private sector. Thereform priorities include efforts to enhance governance in the business climate by promoting competition policy and regulatory efficiency. PED-SP2 also aims to increase private sectorcompetitiveness through innovation and enhanced trade facilitation measures. The Development Policy Letter is in Appendix 3 and the Policy Matrix is in Appendix 4.

Food by Prescription provides ...food and nutritional support to malnourished HIV+ individuals in the form of therapeutic and supplementary feeding at health facility levels. The activity serves severely malnourished people living with HIV/AIDS, HIV+ pregnant women, HIV+ women in their first six months post-partum, their infants, and orphans and vulnerable children. To ensure the programs success, USAID works with the Ethiopian Ministry of Health and HIV/AIDS Prevention and Control Office, as well as the Food and Nutrition Technical Assistance (FANTA) activity. Food by Prescription serves as a critical component of PEPFAR, a broader effort to strengthen integration of nutrition into HIV services. In order to reduce the cost associated with importation of nutrients and food commodities, the project will also collaborate with the public and private sector to explore the possibility of local production for some of the required food commodities.

The CSHGP facilitates a dynami...c partnership between USAID and private and voluntary organizations (PVOs)/NGOs. Through the CSHGP, USAID leverages the development entrepreneurship and know how of PVOs/NGOs and their local partners for innovative and effective community-oriented programming that sustainably improves maternal, newborn and child health (MNCH) outcomes, strengthens local and community health systems, and contributes to reductions in morbidity and mortality. PVOs/NGOs, with their local partners (national and local MOH, local NGOs/CBOs, communities), implement in a range of settings, from remote communities in a single district to multiple districts or a province. Projects address critical health needs of vulnerable populations.and work strategically with a systems approach at the household, community,.health facility, and policy levels and strengthens linkages as relevant.

The GMS Northeastern Corridor ...(stretching from Thanh Hoa in northern Viet Nam through northern Lao PDR to Bangkok) is one of the corridors identified in the transport sectorstrategy study and links northeastern Lao PDR with northern Viet Nam and its seaports. Many of the corridor roads between Thanh Hoa and Bangkok are in good condition. Others are now being improved, including a 367-kilometer (km) stretch of Route 4 in the Lao PDR from the Louangphrabang area to the Lao PDR?Thailand border that is being upgraded under ADB?s Northern GMS Transport Network Improvement Project, approved in 2007. The section of the corridor between the coast through the provinces of Thanh Hoa in northern Viet Nam and Houaphanh in northeastern Lao PDR, however, needs to be improved to a higher, all-weather, international standard if the Northeastern Corridor is to deliver its full potential increase in traffic, trade, and economic development and give the northern region of the Lao PDR valuable yearround access to rapidly developing ports on the South China Sea. The proposed project will fill this key gap. It was accorded priority in the GMS transport sector study and is strongly supported by the governments of the Lao PDR and Viet Nam, which believe it will strengthen the economies of both countries and help reduce current high poverty rates in the project provinces on both sides of their border. The project is included in the GMS regional cooperation business plan for 2010?2012.Road maintenance and vehicle overloading are key issues affecting the sustainability of road projects in Viet Nam and the Lao PDR. Both governments have agreed to maintain theproject roads to the national standard. In Lao PDR, this will be done through the use of performance-based maintenance contracts. In Viet Nam, performance-based maintenancecontracts will also be used for the project road, subject to the successful outcome of ongoing pilot tests of these contracts. MOT will develop a program to control vehicle overloading of vehicles on the project road in Viet Nam. To address vehicle overloading in the Lao PDR, scales for weighing vehicles will be procured under the project, and checkpoints to control the overloading of vehicles will be established along the project roads.

The impact of the Project is i...mproved health status and quality of life for the population of Mongolia. The outcome of the Project is PHC services that are more effective and improvedfinancial protection through health insurance.The Project has four components designed through collaboration and coordination with key stakeholders in the health sector.1. Strengthened Health Services: (i) sustainable and institutionalized FGPs, (ii) Soum health centers with improved infrastructure, (iii) district and aimag general hospitals supporting FGPs and SHCs2. Improved Health Care Financing and Health Insurance: (i) health resource allocation and purchasing, (ii) strengthened health insurance to improve financial protection and expand coverage, (iii) improved hospital financial efficiency through governance and incentives.3. Improved Human Resources Development: (i) improved health HR management and capacity, (ii) incentives and motivation schemes to improve rural health care.4. Sector capacity development and management: (i) increased capacity of MOH and key agencies to implement the HSMO, (ii) improved governance in the health sector, (iii) private sector development policy and guidelines established, (iv) project management capacity enhanced.

Antibiotic resistance is decla...red by the WHO as a global health crisis. In this continuation project we will implement and evaluate long-term interventions in the form of (i) an 'Antibiotic stewardship' program for improved management of antibiotics and bacterial resistance; (ii) an 'Infection prevention and control' program for prevention of spread of resistant infections including health care associated infections (iii) an innovative 'Waste management' program focusing treatment of hospital wastewater to remove or reduce the antibiotics and resistant bacteria (iv) an integrated approach to 'Community intervention' focusing hygiene and management of common infections among children in community based cohort studies. The studies will be conducted in hospital and community environments, in semi-urban and rural settings in India. The expertise is established in the multidisciplinary research group having both experienced and young researchers. The studies will be designed based on context-specific knowledge about barriers and facilitators for implementation, associations between prevention, antibiotic use, resistance and antibiotics in the environment. Qualitative and quantitative methods will be used as appropriate, molecular methods to type the antibiotic resistant bacteria and sensitive methods for measuring antibiotic concentrations will be applied. The long-term effectiveness and sustainability of the interventions will be evaluated using both process and outcome measures.

Supports the following illustr...ative program-funded costs: salaries of US, FSN, and TCN and other staff such as PSCs, RSSAs, PASAs, CASUs working for the US Government managing, administering, and supporting programs and their program-funded benefits such as housing, travel, transportation, education allowances etc; institutional contractors that provide such staff, rent, IT services, the program-funded share of utilities, staff training costs and the cost of developing and administering training programs, equipment and supplies, ICASS, vehicle fuel and maintenance, maintenance contracts, janitorial services, operational unit web page development and maintenance, outreach such as publications and the cost of their preparation (including staff costs), and technical assistance to ensure USG compliance with regulations.
