AFSA has applied to Sida for f...unding of 49 000 000 SEK to carry out the 'Making sexual and reproductive health rights real in South Africa Project' during the period 2014-2017. The Project aims to address and catalyse the transformation of social and cultural structural barriers and to identify and compel duty bearers to redress the systemic failures, which impede the realisation of HIV/AIDS and SRH rights in marginalised communities and populations.The programme is designed to deliver:1. strategic support for community-based organisations (CBOs) and national policy/advocacy actors engaged in effective HIV & AIDS and SRHR interventions in South Africa.2. demonstrable improvements in the realisation of SRHR in South Africa.3. a measurable contribution to the knowledge and evidence base on HIV & AIDS and SRHR in the Southern Africa region. AFSA will implement the intervention together with 18 civil society organisations to whom it will offer financial and technical support through sub-granting.

This contribution is implement...ed by Church of Sweden in partnership with about 110 local civil society organisations in several cooperation countries in Africa, Asia, Latin America and the Middle East during 2014-2016 with support from Sida/CIVSAM amounting to 291 000 000 SEK, with the aim to strengthen civil society capacities and contribute to the following programme objectives:- Strengthening of people's sexual and reproductive health and rights.- People living in poverty have the right to protection and their social and economic emancipation is strengthened.- People have increased safety and protection, and are empowered to deal with conflicts and to participate in peace processes.- Women and men have improved opportunities and possibilities to equal participation, voice and leadership in the church and in society.- People's right to physical and sexual integrity in the church and in society is strengthened.Church of Sweden has proposed an extension of this contribution, on basis of the existing results framework, and with a budget of 119 419 916 for the year 2017, thereby increasing the total budget to 410 419 916 SEK for the period 2014-2017.Appraisal of the contribution:The appraisal during 2016 of this contribution is made in accordance with a decision on an additional contribution, since it builds upon the appraisal of the same programme for the period 2014-2016. Hence the assessment made for the period 2014-2016 is still relevant and referred to, whereas an update is given for the period 2017 with special emphasis on:- The relevance of the contribution in the light of the strategy for CSO support 2016-2022.- The development of the contribution during 2014-2016 and focus for 2017.- Capacities, internal management and control during 2016-2016.

The Embassy entered into the c...urrent agreement with UNAIDS in 2013 with the aim to accelerate and expand the multi-sector response to the HIV epidemic in the ESA region. An important component of the cooperation has been to support the process of integration of HIV and SRHR in the region through a joint UNAIDS/UNFPA initiative. It started off as an EU-funded project in 2011 and Sweden joined in 2013 with the aim to address and remove barriers to linkages and integration between SRHR and HIV at policy; systems; service delivery and community levels. The Swedish support to the joint initiative has been channelled through the agreement with UNAIDS RST/ESA which in their turn has had a MoU with UNFPA and through that channelled funds to UNFPA. The first phase of that component/joint initiative ends in December 2015 and the Embassy has now received a proposal for support towards the second phase. The objectives of the intervention are fully in line with the Swedish strategy for sexual and reproductive health and rights (SRHR) in sub-Saharan Africa, 2015–2019. The intervention contributes to the overall result area of health systems strengthening and some other specific results, mainly: increased access to integrated basic health services for women and children; reduced number of unwanted pregnancies; better conditions for young people to make informed decisions about their health, sexuality and reproduction; reduced number of new HIV infections; improved access to SRHR for young women and men; improved knowledge among decision-makers about more sustainable and equitable health systems and prevention of sexual and gender based violence.The total budget for this Project USD33,048,159 (SEK288,362,000). Sida budgeted funding for this programm is USD9,666,344 (SEK84,343,700). Other partners are expected to contribute to support this project for the period of 4years. EU to contribute 29% i.e. USD9,666,344 (SEK84,343,700), DFID to contribute 16% i.e. USD5,406,130, (SEK47,171,200), WHO to contribute 7% i.e. USD2,341,143 (SEK20,427,600) and counterparts (participating countries) will contribute 20 % USD5,968,199 (SEK52,075,500). DFID has committed their funding through a direct agreement with UNFPA while negotiations are ongoing with the others.The Embassy proposes that funds totalling 40 million SEK (20+20) be added to the current agreement with UNAIDS in 2016 and 2017 to continue the implementation of the UNAIDS/UNFPA integration initiative (strategic outcome 7 under on-going agreement). The activity period for all activities under the on-going overall UNAIDS agreement will be extended to 31 December 2017 and the validity period of the agreement will be extended until 31 December 2018. The possibility of extension for the last two years in line with the budget submitted for 4 years from UNAIDS will be assessed under the assessment of renewed overall support to UNAIDS from 2017. Africaid is a community based ...organisation in Zimbabwe which, through its Zvandiri programme, provides community and health facility based prevention, treatment, care and support for children, adolescents and young people living with HIV. Zvandiri aims to support national HIV systems to provide a comprehensive package of care for children, adolescents and young people living with HIV which is responsive to their clinical and psychosocial needs and experiences. HIV positive children and adolescents are at the heart of the programme, whereby they take the lead in designing, implementing, monitoring, and evaluating Zvandiri activities.Young advocates from Zvandiri are engaged at community, national and international level in speaking out for the needs of HIV positive children, adolescents and young people. They have successfully advocated for policy change, guidance, funding and service delivery for their peers at all levels by sharing their own life experiences, as well as those of their peers across Zimbabwe.In addition to service provision, a key part of their work over the years has been to engage young people living with HIV in their own creative, participatory mixed media advocacy projects. In 2013, for the first time, a group of adolescents and young people living with HIV came out publicly to describe the way in which they have learned how to dance in the storm , despite the challenges in their lives. As adolescents and young people living with HIV, they called for zero HIV- related deaths, zero new HIV infections and zero stigma. Uniquely, they were joined by a superband of Zimbabwean musicians who have helped them to turn their message into a world class track and performance. The song, How to Dance has been played at various regional and international conferences including the International AIDS Conference. As of December 2018, the song has been viewed by 16, 800 viewers on YouTube. Following on from its impact and success the adolescents and young people decided that there was still more to be said, more to be shared and that this could be done by building on the 'How To Dance' project format, creating a song with a new message and adding new exciting components to the project. These extra components will further help diversify how the message is disseminated as well engage them in new skills and reach a wider audience.The programme will be conducted in four phases, some running consecutively or simultaneously as needed. The four phases are:•Song writing + Project Development Workshop•Song writing + Project Launch•Pre-Production and Recording •Dissemination Following the completion of the programme and release of the song (July 2019) and accompanying videos, the project team will reconvene to evaluate the different project components. In partnership with the Government of Myanmar and other partners, the 3MDG Fund strengthens the national health system at all levels, extending access for poor and vulnerable populations to quality health services. The 3MDG Fund has a significant, timely and nationwide impact improving maternal, newborn and child health, combating HIV and AIDS, tuberculosis and malaria, and health system strengthening to deliver sustainable, efficient and responsive healthcare across Myanmar. Mashambanzou has applied to Si...da for funding of 6 417 500 million SEK to carry out the The Dawn: New Day, New Opportunities and New Hope for People Living with HIV and AIDS project in Harare, during the period 2020-2022. The intervention aims at improving the quality of life of people living with, and those affected by HIV and AIDS through treatment, care and support of individuals, empowering families with knowledge and skills to effectively respond to the shocks of the HIV/AIDS and improve community resilience in dealing with HIV/AIDS. The contribution will be core funding and there will be no forwarding of funds. Mashambanzou will also receive SEK300 000 for the installation of solar system to improve sustainability of power supply.

The Project will be directly i...mplemented by SACI/Newlands Clinic. To increase a sustainable access to ART, Newlands Clinic will scale?up decentralised outreach services in local city health clinic. Newlands Clinic will strengthen its collaboration with the MoHCW by building on coordinating its provision of ART services for its patients with those accessing treatment from the OI/ART sites and provide continued clinical mentorship activities. The treatment and care centre at Newlands Clinic and its patients will be maintained in order to provide quality assurance back?up, to serve as a referral centre with diagnostics services and to provide access to patients needed during the clinical attachments for nurses in training. Newlands Clinic will organise and conduct training and clinical attachment and mentorship workshops in nurse?led clinical HIV management for nurses and contribute to institutional capacity strengthening to decentralise and scale?up ART initiation. Newlands Clinic will hold a sufficient number of workshops per year to train at least 100 nurses.
