Across South America, tobacco ...use remains high among children and adults. New research will explore the benefits and limitations of tobacco pricing and tax strategies on reducing tobacco use in Argentina, Bolivia, and Chile.Although there is overwhelming evidence that increasing tobacco prices reduces tobacco use, a recent international review points to several problems. One is that there is little data to show that price affects demand for tobacco products more in low-income countries. There is also limited research to determine whether lower-income populations are more responsive to tax and price increases than higher-income populations in low- and middle-income countries. Researchers will review individual and household-level data from the three countries, all classified low- and middle-income. They will apply rigorous statistical methods to examine how tobacco prices influence tobacco use, linking national survey data from existing data sets to price data from national statistical agencies and market research organizations. The research team will use self-reported prices and unit values in its analysis, such as the ratio of household expenditure on a particular tobacco or alcohol product to the quantity consumed. They will work with researchers and decision-makers in Argentina, Bolivia, and Chile to design a strategy for sharing and transferring knowledge.

Cardiovascular disease causes ...about 100,000 deaths and 250,000 events in Argentina each year. The cost to the country is more than CA$1 billion. The Ministry of Health has negotiated agreements with the food industry and bakeries to reduce sodium in processed foods and bread. The Codex Alimentarius, or international food safety standards, will also decrease trans fatty acids (TFA) to less than 5% of total fat in processed food by 2014. This project will develop a comprehensive approach to inform stakeholders about the impact of current salt and TFA policies. Three leading Argentinian institutions working in the area of cardiovascular disease prevention will participate: the Institute for Clinical Effectiveness and Health Policy; the Centro de Estudios de Estado y Sociedad; and, the Fundacion Interamericana del Corazon. Researchers will develop a strategy to share results with policymakers and other stakeholders. The findings will support resource allocation decisions for non-communicable diseases in Argentina.

Cardiovascular disease causes ...about 100,000 deaths and 250,000 events in Argentina each year. The cost to the country is more than CA$1 billion. The Ministry of Health has negotiated agreements with the food industry and bakeries to reduce sodium in processed foods and bread. The Codex Alimentarius, or international food safety standards, will also decrease trans fatty acids (TFA) to less than 5% of total fat in processed food by 2014. This project will develop a comprehensive approach to inform stakeholders about the impact of current salt and TFA policies. Three leading Argentinian institutions working in the area of cardiovascular disease prevention will participate: the Institute for Clinical Effectiveness and Health Policy; the Centro de Estudios de Estado y Sociedad; and, the Fundacion Interamericana del Corazon. Researchers will develop a strategy to share results with policymakers and other stakeholders. The findings will support resource allocation decisions for non-communicable diseases in Argentina.

Researchers have suggested that these activities are not addressing the alcohol-related disease burden. Rather, they are promoting their products, particularly to youth. They are also hindering government regulation and promoting ineffective policies. Researchers will assess if this is indeed the case. They will identify and analyze the impact and effectiveness of the alcohol industry's CSR practices in Argentina, Brazil, and Uruguay. They will also identify ways to protect public health. Alcohol consumption in the Ame...ricas comes at a considerable cost. In 2000, it accounted for approximately 5% of all deaths and 9.7% of all disability-adjusted life years (DALY) lost. DALY is a measure of overall disease burden expressed as the number of years lost as a result of poor health, disability, or early death. There is strong evidence that policies that increase the price of alcohol and address the volume of alcohol advertising are effective at reducing alcohol consumption. Despite a relatively large body of work, nearly all studies that have examined the impact of pricing, taxation, or advertising policies on alcohol use have been conducted using data from the United States or other high-income countries. A scoping review identified a single study conducted with data from Latin America. This research project will address that gap. It will examine the impact of pricing, taxation, and advertising policies on alcohol consumption, using individual- and household-level data and rigorous statistical methods, in four South American low- and middle-income countries: Argentina, Bolivia, Chile, and Peru. Researchers will link national survey data from a large number of existing datasets to price data obtained from national statistical agencies and market research organizations. It will also use self-reported prices and unit values, when available. The project will specifically aim to examine the following: -impact of alcohol pricing, taxation, and advertising policies on alcohol onset -impact of alcohol prices and taxes on the number of users vs. non-users and consumption -influence of socio-economic status, gender, and age on the relationship between alcohol pricing, taxation, and advertising policies and alcohol use -impact of tobacco prices on alcohol use. The researchers will work with knowledge-transfer platform teams and decision-makers in Argentina, Bolivia, Chile, and Peru to design a tailored knowledge transfer and exchange strategy. The research will provide important evidence on the potential benefits and limitations of current tax and advertising strategies in the four countries.

This project will evaluate the... Healthy Municipalities and Communities health promotion program, which is designed to improve eating and activity levels to reduce cardiovascular disease (CVD) risks in Argentina. Increase in unhealthy hearts CVDs cause an estimated 100,000 deaths and 250,000 coronary heart disease and stroke events each year in Argentina. Hypertension, diabetes, obesity, physical inactivity, and poor nutrition rates-all risk factors for CVDs-have increased over the last decade. Healthy municipalities and communities The Pan American Health Organization launched the Healthy Municipalities and Communities health promotion program in 1990. It has since been widely implemented across Argentina and Latin America. The program focuses on improving the food and built environments at the municipal level to address unhealthy diet and physical inactivity as major CVD risk factors. The built environment refers to human-made surroundings, such as buildings, green spaces, neighbourhoods, cities, and the infrastructure in place to support them. The need for evaluation So far the impact of the program has not been measured. The project team will conduct the evaluation. The main objective is to strengthen capacity and accountability for promoting healthier food and built environments at the municipal and national levels in Argentina. This is a mixed-methods study that will rely on multiple data sources: -review of the program's documentation -interviews with key informants -survey of committees from the 1,001 municipalities enrolled in the program -benchmarking the food and built environments in two municipalities affiliated with the program since 2003 -health indicators and behaviours data from a cohort study involving 1,000 participants in each of the two communities Better monitoring, improved decision-making Improved program monitoring and evaluation offers the potential to enhance decision-making and resource allocation for non-communicable disease prevention in Argentina. This study is also an opportunity to evaluate the influence of food and built environments on individual lifestyles in Argentina. There are valuable implications for other developing countries, given that most of the evidence gathered in this area to date has come from high-income countries.

Research on the links between ...tobacco farming and health problems among men, women, and children in Bangladesh will examine the health and socio-economic impact of tobacco cultivation. To date, the health hazards of growing tobacco have not been documented or well researched, particularly in low-and middle-income countries with high rates of tobacco cultivation. Policy Research for Development Alternatives (UBINIG), based in the Bengali capital of Dhaka, has been the only source of information on health hazards in Bangladesh. Earlier IDRC-sponsored research (2006-2011) focused on farmers' strategies for shifting out of tobacco cultivation in Bangladesh. This research shed light on various health problems suffered by families that grow tobacco. However, these impacts were self-reported by farmers and not subject to a rigorous epidemiological study. This current project aims to address that gap by undertaking an epidemiological study on the specific health hazards to be found among men, women, and children in tobacco-growing areas. The research is deemed critical since Bangladesh's anti-tobacco law, based on the United Nations' Framework Convention for Tobacco Control, does not deal with protection against the illnesses and health hazards related to tobacco farming. The study intends to shed light on those health hazards, share the research results with relevant stakeholders, and provide data to counter the tobacco companies' claims about the advantages of tobacco farming - an argument they use to convince policymakers to delay tobacco control measures that would curb demand. The research will consist of a two-year longitudinal study comparing a sample of individuals working in tobacco and non-tobacco growing areas. The Faculty of Public Health, Hanoi Medical University in Vietnam will support UBINIG in carrying out the epidemiological studyExpected outcomes include establishing a scientific link between tobacco cultivation and health problems among farmers, compared with other agricultural crops. The research will also describe the capacity of Bangladesh's existing healthcare system and health personnel to deal with problems linked to tobacco farming. It is anticipated that the results will inform an amendment to the country's tobacco control law to ensure protection for farmers.

The project aims to build the ...capacity of Francophone Sub-Saharan African countries to cope with a double nutritional burden, that is, the coexistence of malnutrition and overweight. This coexistence is the result of a rapid nutritional transition, involving an increase in consumption of fat and simple sugars, which contributes to greater risks of obesity and degenerative diseases. The project s medium- and long-range impact is to contribute to a gradual reduction in the incidence of nutrition-related chronic deseases. Université de Montréal executes this project s main activities in partnership with the Institut régional de santé publique of Cotonou, Benin, and its network of partners and collaborators. These activities involve reviewing the many academic degrees and developing educational material to harmonize training programs and university diplomas. The project contributes to a better diet for urban schoolchildren, and reaches families and communities by executing the Initiative écoles amies de la nutrition . To this end, material is being created, follow-up is being managed in schools, and four students from Université de Montréal are doing internships. / Le projet vise à renforcer la capacité des pays francophones d Afrique sub-saharienne de faire face au double fardeau nutritionnel, soit la coexistence de la malnutrition et du surpoids. Cette coexistence résulte d une transition nutritionnelle rapide, se traduisant par une augmentation de la consommation de matière grasse et de sucres simples qui contribue à augmenter les risques d obésité et de maladies dégénératives. L impact du projet à moyen et long terme est de contribuer à une réduction progressive de l incidence des maladies chroniques liées à la nutrition. Les principales activités de ce projet sont mises en place par l Université de Montréal, en partenariat avec l Institut régional de santé publique de Cotonou, au Bénin, et son réseau de partenaires et collaborateurs. Elles concernent la révision des multiples diplômes académiques et le développement du matériel pédagogique afin d harmoniser les programmes de formation et les diplômes universitaires. Le projet contribue à une meilleure alimentation des écoliers urbains et atteint les familles et les collectivités par la mise en oeuvre de l « Initiative écoles amies de la nutrition ». Pour ce faire, du matériel est créé, les suivis dans les écoles sont pris en charge et quatre stages d étudiants de l Université de Montréal sont réalisés.

Across South America, tobacco ...use remains high among children and adults. New research will explore the benefits and limitations of tobacco pricing and tax strategies on reducing tobacco use in Argentina, Bolivia, and Chile.Although there is overwhelming evidence that increasing tobacco prices reduces tobacco use, a recent international review points to several problems. One is that there is little data to show that price affects demand for tobacco products more in low-income countries. There is also limited research to determine whether lower-income populations are more responsive to tax and price increases than higher-income populations in low- and middle-income countries. Researchers will review individual and household-level data from the three countries, all classified low- and middle-income. They will apply rigorous statistical methods to examine how tobacco prices influence tobacco use, linking national survey data from existing data sets to price data from national statistical agencies and market research organizations. The research team will use self-reported prices and unit values in its analysis, such as the ratio of household expenditure on a particular tobacco or alcohol product to the quantity consumed. They will work with researchers and decision-makers in Argentina, Bolivia, and Chile to design a strategy for sharing and transferring knowledge.

Tobacco use in many Latin Amer...ican countries is high among boys, girls, men, and women. However, research has yet to explore differences in cigarette smoking rates between lower- and higher-income groups in middle-income countries such as Brazil, Mexico, and Uruguay. Meanwhile, existing studies on the impact of tobacco taxes are based on average price elasticity of demand, a measure that shows how overall demand for cigarettes shifts in response to a change in price but ignores the income distribution effects of raising taxes. This research will focus on Brazil, Mexico, and Uruguay as a multi-country case study for Latin America. These countries were selected because they have relatively advanced tobacco control policies and have available data - primarily the Global Adult Tobacco Survey (GATS). These countries also have tobacco control researchers with the capacity to work with this data. Using a common methodology, research teams in the three countries will evaluate -the evolution of smoking inequalities;-the broad impact of tax and other tobacco control policies on per capita consumption;-the different price elasticities according to economic and social groups, allowing for the discussion of the income distribution effect of taxes; and-how other tobacco control policies affect smoking behaviours of different groups of smokersResearchers will describe in detail smoking inequalities and tobacco control interventions of the past decade, especially fiscal policies. They will also use econometric demand models to determine scenarios of per adult consumption if no tobacco control measures had been employed. Research results will be used to support advocacy for tobacco tax policies. Findings will be sent to policymakers, stakeholders, and to members of the WHO Framework Convention on Tobacco Control (FCTC) Working Group (to inform their work. For local governments and international health organizations, the research will provide valuable evidence about the impact of tobacco taxes on the most vulnerable groups in lower- and middle-income countries.

Tobacco use in many Latin Amer...ican countries is high among boys, girls, men, and women. However, research has yet to explore differences in cigarette smoking rates between lower- and higher-income groups in middle-income countries such as Brazil, Mexico, and Uruguay. Meanwhile, existing studies on the impact of tobacco taxes are based on average price elasticity of demand, a measure that shows how overall demand for cigarettes shifts in response to a change in price but ignores the income distribution effects of raising taxes. This research will focus on Brazil, Mexico, and Uruguay as a multi-country case study for Latin America. These countries were selected because they have relatively advanced tobacco control policies and have available data - primarily the Global Adult Tobacco Survey (GATS). These countries also have tobacco control researchers with the capacity to work with this data. Using a common methodology, research teams in the three countries will evaluate -the evolution of smoking inequalities;-the broad impact of tax and other tobacco control policies on per capita consumption;-the different price elasticities according to economic and social groups, allowing for the discussion of the income distribution effect of taxes; and-how other tobacco control policies affect smoking behaviours of different groups of smokersResearchers will describe in detail smoking inequalities and tobacco control interventions of the past decade, especially fiscal policies. They will also use econometric demand models to determine scenarios of per adult consumption if no tobacco control measures had been employed. Research results will be used to support advocacy for tobacco tax policies. Findings will be sent to policymakers, stakeholders, and to members of the WHO Framework Convention on Tobacco Control (FCTC) Working Group (to inform their work. For local governments and international health organizations, the research will provide valuable evidence about the impact of tobacco taxes on the most vulnerable groups in lower- and middle-income countries.

They will identify and analyze the impact and effectiveness of the alcohol industry's CSR practices in Argentina, Brazil, and Uruguay. They will also identify ways to protect public health. Among other things, researchers will assess: - what influence these have over health scientists; - which groups (such as women and youth) are specifically targeted; and- what impact they have on policy.Specifically, the research will: - identify and monitor CSR in the alcohol industry, focusing on the main alcohol companies in each country; - conduct a stakeholder survey; and- evaluate the extent to which industry CSR activities represent evidence-based policies that can reduce the burden of disease associated with alcohol.The research team will develop recommendations regarding future interactions between the public health community, scientists, and the alcohol industry. These will be based on the survey findings and their evaluation of CSR activities.

The project aims to build the ...capacity of Francophone Sub-Saharan African countries to cope with a double nutritional burden, that is, the coexistence of malnutrition and overweight. This coexistence is the result of a rapid nutritional transition, involving an increase in consumption of fat and simple sugars, which contributes to greater risks of obesity and degenerative diseases. The project s medium- and long-range impact is to contribute to a gradual reduction in the incidence of nutrition-related chronic deseases. Université de Montréal executes this project s main activities in partnership with the Institut régional de santé publique of Cotonou, Benin, and its network of partners and collaborators. These activities involve reviewing the many academic degrees and developing educational material to harmonize training programs and university diplomas. The project contributes to a better diet for urban schoolchildren, and reaches families and communities by executing the Initiative écoles amies de la nutrition . To this end, material is being created, follow-up is being managed in schools, and four students from Université de Montréal are doing internships. / Le projet vise à renforcer la capacité des pays francophones d Afrique sub-saharienne de faire face au double fardeau nutritionnel, soit la coexistence de la malnutrition et du surpoids. Cette coexistence résulte d une transition nutritionnelle rapide, se traduisant par une augmentation de la consommation de matière grasse et de sucres simples qui contribue à augmenter les risques d obésité et de maladies dégénératives. L impact du projet à moyen et long terme est de contribuer à une réduction progressive de l incidence des maladies chroniques liées à la nutrition. Les principales activités de ce projet sont mises en place par l Université de Montréal, en partenariat avec l Institut régional de santé publique de Cotonou, au Bénin, et son réseau de partenaires et collaborateurs. Elles concernent la révision des multiples diplômes académiques et le développement du matériel pédagogique afin d harmoniser les programmes de formation et les diplômes universitaires. Le projet contribue à une meilleure alimentation des écoliers urbains et atteint les familles et les collectivités par la mise en oeuvre de l « Initiative écoles amies de la nutrition ». Pour ce faire, du matériel est créé, les suivis dans les écoles sont pris en charge et quatre stages d étudiants de l Université de Montréal sont réalisés.

In developing countries like C...ambodia, it is often assumed that the cost of tobacco-related disease to national economies and households is low, despite a high number of male smokers. There are a number of reasons for this. Reporting of tobacco-related disease is low. Treatment for anything other than infectious disease or trauma is often unavailable.Cambodian policymakers have expressed the need for convincing and reliable information on the health costs of smoking, particularly in light of the draft tobacco control law, which is due for Parliamentary approval, and an upcoming tobacco taxation increase.This research project will generate knowledge about the direct healthcare costs of active tobacco use and the indirect productivity losses of active tobacco use. Researchers will examine the costs associated with five disease groups: -lung cancers;-tuberculosis (TB);-ischemic heart disease;-stroke (cerebrovascular disease); and, -chronic obstructive pulmonary disease. They will not estimate the costs associated with second-hand smoke, the cost of tobacco purchase, or the cost of using tobacco products which are not smoked.There is strong evidence from other countries that smoking increases the TB infection rate and reduces tuberculosis survival rates. Cambodia has high TB and smoking rates, so the cost of tobacco use will also include the cost of excess tuberculosis-related deaths. Cambodia s health information systems are weak and unreliable. As a result, data will be collected only in major health facilities located in Phnom Penh and large regional facilities. Local health information databases and health service personnel will help establish the annual number of cases. Researchers will determine the costs per case through surveys and interviews with health personnel. They will calculate the indirect costs due to productivity losses using secondary data on World Health Organization disability adjusted life year estimates. They will also conduct a small number of case studies to determine the costs of treatment and care of tobacco-caused disease to individuals and families.

Across South America, tobacco ...use remains high among children and adults. New research will explore the benefits and limitations of tobacco pricing and tax strategies on reducing tobacco use in Argentina, Bolivia, and Chile.Although there is overwhelming evidence that increasing tobacco prices reduces tobacco use, a recent international review points to several problems. One is that there is little data to show that price affects demand for tobacco products more in low-income countries. There is also limited research to determine whether lower-income populations are more responsive to tax and price increases than higher-income populations in low- and middle-income countries. Researchers will review individual and household-level data from the three countries, all classified low- and middle-income. They will apply rigorous statistical methods to examine how tobacco prices influence tobacco use, linking national survey data from existing data sets to price data from national statistical agencies and market research organizations. The research team will use self-reported prices and unit values in its analysis, such as the ratio of household expenditure on a particular tobacco or alcohol product to the quantity consumed. They will work with researchers and decision-makers in Argentina, Bolivia, and Chile to design a strategy for sharing and transferring knowledge.

Alcohol consumption in the Ame...ricas comes at a considerable cost. In 2000, it accounted for approximately 5% of all deaths and 9.7% of all disability-adjusted life years (DALY) lost. DALY is a measure of overall disease burden expressed as the number of years lost as a result of poor health, disability, or early death. There is strong evidence that policies that increase the price of alcohol and address the volume of alcohol advertising are effective at reducing alcohol consumption. Despite a relatively large body of work, nearly all studies that have examined the impact of pricing, taxation, or advertising policies on alcohol use have been conducted using data from the United States or other high-income countries. A scoping review identified a single study conducted with data from Latin America. This research project will address that gap. It will examine the impact of pricing, taxation, and advertising policies on alcohol consumption, using individual- and household-level data and rigorous statistical methods, in four South American low- and middle-income countries: Argentina, Bolivia, Chile, and Peru. Researchers will link national survey data from a large number of existing datasets to price data obtained from national statistical agencies and market research organizations. It will also use self-reported prices and unit values, when available. The project will specifically aim to examine the following: -impact of alcohol pricing, taxation, and advertising policies on alcohol onset -impact of alcohol prices and taxes on the number of users vs. non-users and consumption -influence of socio-economic status, gender, and age on the relationship between alcohol pricing, taxation, and advertising policies and alcohol use -impact of tobacco prices on alcohol use. The researchers will work with knowledge-transfer platform teams and decision-makers in Argentina, Bolivia, Chile, and Peru to design a tailored knowledge transfer and exchange strategy. The research will provide important evidence on the potential benefits and limitations of current tax and advertising strategies in the four countries.

Non-communicable diseases (NCD...s) are responsible for three out of every four deaths in Latin America. Poor diet is increasingly contributing to preventable, premature deaths and illnesses related to NCDs. This project will monitor and benchmark food policies and environments in Mexico and Chile to address the problem. Specifically, it aims to enhance government and private sector accountability to increase healthy foods, and reduce obesity and diet-related NCDs. Demographic changes in Latin America, combined with shifting nutritional habits, have led to increases in obesity and diabetes rates. Globally, researchers have found that unhealthy food environments drive unhealthy diets. However, there is a lack of rigorous and comparable data from Latin American countries. Food environments are defined as the collective physical, economic, policy, and socio-cultural surroundings, opportunities, and conditions that influence people's food consumption patterns. The core premise of this project is that regular, comparable monitoring of food environments and the policies shaping them will allow evaluation of the impact of national food policies on obesity and NCDs, especially when surveyed across countries and over time. The project team will conduct the research in Chile and Mexico. Researchers will use the monitoring tools developed by the INFORMAS network (International Network for Food and Obesity/Non-Communicable Diseases Research, Monitoring and Action Support). INFORMAS is a global network of public interest organizations and researchers that aims to monitor, benchmark, and support public and private sector actions to -create healthy food environments -reduce obesity and non-communicable diseases -reduce the inequalities caused by obesity and NCDs This project represents the first attempt to extensively evaluate and compare food environments and policies using the INFORMAS methods outside of high-income countries. The project team will test a package of research tools that may be applied globally to inform obesity prevention strategies. This research is timely, specifically in Chile and Mexico, where both countries are experimenting with innovative policies to deal with overweight and obesity rates that are among the highest in the world.

In the field of tobacco contro...l it often happens that an opportunity to inform new or strengthen existing legislation arises requiring a rapid response on the part of the research community. This project will provide small-scale funding on a case-by-case basis to address such opportunities. Funded activities could take the form of quick analyses or small surveys to provide policymakers with the necessary evidence on which to base their decisions. The fund may also be used to support the application of new learning to existing interventions or policies, or to complement the advocacy efforts of other donors. A modest amount has been set aside to support the production of issue papers on emerging topics that are relevant to global tobacco control.

One of the expected outcomes o...f the Non-Communicable Disease Prevention program (NCDP) is to help build the field of non-communicable disease policy research. One way to achieve this is by supporting international events that pursue the same objective, and helping IDRC grant recipients attend those events. This project will provide sponsorship support for NCDP grant recipients to participate in international conferences. IDRC will offer priority status to those who have an abstract accepted for an oral presentation or a scientific poster. The funding will also be used to give profile to IDRC and the NCDP program, explore partnership development, and consult experts and partners on program strategy and research priorities.NCDP has developed a list of meetings and conferences that will engage NCD prevention researchers and serve as platforms for exchanging new knowledge. The program team will organize a meeting to engage experienced researchers and strategists on the need for research to inform policy on active transport/non-motorized transport. The NCDP program expects to receive additional formal requests for support during the funding period from the World Federation of Public Health Associations for regional conferences in Africa and Asia-Pacific.

Research results that have int...ernational relevance are important to creating and managing successful alcohol control policies worldwide. This project will support the 2014 annual meeting of the International Alcohol Control Study (IAC) in Torino, Italy, in June 2014. The meeting will bring international health research organizations together to ensure that their work is integrated, consistent across countries, and their methods produce internationally relevant results.About the International Alcohol Control Policy Evaluation Study The IAC study is the first-ever international cohort study of alcohol use. Its objective is to measure the impact of key national-level alcohol control policies. The study is a collaborative effort with international health research organizations and policymakers from a mix of high-, middle-, and low-income countries. Its research platform is designed to guide the implementation of alcohol control policies using a strong evidence base. The study evaluates policies at the individual drinker level, identifies the determinants of effective alcohol control policies, and disseminates its research findings to the global alcohol control community. This includes researchers, policymakers, and advocates. The principal investigators from the different countries participating in the IAC study meet yearly to ensure that the initiative is integrated, consistent, and uses comparable methods to produce internationally relevant results. Support for low- to middle-income country researchersThis project will help ensure that researchers from low- and middle-income countries can participate at the meeting. The meeting s main objectives are to:-share the IAC survey data from participating countries;-discuss the planned cross-country analyses;-discuss research teams methodological issues;-present and discuss the revised Alcohol Environment Protocol (AEP) and AEP data collected so far; and-discuss future directions for the AEP protocol and IAC survey.

Eritrea has taken steps to con...trol tobacco use. Its 2004 proclamation aims to curb consumption, as do higher tax rates on cigarettes and other tobacco products. However, in spite of these measures, tobacco consumption is increasing. Enforcement of the proclamation is weak, and cheap, smuggled cigarettes and other tobacco products are widely available.The tobacco problem is complex. Eritrea's border is poorly guarded, which encourages smuggling and makes these products easy to access. The bulk of the smuggled cigarettes are sold by street vendors, many of them women and children, giving Eritreans access to cheap tobacco products. It also helps expand the market for the tobacco industry. These contraband cigarettes do not meet the tobacco control proclamation's requirements, and weaken its value. There are also strong indications that the tobacco industry sees Eritrea as a strategic gateway to east and northeast Africa. The industry may be planning to develop Eritrea as a distribution hub for its products. This will make the country even more vulnerable. This project will assess the impact of tobacco taxation, smuggling, and street vending on consumption, and its implication for tobacco control in Eritrea. Researchers will use quantitative and qualitative methods to:- assess the impact of taxation on tobacco consumption and use control; - determine the price elasticity of tobacco products (change in demand based on cost), particularly cigarettes; - assess trends and identify networks of smuggling and legal cross-border shopping for tobacco products, particularly between Sudan and Eritrea, and its implications for government revenue;- identify the reasons why people sell on the streets; and,- analyze how the tobacco industry and smugglers use street vending as a retail outlet.

Tobacco use is one of the main... risk factors for the rapidly growing non-communicable disease (NCD) burden in low- and middle-income countries. The Centre for Tobacco Control in Africa (CTCA), based at Makerere University in Uganda, serves as a regional centre, providing tools and evidence to support tobacco control policies and programs in Africa. Locally generated data is critical to addressing the barriers to adopting effective evidence-based strategies. This project aims to enhance local research skills and knowledge to ensure that evidence is generated locally. The funding will provide scholarships to master's students in schools of public health, economics, agriculture, environment, and other disciplines related to tobacco control. Five annual research scholarships will be offered at six universities over a period of three years: - Makerere University (Uganda) - Muhimbili University (Tanzania) - Moi University (Kenya) - University of Nairobi (Kenya) - National University of Rwanda - Jimma University College of Medicine and Public Health (Ethiopia) The universities are part of the Health Alliance, an alliance of public health schools that fosters long-term partnerships within public health schools in the region. The CTCA and Makerere University will manage the scholarship program and share the knowledge that the students' projects generate. The overall goal of this project is to provide African governments with locally produced evidence that informs tobacco control policy and legislation.
