Die Zentralafrikanische Wirtsc...hafts- und Währungsunion CEMAC strebt gemäß ihrer HIV/AIDS-Strategie an, mittels grenzüberschreitender Präventionsmaßnahmen die Infektionsdynamik zu bremsen. Die deutsche EZ hat diese Strategie seit 2005 im Rahmen eines grenzübergreifenden Social Marketing Vorhabens in zwei vorhergehenden Phasen unterstützt. In der nun anstehenden dritten Phase ist ein Finanzierungsvolumen von EUR 30 Mio. vorgesehen, davon EUR 25 Mio. aus FZ-Mitteln. Ziel des Vorhabens ist die Verbreitung von HIV in der Region einzudämmen und die Stigmatisierung und Diskriminierung HIV-positiver Personen zu verringern. Das Vorhaben soll durch Aufklärungs- und Werbemaßnahmen sowie verbesserte Verfügbarkeit von qualitativ hochwertigen und preiswerten Kondomen dazu beitragen, die HIV-Infektionsrate, die Übertragung von anderen sexuell übertragbaren Krankheiten sowie die Zahl ungewünschter Schwangerschaften in der CEMAC-Region im Rahmen eines Social Marketing-Ansatzes zu verringern und somit einen Beitrag zur Verbesserung der Sexuellen und Reproduktiven Gesundheit und Rechte leisten. Zielgruppe ist die sexuell aktive und v.a. von Armut betroffene Bevölkerung, insbesondere junge Menschen und Gruppen mit erhöhtem HIV-Übertragungsrisiko. Sorgfältig an das sozio-kulturell-religiöse Umfeld angepasste Kommunikationsmaßnahmen sollen präventives Verhalten und Kenntnisse über Infektionsrisiken, Infektionswege und Präventionsmöglichkeiten fördern und Stigmatisierung und Diskriminierung von HIV und AIDS betroffener Menschen reduzieren helfen. Durch die doppelte Funktionalität von Kondomen (HIV-Prävention & Verhütung) soll darüber hinaus die ungedeckte Nachfrage nach Familienplanungsprodukten bedient werden. Das Vorhaben soll den bestehenden Regionalansatz in einer dritten Phase in den Ländern Kamerun, Tschad, ZAR und Republik Kongo fortführen. Eine Ausdehnung des Projekts auf die CEMAC-Mitgliedsländer Gabun und Äquatorialguinea ist nicht vorgesehen. Der erforderliche FZ-Beitrag liegt bei EUR 25 Mio., wobei EUR 15 Mio. im Rahmen einer Vorratsprüfung aus künftigen Zusagen kommen sollen.

Funded by KfW, the German Deve...lopment Bank, the pilot project, Healthy Life, subsidised the cost of treating sexually transmitted infections. The scheme expanded in 2008, when KfW and the World Bank’s Global Partnership on Output-Based Aid gave it US$6.2 million to subsidize safe deliveries as well.
The program in south-western Uganda was very successful, helping with nearly 66,000 deliveries, 130% of its initial target. Uganda’s Ministry of Health then expanded it to other districts through its Reproductive Health Voucher Project, which was funded with US$13.3 million from the Swedish International Development Agency (SIDA) through the Global Partnership on Output Based Aid (GPOBA).
