The Australian Volunteers for ...International Development (AVID) program was launched by the Australian Government in May 2011. It was aimed at bringing together four separate and unaligned volunteer programs under a single Australian Government banner with unified program goal and objectives. The goal of the program is to contribute to sustainable economic growth and poverty reduction and advance Australia's reputation and relationships in partner countries. AVID programme makes a considerable contribution to the achievement of the Government's public diplomacy objectives. Volunteers promote a positive perception of Australia in the region, and promote a positive perception of the aid program domestically. AVID also contributes to development outcomes and links the Australian community with people and organisations in developing countries. The AVID programme seeks to: build understanding of Australia's international role and commitment to integration with the Indo-Pacific region; increase the number of volunteers working to improve the economic livelihoods of people in developing countries; and develop volunteer assignments in priority areas of governance, health, social infrastructure and services and education. Funding under this initiative assists Scope Global's ongoing costs for implementation of the AVID program including volunteer allowance, recruitment, travel, insurance, management and other associated administrative costs. The total value of this investment is $147.8 million over 7 years, starting 2011-12.

The Health Capacity Developmen...t and Service Delivery initiative is a jointly agreed strategy between Australia and Papua New Guinea (PNG) to deliver better health (including HIV and AIDS ) and education outcomes by: investing more at the sub-national level where service delivery responsibility is concentrated, and engage more directly with lower levels of government, NGOs, churches and the private sector; working less through advisers and more through financing of services and delivery of infrastructure and essential drugs, including strengthening PNG systems to deliver these services; and promoting greater coherence across our entire program by ensuring our sector programs are working towards common outcomes and by measuring and reporting on these for the program as a whole. Expected outcomes from this initiative include: increased percentage of one year old children nationally vaccinated with 3 doses of pentavalent vaccine from 51 per cent in 2010 to 80 per cent and measles vaccinations from 50 per cent in 2010 to 80 per by 2015; increase the percentage of deliveries supervised by a trained nurse, midwife or doctor from 40 per cent in 2010 to 44 per cent in 2015; increase the percentage of HIV positive pregnant women who receive antiretroviral drugs to prevent transmission from 3.4 per cent in 2008 to 80 per cent by 2015; increase condom use by males and females at high risk from 40 per cent to 60 per cent; and increase the availability of essential medical supplies. The total value of this initiative is $235.0 million over four years, starting 2011-12.

Interim sub-sector objectives for HSCDP 2011-2015:
Purpose:
> To strengthen key partner performance, functions and systems, and incentives within PNG’s health
system to better deliver rural services (with a particular focus on five provinces);
Organisational capacity development objectives:
> Priority provinces and PHAs with demonstrated capacity to manage, deliver (including to
outsource) and monitor a minimum package of health services;
> NDoH with demonstrated capacity to perform core enabling functions (including sector
coordination);
> Health worker training institutions with demonstrated capacity to perform core enabling functions
(including sector coordination);
> Non-state actors (particularly the churches) with demonstrated capacity to deliver a minimum
package of health services;
Health systems, functions and incentive objectives:
> Financing: integrated and bottom-up approaches to all sources of health financing; increased direct
facility financing in priority provinces;
> Medical supplies: strengthened NDoH capacity to transparently procure internationally quality
assured medical supplies and manage outsourced supply chain; increased capacity of priority
provinces to budget for drug distribution and manage pull system;
> Human resources: increased quality and capacity of pre-service training institutions to meet
demand; comprehensive approaches to in-service training, supportive supervision and
accountability in priority provinces;
> Infrastructure: increased capacity of priority provinces to fund and implement maintenance of
health facilities and staff housing; rehabilitation of health infrastructure in Western Province;
> Public health: increased capacity of NDoH to manage disease outbreaks quickly and effectively; and
strengthened approaches to water supply, sanitation and hygiene (WASH) and tuberculosis in
Western province;
Cross-cutting capacity development objectives:
> Increased number of public-private partnerships in priority provinces;
> Gender equality approaches reflected in district-level service delivery planning, strategies,
implementation and reporting;
> Increased analytical and operational research evidence-base, and use of monitoring and evaluation

KOMPAK (Governance for Growth)... is an adaptive facility designed to support the Government of Indonesia (GoI) in improving basic services and widening economic opportunities for poor and vulnerable Indonesians. KOMPAK's remit is to assist the GoI deliver on its commitment to improve a basic package of 'frontline' services' with specific focus on health, nutrition, education, and legal identity. Working at both the national and sub-national levels, KOMPAK consolidates and builds investments in community empowerment, service delivery, governance, and civil society strengthening. KOMPAK works at the national level and in 26 districts across seven provinces, mostly in the Eastern part of Indonesia (Aceh, Central Java, East Java, West Nusa Tenggara, South Sulawesi, Papua and Papua Barat). One additional province, East Nusa Tenggara, is currently being explored as a future pilot. The Facility was established in 2015 and was conceived as providing support to GoI until 2022, subject to DFAT's decision following the Independent Progress Review (IPR) undertaken in November 2017. The total value of this investment is $178.7 million over 8 years, starting January 2015.

The Direct Aid Program (DAP) i...s a small-grants scheme administered by the Department of Foreign Affairs & Trade (DFAT) through Australia's diplomatic posts in developing countries. DAP's objective is to advance developmental outcomes in ODA-eligible countries with projects primarily focussed on practical and tangible results. In 2017-18 Australia supported over 800 DAP projects in around 110 countries. DAP supports local community efforts towards poverty reduction and engages a wide range of partners including non-government organisations, community groups, schools, health facilities and local governments. Projects helped people with disabilities, provided small-scale infrastructure, encouraged community income generation and improved people's health. The total value of this multi-country initiative is $22 million expensed over the 2017-18 financial year.

The Health Capacity Developmen...t and Service Delivery initiative is a jointly agreed strategy between Australia and Papua New Guinea (PNG) to deliver better health outcomes through the provision and management of grants, recruitment and placement of technical assistance, and sourcing and delivery of procurement and logistics.Key Outcomes (i) improved prevention, detection and response to emerging and existing high burden communicable diseases and health security threats (ii) improved utilisation of government finance and improved health worker recruitment and retention so that rural primary health care centres are delivering primary health care and (iii) provision of improved quality client centred, integrated HIV, reproductive health, voluntary family planning services. Interim sub-sector objectives for HSCDP 2011-2015:
Purpose:
> To strengthen key partner performance, functions and systems, and incentives within PNG’s health
system to better deliver rural services (with a particular focus on five provinces);
Organisational capacity development objectives:
> Priority provinces and PHAs with demonstrated capacity to manage, deliver (including to
outsource) and monitor a minimum package of health services;
> NDoH with demonstrated capacity to perform core enabling functions (including sector
coordination);
> Health worker training institutions with demonstrated capacity to perform core enabling functions
(including sector coordination);
> Non-state actors (particularly the churches) with demonstrated capacity to deliver a minimum
package of health services;
Health systems, functions and incentive objectives:
> Financing: integrated and bottom-up approaches to all sources of health financing; increased direct
facility financing in priority provinces;
> Medical supplies: strengthened NDoH capacity to transparently procure internationally quality
assured medical supplies and manage outsourced supply chain; increased capacity of priority
provinces to budget for drug distribution and manage pull system;
> Human resources: increased quality and capacity of pre-service training institutions to meet
demand; comprehensive approaches to in-service training, supportive supervision and
accountability in priority provinces;
> Infrastructure: increased capacity of priority provinces to fund and implement maintenance of
health facilities and staff housing; rehabilitation of health infrastructure in Western Province;
> Public health: increased capacity of NDoH to manage disease outbreaks quickly and effectively; and
strengthened approaches to water supply, sanitation and hygiene (WASH) and tuberculosis in
Western province;
Cross-cutting capacity development objectives:
> Increased number of public-private partnerships in priority provinces;
> Gender equality approaches reflected in district-level service delivery planning, strategies,
implementation and reporting;
> Increased analytical and operational research evidence-base, and use of monitoring and evaluation
(M&E), to inform strategies, implementation and promote accountability.

Background: MSF -OCB a stimul...é avec succès le lancement des soins du VIH à Maputo (Mavalane) et dans la province de Tete depuis2001. Au départ, les patients étaient traités dans des hôpitaux de jour centraux, mais, depuis 2007, les traitementssont décentralisés dans des centres médicaux de la province.Depuis 2002, MSF soutient les autorités sanitaires à Tete dans la mise en oeuvre et l'élargissement des soins et dutraitement du VIH. L'approvisionnement en ARV a commencé en mai 2003 à l'hôpital provincial de Tete et a étédécentralisé dans des centres de santé périphériques sélectionnés en 2006.En 2008, en collaboration avec des patients et les autorités locales de la santé, MSF -OCB a lancé un modèle pilote dedistribution d'ARV et de suivi du respect du traitement par des groupes communautaires, en complément à laméthode conventionnelle de distribution des ARV dans les cliniques et hôpitaux. Ce modèle a initialement été proposélors de discussions entre des conseillers et des patients sous TARV comme moyen d'améliorer le respect du traitementtout en offrant davantage de responsabilités aux patients pour certains aspects de la prestation de service. Ce modèlepermet aux patients de devenir acteurs de leurs soins à vie, ce qui réduit les obstacles liés aux soins. Ce modèleimplique un réseau de patients sous TARV, le groupe communautaire d'adhérence au traitement (CAG), qui prend encharge la distribution des ARV, le contrôle du respect du traitement et la surveillance.Fin 2010, MSF -OCB a délégué au ministère mozambicain de la santé (MS) les activités de soutien clinique classique descentres de santé de la ville de Tete et du district de Moatize.En janvier 2011, le projet CAG a été lancé pour une durée de trois ans et, en avril 2011, un atelier national a étéorganisé à Tete au sujet du déploiement de la stratégie CAG au niveau national.En avril 2011, un outil de laboratoire innovant pour le diagnostic de la TB et de la TB -MR, le GeneXpert (GE), a étéinstallé dans le centre de santé de Moatize. La même année, MSF a commencé à travailler avec les professionnels dusexe (PS).En 2013, l'objectif principal du projet reste l'autonomisation des patients et nous avons lancé des activités pilotes desoutien communautaire et d'autogestion pour des groupes comme les femmes enceintes, les patients pré -TARV et lespatients souffrant de la TB. - General objective: Pour ce programme, nous avons donc choisi pour thème global l'optimalisation du traitement du VIH/TB et desmaladies chroniques non transmissibles, et la conception de modèles de soins intégrés pour les maladieschroniques au niveau communautaire, du patient et des centres de santé. Background: afrique du Sud : ...MSF est intervenue en Afrique du Sud dans les années 1980 afin de venir en aide aux réfugiés du Mozambique. Elle yest restée jusqu'en 1993. En 1999, l'organisation est retournée sur le terrain pour répondre à la flambée del'épidémie de VIH/sida. La mission, coordonnée à partir du Cap, couvre à la fois l'Afrique du Sud et le Lesotho. Projetsrécent de la mission :· Le projet TB/VIH à Khayelitsha, précédemment soutenu par la DGD, inclue au total plus de 15 000 personnesactuellement en vie et sous traitement antirétroviral (TARV). Ce projet comporte un volet axé sur les soins et letraitement de la TB résistante, de plus en plus important.· Un projet axé sur la santé des migrants, à Musina, propose des services mobiles axés sur la TB/VIH dans lesexploitations agricoles, des services de soins de santé aux immigrés/réfugiés venant d'arriver du Zimbabwe ainsique des services de soins intégrés pour les victimes de violences sexuelles et à caractère sexiste (VSS).· Un projet mis en oeuvre au Lesotho montrera que l'intégration des services VIH/TB et des services de santé mèreenfantet de santé reproductive, l'amélioration des soins VIH, notamment dans le cadre de la PTME, et desaméliorations minimes au niveau des services de santé mère -enfant et de santé reproductive peuvent permettrede diminuer rapidement et considérablement la mortalité maternelle et infantile et que ces initiatives peuventêtre reproduites.· Un projet axé sur la santé des migrants dans le centre défavorisé de Johannesburg vise à améliorer l'accès auxservices publics de santé des migrants vulnérables qui vivent dans des immeubles abandonnés du centre -ville.· Le projet de « réduction de l'incidence du VIH », dans le KwaZulu -Natal, s'emploiera à démontrer qu'il est possiblede diminuer sur le long terme l'incidence de la TB et du VIH en améliorant considérablement l'accès au traitementcontre la TB et l'offre de TARV. Ce projet a démarré en 2011.MSF a également mis en oeuvre un programme VIH/sida au Lesotho, qui s'est terminé à la mi -2010 (passation) et àLusikisiki, dans la province du Cap oriental, en Afrique du Sud, projet confié à la fin 2006 au Département provincial dela santé.Les trois projets de Khayelitsha, de Lusikisiki et du Lesotho ont fait office de sites pilotes de démonstration, l'objectifétant d'amener le gouvernement sud -africain et du Lesotho, ainsi que la communauté internationale, à assurer destraitements ARV dans des contextes pauvres en ressources.Le projet du KZN devrait aussi devenir un site pilote permettant à MSF de démontrer la faisabilité d'une séried'interventions visant à diminuer les nouvelles infections au VIH et à la TB et d'influencer les politiques sud -africaineset régionales en vue du contrôle de l'épidémie de VIH et de sida. Background: The concrete obj...ective of this Partnership Agreement shall be to support the actions of UNAIDS which are aimed at reinforcing the multi -sectoral and integrated response to the HIV epidemic, especially in the following 8 selected countries of the Southern African Development Community (SADC): Botswana, Lesotho, Malawi, Mozambique, Namibia, South Africa, Swaziland and Zimbabwe. In this way Flanders acknowledges UNAIDS as a strategic partner in achieving the relevant specific target within Millennium Development Goal 6 to have halted by 2015 and begun to reverse the spread of HIV/AIDS. Flanders thus endorses the general strategy adopted by UNAIDS, which is to assist partner countries in moving towards universal access to HIV prevention, treatment, care and support. However, at the same time it would like its resources to be used specifically for implementing this strategy in the aforementioned 8 partner countries. More generally speaking, UNAIDS and the Flemish Government want to conclude this new agreement to reconfirm the relevance of structural cooperation between them. In addition, the Flemish Government wishes to reaffirm the lasting, objective need for the existence of UNAIDS as a special UN Programme for global, regional and national (1) coordination, (2) leadership, (3) policy impact and (4) the collection and channelling of strategic information in the fight against HIV/AIDS. - General objective: Uitgaande van hun respectieve institutionele kracht, zullen het UNAIDS -Secretariaat en de Vlaamse Regering: er alles aan blijven doen om antwoorden op HIV en AIDS die een brede basis hebben en multisectoraal van aard zijn met een bijzondere geografische focus op de 8 geselecteerde landen binnen de SADC -regio te mobiliseren en te ondersteunen om zo fundamenteel bij te dragen tot het mondiaal stoppen en beginnen terugdringen van de verspreiding van HIV/AIDS tegen 2015 in lijn met de zesde Millenniumdoelstelling; de samenwerking bestendigen op het niveau van de hoofdzetel/hoofdstad, de regio maar voornamelijk de 8 geselecteerde landen; streven naar verhoogd eigenaarschap bij de landen, harmonisering, afstemming, beheer voor resultaten en wederzijdse verantwoording, zoals weergegeven binnen de Verklaring van Parijs aangaande Effectiviteit van Ontwikkelingshulp, de Accra Agenda voor Actie en gerelateerde globale HIV/AIDS -initiatieven; samen met hun partners hun werk op de relevante aanbevelingen van de Tweede Onafhankelijke Evaluatie van UNAIDS afstemmen; de hervormingsagenda van de VN met een focus op het beheer voor resultaten op globaal, regionaal niveau, de aanbevelingen van het Global Task Team en de gezamenlijke implementatie van het VN -programma (One UN) op nationaal niveau ondersteunen er via met de overige donoren gedeelde systemen van stelselmatige monitoring en evaluatie (M&E) op toezien dat de werking van UNAIDS tastbare resultaten oplevert in overeenstemming met de overeengekomen doelstellingen en indicatoren;

Background: En réponse à la... situation nutritionnelle alarmante dans la région, MSF a ouvert la mission au Zimbabwe en février2003 en mettant sur pied un centre nutritionnel thérapeutique au Murambinda Mission Hospital, dans le district deBuhera.Comme il est apparu clairement que la plupart des enfants souffrant de malnutrition souffraient de pathologies sousjacentesliées au VIH/sida, nous avons décidé d'ouvrir une clinique spécialisée dans les infections opportunistes (IO) –ainsi que dans l'instauration du TARV – en mars 2004.Au cours des deux premières années, le nombre de nouveaux patients mis sous traitement ARV dans la clinique pourla prise en charge des Infections Opportunistes est resté faible, commençant à augmenter à partir de la 3e année. En2006, MSF a pris la décision de décentraliser les soins ARV vers les cliniques du district.Jusqu'en 2008, un réseau de 2 équipes mobiles géré par MSF a pu répondre aux besoins. En 2009, quatre équipesmobiles de sept personnes chacune couvraient 22 sites, qui bénéficiaient de visites hebdomadaires. Lorsqu'elle a puatteindre l'objectif de couverture universelle, en 2010 (pour des seuils d'instauration du traitement fixés à CD4 =350cellules/mm³), MSF a décidé d'intégrer ces services de soins dans les services du Ministère de la Santé. À cette fin, ellea formé le personnel dans les cliniques, en utilisant une approche de mentorat mobile. L'intégration des services desoins a été achevée à la mi -2013, et le personnel du MS prend à présent en charge une cohorte de plus de 15 000patients sous traitement de 1ère intention. MSF se concentre sur les patients en traitement de 2e intention et lesgroupes spéciaux comme les enfants, les adolescents et les hommes.À la mi -2010, MSF a décidé d'étendre son soutien à 2 districts voisins (Gutu et Chikomba) qui avaient signalé unefaible couverture par ARV. En effet, à la mi -2010, le district de Gutu – dont la population et le taux de prévalence sontcomparables à ceux du district de Buhera – ne recensait que 1 800 patients sous ARV et intégrés dans le parcours desoins, alors que le district de Buhera en comptait 10 fois plus. Au début 2011, MSF a donc lancé son projet à Gutu, enmettant en oeuvre une approche de mentorat mobile et en optant d'emblée pour l'intégration des soins dans lesservices du MS. En deux ans, MSF a réussi à améliorer l'accès des patients en décentralisant les soins vers 23structures (11 sites d'instauration du traitement et 6 sites pour le suivi) faisant ainsi passer la couverture TARV de 10 -15 % en 2010 à 44 % à la fin 2012. Depuis la fin 2011, MSF soutient également le district de Chikomba.En novembre 2008, MSF -OCB est intervenue en réponse à ce qui allait devenir la plus grave épidémie de choléra quele Zimbabwe ait connue. Elle a traité environ 11 250 patients dans les provinces de Manicaland et Masvingo, limitantle taux de mortalité à 1,3 %. Background: 2007 MSF a contin...ué les activités de prise en charge VIH, commencées en 2003, au CTA Matam et à l'hôpital Préfectoral de Guéckédou, y compris la TB 2008 Début d'expérimentation de la décentralisation de la prise en charge VIH dans les centres appuyés auparavant par AEDES 2009 Limitation d'accès à la cohorte suite à la congestion par le nombre important des patients. Les critères d'inclusion ont été mis en place, par exemple femme enceinte testée VIH positif. 2010 Activités VIH/TB à Matam et début de réflexion sur la passation du Projet de Guéckédou au Ministère de la santé. 2011 Début effectif du processus de passation à Guéckédou, renforcement de la décentralisation par l'extension des activités à 2 nouveaux établissements de soins (Flamboyant et Gbéssia Port), introduction de la PTME et la prise en charge pédiatrique, activités de plaidoyer 2012 Passation des activités VIH de Guéckédou, Table ronde à Conakry pour le changement de la stratégie opérationnelle pour les 5 prochaines années, ayant abouti à la décision d'intégration de la prise en charge VIH dans les structures appuyées, élargissement de la décentralisation à d'autres centres et planification pour un transfert graduel des responsabilités au Gouvernement MSF -OCB redéfinit tous les 3 ans ses priorités opérationnelles; le résultat de ce processus est appelé Prospects. En 2010, la vision opérationnelle a été définie pour 2011 à 2013. Un nouveau document est en cours d'élaboration pour la période de 2014 -2016. MSF subdivise ses projets en 2 catégories : les projets par défaut qui répondent à une rupture de l'équilibre sanitaire et/ou humanitaire d'une population, comme par exemple les urgences ou les conflits, et les projets par choix, qui répondent à un dysfonctionnement sanitaire et/ou humanitaire inacceptable. · Vision opérationnelle pour 2011 – 2013 Au cours de la période 2011 -2013, les projets par défaut constituaient une priorité pour MSF -OCB ; en 2012, 45 % des dépenses opérationnelles étaient allouées à ce type de projet. Parmi ces projets par défaut, la réponse aux urgences restait une priorité, et en 2011, elles atteignaient 20 % des activités, puis 24 % en 2013. MSF -OCB avait confirmé en 2010 que les projets VIH/SIDA devaient rester au coeur de ses préoccupations. En conséquence, 15 à 20 % des ressources sont actuellement dédiées à cette thématique, avec un niveau comparable pour les trois prochaines années. Dans les projets OCB, environ 123 000 patients sont actuellement sous traitement antirétroviral, dont 1 463 patients sous traitement de deuxième intention et 2 500 enfants de moins de 15 ans. Les nouvelles priorités choisies pour la période 2011 -2013 étaient principalement la chirurgie (y compris la traumatologie), le renfort des services de référence et les interventions d'urgence. Les activités pour lesquelles MSF voulait maintenir une priorité similaire étaient le VIH/sida, la TB, la nutrition, la santé maternelle et les violences sexuelles. - General
