vulnerabilities in the Great Lakes Region, more refugee influxes and protracted refugee situations are anticipated in the foreseeable future. The unprecedented mass influx of refugees into Uganda in 2016-2018 has put enormous pressure on
the country’s basic service provision, in particular health and education services. Refugees share all social services with the local host communities. The refugee hosting districts are among the least developed districts in the country, and thus the additional refugee population is putting a high strain on already limited resources.

In Kenya, 12.7 percent of sick Kenyans do not seek health care when they are ill with high cost of services being one of the major barriers that accounted for upto 21 percent of those who did not seek care in 2013. Further, 2.6 million Kenyans (6.2 percent) of households were at risk of impoverishme...nt as a consequence of expenditure on health care depleting household savings and were at a risk of falling into poverty (Republic of Kenya 2015b).

The floods caused by the Tropical Cyclone IDAI has affected 3 million people in the Republics of Malawi, Mozambique and Zimbabwe leaving 839 people dead, and this figure continued to rise as the rains stopped and water subsided. To date, over 201,476 people (Table 1) have been displaced and about 31...7 camps established. A total of 2,347 people have been reported injured and over 300 people are still missing in the affected countries.
