In January 2021, the World Health Organization (WHO) published a new road map to address the burden of disease and death imposed by neglected tropical diseases (NTDs). The end of the first year of the 2021-2030 NTD road map is an opportunity to take stock of where we stand and how we plan to move fo...rward.
Considerable progress has been made since 2012 when the first road map was adopted. As of 6 June 2022, forty-six countries have eliminated at least one NTD, while 600 million people no longer require treatment because they are no longer exposed to risks associated with the pathogens that previously harmed them. In some cases, diseases that have plagued humanity for centuries, such as sleeping sickness and Guinea worm disease, are at an all-time low. Less tangible, but also important, there has been significant progress in the way NTDs are viewed. Additionally, the disruptive impact of the COVID-19 pandemic on NTD programmes is evident.
This brochure is the first in a series of advocacy briefs for the new NTD road map presenting highlights of success and challenges towards attaining the 2030 goals.

A set of recommendations to support all agencies are documented in the Conference Report. In addition, WHO’s Director-General hosted a social engagement segment on the evening of Day 1 to further underscore the centrality of a victim and survivor-centred approach, to celebrate progress however small, and to reaffirm commitment and renew energy for the journey ahead. Prompt, effective antimalarial treatment, and supportive care can substantially reduce the rate of mortality from severe malaria. However, many children in malaria-endemic countries do not have access to health facilities or a qualified health care provider and do not receive the necessary care in a... timely fashion. Without rapid detection of danger signs and access to effective treatment, including pre-referral treatment that can be administered in the community level, many of these children with severe malaria die.
In situations where there is no immediate access to a health care facility, WHO recommends the administration of a standard dose of an effective antimalarial medicine as pre-referral treatment before referral to a facility at which complete treatment can be administered.
Rectal artesunate is the WHO-recommended pre-referral intervention in situations where artesunate injection are not feasible for children under the age of 6 years with suspected severe malaria. The intervention reduces the risk of death or permanent disability by up to 50% provided the child is referred to a health facility at which complete treatment can be administered.
This field guide is aimed at supporting the effective deployment of RAS as pre-referral treatment of suspected severe malaria in line with the WHO malaria guidelines.

Such behaviours are directly in opposition to WHO’s values and our abiding responsibility to do no harm. WHO uses the umbrella term “sexual mi...sconduct” to encompass the full spectrum of prohibited and unwanted behaviour of a sexual nature (including rape and sexual assault) as described in WHO’s 2023 Policy for preventing and addressing sexual misconduct (1). This is because all such acts are prohibited – whether perpetrated by WHO’s own personnel or by implementing partners – and therefore constitute misconduct. The term sexual misconduct is also easier to communicate and translate, as
victims and survivors do not always understand the complicated acronyms and definitions used by the United Nations (UN) and the humanitarian sector. However, we use the terms sexual misconduct and SEAH interchangeably as required when we interact with UN and other stakeholders.
