In the event that large numbers of people are affected(such as was the case in 2008 following cyclone Nargis), the gov...ernment may decide to request international assistance to respond to the disaster.
The overall goal of the ERPP is to mitigate the impact of disasters and save as many lives as possible from preventable causes. It aims to ensure that effective and timely assistance is provided to people in need through effective coordination and communication on emergency preparedness and humanitarian response between members of the HCTin Myanmar. The approach has been developed in collaboration with the Government, to facilitate a coordinated and effective support to people affected by humanitarian crises.

This paper aims to contribute to the reflection on effective practices to address protracted displacement, in support of the GP20 Plan of Action roll-out. It expands on the research conducted by Walter Kälin and Hannah Entwisle Chapuisat for the 2017 OCHA-commissioned study Breaking the Impasse: Re...ducing Protracted Internal Displacement as a Collective Outcome.1 That study provided a comprehensive picture of the impact of protracted internal displacement, as well as five country case studies in contexts of conflict and disasters.It also offered a road map for addressing such displacement through seven steps, including conducting joint analysis and defining collective outcomes.

Now entering its ninth year, the crisis in north-east Nigeria has created vulnerabilities and humanitarian concerns. An estimated 7.7 million men, women, boys and girls are in acute need of protection and assistance. While the humanitarian community has provided life-saving assistance to over 5.6 mi...llion affected people in 2017 and helped stabilise living conditions for millions of people, reducing mortality and morbidity, significant humanitarian needs still remain.

The domestic regulation of public health emergencies (PHEs) is inextricably linked to the regulation of other types of disaster. PHEs are usually governed at least partly by general disaster and emergency laws. Moreover, there is significant overlap in the legal mechanisms used to respond to PHEs an...d other types of disaster, including the declaration of a state of disaster or emergency and the use of emergency powers. Even where PHEs are regulated by separate instruments, those instruments must surmount many of the same policy and practical challenges as general disaster laws, such as finely balancing competing considerations (e.g. speedy response versus due process), facilitating the coordination of a multitude of actors, and protecting the most vulnerable within society. Finally, many contemporary developments in disaster risk management (DRM), such as a greater emphasis on risk reduction and preparedness, are just as pertinent to PHEs as to other types of disaster.

The discourse on climate change and migration has shifted from labelling migration merely as a consequence of climate impacts, to describing it as a form of human adaptation. This article explores the adaptation framing of the climate change and migration nexus and highlights its shortcomings and ad...vantages. While for some groups, under certain circumstances migration can be an effective form of adaptation, for others it leads to increased vulnerabilities and a poverty spiral, reducing their adaptive apacities. Non-economic losses connected to a change of place further challenge the notion of successful adaptation. Even when migration improves the situation of a household, it may conceal the lack of action on climate change adaptation from national governments or the international community. The purpose of this study was to document a technical assessment of a sample of these existing shelters on their functionality, accessibility, operation and management, community perspectives in Myanmar; identify gaps, needs and further the linkages with community-based disaster risk reduction (CDBR...R) activities. The study also aims at a wider assessment: looking at broader recovery in terms of shelter and livelihood aspects with clear linkages and strategic direction for future cyclone shelter support activities.
