Human rights must be at the centre of all prevention, preparedness, containment and treatment efforts from the start, in order to best protect public health and support the groups and people who are most at risk. States have an obligation to protect and guarantee everyone the right to the highest at...tainable standard of health.
All European states have committed to fulfilling the right to health and have signed international and regional human rights treaties to that purpose. In the context of the current pandemic, authorities should engage all available resources to counter the pandemic while fulfilling the right to health.

A new respiratory infectious disease, COVID-19, caused by a new coronavirus called SARS-CoV-2, emerged in early December 2019. Since then, the virus has spread to India and 106 other countries in Asia, Europe, North America, Africa, and Oceania. On March 11, the World Health Organization (WHO) decl...ared the outbreak a pandemic, which has since rapidly evolved. As an economic hub with substantial global connectivity and movement of people and goods, India is directly impacted by the COVID-19 pandemic. Although it is too early to gauge the full spectrum of the outbreak’s social and economic impacts, COVID-19 has already caused lockdowns in China, Korea, and in many countries in Europe, and in some states of India, suspension of schools and universities, disruption of food systems and other supply chains, as well as a slowdown in trade between India and rest of the world.

According to the United Nations, Yemen has been the "Worst humanitarian crisis in the world," for the past two years. Despite the Hudaydah Agreement signed in December 2018, the fighting continued in many areas of the country, such as Hajjah in the north, Al Dhale' e in the south and Hudaydah along ...the west coast. Within a year, another 400,000 Yemenis were forced to flee their homes, eventually adding up to one-eighth of the entire Yemeni population who had become displaced at least once, over the last five years.
In 2019, unprecedented heavy rain and flooding from May onwards caused catastrophic damage to homes and the families’ livelihoods, adding to their misery. Thousands of families who had already lost their home due to the fighting had yet again, their temporary shelters, beddings and essential kitchen supplies, destroyed.

In 2020, UNRWA will continue to support Palestine refugees affected by the protracted crisis through providing relief assistance and ensuring access to essential education and health services. Drawing on its existing structures, supply chains and capacities, the Agency will continue to adapt its int...erventions to respond to ongoing and evolving needs in an effective and agile manner. In Syria, it is expected that the spontaneous return of Palestine refugees from within and outside the country will continue in areas that experience relative calm and where basic infrastructure is rehabilitated, as observed in Sbeineh and Khan Eshieh camps in recent years. In 2020, UNRWA will increase its efforts to rehabilitate its facilities and restore its services in areas of spontaneous return, including in Dera’a, where small scale returns have been observed in 2019.

These are positioned together at the start of the publication for ease of reference and to give a quick overview. The Government of the Republic of Zambia has placed priority on ensuring that Zambians are healthy and productive as a catalyst to the attainment of socioeconomic development . The Vision 2030 aims to transform Zambia into a prosperous middle-income country as articulated also in the 7th National De...velop-ment Plan (7NDP) and National Health Strategic Plan 2017 – 2021 (NHSP 2017-2020). However, this aspiration is threatened by the double burden of Communicable and Non-Communicable Diseas¬es. Zambia has been recording an increase in morbidity and mortality due to Non-Communicable Diseases (NCDs) such as cancers, diabetes, chronic respiratory and cardiovascular diseases. According to the 2016 WHO NCD country profiles, 29% of all deaths in Zambia are attributed to NCDs. This is unacceptably high, considering that most of these diseases can be reduced by modifying four main behavioural risk factors for NCDs which are tobacco use, harmful use of alcohol, unhealthy diets and physical inactivity.
