Timor-Leste’s vulnerability to natural hazards means if particular care is not taken in the development of the country’s infrastructure, it will remain at risk to disruption.
Timor-Leste developed the 2008 National Disaster Risk Management Policy, which lays out the government’s vison of ...its disaster management process from the national to the village level. Additionally, through the United Nations Development Program (UNDP), they have conducted national hazards, vulnerability and risk assessments. Through Plan International they have initiated the integration of disaster management education into public schools. Although the Government of Timor-Leste considers DRM as a priority and supports the dissemination of DRM policy to the district levels, the current Strategic Development Plan 2011-2030 of Timor-Leste has not explicitly reflected nor integrated DRM as one of its development priorities. Disaster Management is included in the Strategic Plan Document of MSS 2009-2012.

The CBDRR Manual is a practical ‘how-to’ guide on community-based disaster risk reduction for government and non-government agencies in Lao PDR. It is a commonly agreed document to be referred to by agencies working on CBDRR in Lao PDR. It provides guidance and support for systematic implementat...ion of CBDRR programs by explaining each of the steps as well as tools used.
The manual will also support the Government of Lao PDR (GoL) to monitor CBDRR activities, oversee progress of activities implemented by different actors and locations, provide necessary support on CBDRR technical knowledge as well as provide a reference point for replication of initiatives for local government and implementing agencies.

The purpose of this Strategy is to set out the way to meet the needs of the rural populations for improved domestic water supply services, access to and use of improved sanitation with elimination of open defecation, and improved hygiene behaviour by the Year 2030. It also addresses water, sanitatio...n and hygiene in schools up to high school level and health facilities up to township hospital level. The Strategy is supported by Investment Plans covering a financing period 2015 to 2030 in order to ensure sufficient funding for development and operation of services in accordance with the Strategy.

This includes standardizing procedures at points of entry and ensuring a sufficient monitoring and response capacity with the necessary infrastructure for surveillance and control of vectors. Les normes, rôles et relations relatifs au genre (voir l’Encadré 1) sont d’importants fac...teurs déterminant la vulnérabilité et la capacité d’adaptation aux effets du changement climatique sur la santé (voir l’Encadré 2). Les femmes et les hommes sont vulnérables face aux effets des événements climatiques extrêmes non seulement du point de vue biologique, mais aussi du fait de leurs rôles et responsabilités sociaux distincts (Easterling, 2000 ; Wisner et al., 2004) qui peuvent varier mais se retrouvent dans toutes les sociétés. Les femmes doivent souvent supporter des charges supplémentaires en cas d’événements climatiques extrêmes du fait des rôles et responsabilités qu’elles sont censées assumer en s’occupant de la famille, alors que les hommes de leur côté supporteront des charges supplémentaires du fait de leur rôle économique.
