The convening united representatives across governments, civil society organizations, programme implementers, philanthropies, multilateral organizations, bilateral funders, private companies, universities, schools and day care centres, and hospitals around the common cause of supporting parents and caregivers.

As in previous years, this report captures trends in development assistance for health (DAH) and government health expenditure (GHE). Health financing is one of IHME’s core research areas..., and the aim of the series is to provide much-needed information to global health stakeholders. Updated GHE and DAH estimates allow decision-makers to pinpoint funding gaps and investment opportunities vital to improving population health. This year, IHME made a number of improvements to the data collection and methods implemented to produce Financing Global Health estimates. Both government health expenditure and development assistance for health estimates were updated and enhanced in 2013.

The 2012 NDRMP lays out the Disaster Risk Management (DRM) architecture of the country and provides guidance for DRM intervention at all levels. However, implementation has been slow and resource challenges exist throughout the government.
The PNG government’s policy and institutional framework... for DRM still faces numerous obstacles. The main challenges in moving towards a more proactive and systematic approach to manage risks and build resilience include 1.) the limited coordination between DRM and Climate Change Adaptation agencies; 2.) the slow migration from emphasis on response to risk reduction and management; 3.) the limited institutional capacity for planning and design of risk informed investments; and 4.) the lack of available historic natural hazard data, which hinders the assessment of risks.

As the fighting in Syria winds down, international humanitarian organisations (IHOs) operating from Damascus are hopeful that the Syrian government’s interference in their work will decrease. However, the government is attempting to formalise its influence over humanitarian operat...ions.
Throughout the Syrian conflict, the government has imposed multiple administrative processes on humanitarian organisations to limit their ability to operate independently. This includes restricting the operational environment; undermining organisational independence; imposing local partners; influencing procurement procedures; and preventing direct monitoring and evaluation.
While some level of coordination with the government might be a pragmatic necessity to ensure the safety of operations in regime-controlled areas, this cooperation should not enable the government to use aid for military or political purposes. Consequently, international humanitarian organisations have an ethical dilemma in how they provide aid in these areas without undermining their principles of humanity, independence, impartiality and neutrality.

The analysis uses Demographic and Health Survey (DHS) data for 15 key indicators of maternal health: 6 for antenat...al care, 3 for delivery, 1 for postnatal care, and 5 for barriers to accessing medical care. Three main factors motivated introduction of the UNMHCP. First, Uganda, along with other lowincome countries, was unable to implement holistically the primary healthcare (PHC) concepts as set out in the Alma Ata Declaration. Second, the macro-economic restructuring carried out in the 1990s, which was an international conditionality for low-income countries to access development financing, influenced the trend towards more stringent prioritisation of health interventions as a means of rationing and targeting use of resources. Third, the government sought to achieve equity with a service package that would be universally available for all people.
