The primary audience for this guidance is persons
working directly in vector-borne disease prevention
and control, including programme managers,
researchers and field workers. A brief technical
background is provided for the benefit of persons
without expertise in vector-borne diseases; readers...
working in the field may wish to skip the background
section and begin with the discussion of ethical
issues and values in Chapter 3. The guidance cannot
offer universally applicable answers to the complex
ethical issues raised, nor can it provide a checklist of
issues that are necessarily relevant in all situations.
Rather, its goal is to help readers recognize aspects
of their work that raise significant ethical challenges
and to respond to these challenges in accordance
with internationally accepted values and norms.

Emergence of antimicrobial resistance is a result of the use, overuse and misuse of antibiotics both in humans and animals. In Ethiopia, there are indications on the misuse of antibiotics by health care providers’, unskilled practitioners, and drug consumers. These coupled with rapid spread of res...istant bacteria and inadequate surveillance contributed to the problem. Bacterial infections are the major causes of death in Ethiopia. Studies on antibacterial resistance and on bacterial infections have shown that emerging antibacterial resistance threatens the management of bacterial infections; however, the prevention and containment has received far too little attention.

A summary of the national drug situation
The UNICEF-GAIN Partnership Project
The report notes that iodine deficiency is a leading cause of preventable brain damage worldwide. Insufficient iodine during pregnancy and infancy results in neurological and psychological deficits, reducing a child’s IQ by 8 to 10 points. This translates ...into major losses in the cognitive capital of entire nations and thus their socio-economic development.
The report outlines urgent steps to reduce the risk of mental impairment to babies’ growing brains:
• Integrate salt iodization into national plans to support children’s nutrition and brain development in early childhood;
• Align salt iodization and salt reduction agendas;
• Establish surveillance systems to identify unreached populations;
• Strengthen regulatory systems to enforce existing legislation on salt iodization;
• Recognize the growing importance of fortified foods as potential sources of iodized salt.

The National Strategy for Natural Disaster, Prevention, Response and Mitigation to 2020, which outlines Vietnam’s main disaster risk management objectives and the National Target Program (NTP) form the overarching policy framework for disaster risk management and climate change adaption activities.... The CCFSC’s main mandate is to translate this strategy into action. Other decrees and laws are also complementary. The Government of Vietnam has prioritized disaster preparedness, recognizing that the most cost-effective measures to mitigate flood related disasters are often non-structural. These measures include flood mapping, river flood warning systems, television-based disaster information and warning systems, training at all government and grassroots levels on disaster preparedness, and reforestation of certain areas. Land use and development have also been addressed through government regulations.

The Indonesian government has reformed its laws, policies, and institutions to better manage disaster risk since the significant 2004 Indian Ocean Tsunami. The Government of Indonesia now has contingency plans for every disaster-prone city which identifies its vulnerabilities, outlines the relief re...sponse, and builds overall preparedness. In 2007, the government introduced a disaster management bill that incorporated disaster management prevention into disaster management response. In 2008, Indonesia created the National Disaster Management Agency (Badan Nasional Penanggulangan Bencana, BNPB). The new shift led to the strengthening of the country’s disaster management agency, and the addition of district branches and representatives. Despite the progress made, more work is needed at the local level as well as integration of disaster risk reduction in government departments.11 Under Indonesia’s 2007 Disaster Management law, provincial and district administrations are mandated to head disaster management during a crisis.

Lao People’s Democratic Republic (Lao PDR), also referred to as Laos, or Lao, is exposed to natural disasters such as flooding, typhoons, cyclones, drought, and earthquakes. The country is vulnerable to recurrent, sudden-onset and slow onset natural disasters with flooding, storms and typhoons hav...ing a large effect on the population. The country remains highly vulnerable to agricultural shocks and natural disasters.
Lao has established Community Based Disaster Risk Reduction (CBDRR) practices as a result of the many natural disasters the country faces. CBDRR is implemented at the village level to enhance community preparedness and to decrease village vulnerabilities to disasters.
Lao established the National Disaster Management Committee (NDMC) as its national disaster management platform and the National Disaster Management Office (NDMO) to be responsible for DRM (Disaster Risk Management) and DRR activities in the country.

Recently, Sri Lanka has been impacted by multiple natural disasters. Sri Lanka experienced a landslide in October 2014, and flooding in December 2014.8 Sri Lanka withstood the worst drought conditions witnessed in four decades in 2016; the extreme drought conditions extended into 2017 and produced s...ubstantial economic and social effects. This version of Field Trials of Health Interventions includes seven new chapters on conducting systematic literature reviews, trial
governance, preliminary studies and pilot testing, budgeting and accounting, intervention costing and economic analysis, and Phase IV studies. Before new interventions... are released into disease control programmes, it is essential that they are carefully evaluated in ‘field trials’. These may be complex and expensive undertakings, requiring the follow-up of hundreds, or thousands, of individuals, often for long periods. Mental disorders impose an enormous burden on society, accounting for almost one in three years lived with disability globally. •In addition to their health impact, mental disorders cause a significant economic burden due to lost economic output and the link between mental disorders and costly, po...tentially fatal conditions including cancer, cardiovascular disease, diabetes, HIV, and obesity.•80% of the people likely to experience an episode of a mental disorder in their lifetime come from low- and middle-income countries.• Two of the most common forms of mental disorders, anxiety and depression, are prevalent, disabling, and respond to a range of treatments that are safe and effective.
