Au regard de l’importance de la recherche dans la promotion de la santé des
populations, le Ministère de la Santé a créé en son sein, depuis avril 2005, la
Direction de la Recherche en Santé (DRS) dont le rôle est d’orienter, de coordonner
et d’évaluer les activités de recherche da...ns le domaine de la santé. Pour permettre à
la DRS de jouer efficacement ce rôle, le Ministère de la Santé a adopté une politique
de recherche en santé axée sur les problèmes prioritaires de santé des populations
béninoises.
La mise en oeuvre de cette politique nécessite un plan stratégique. Le présent
document répond à ce besoin. Il présente les composantes du plan stratégique
de recherche en santé au Bénin pour la période de 2010 à 2014.

Guidelines for Good Clinical Laboratory Practices (GCLP) outlines the principles and procedures to be followed by medical laboratories involved in clinical research and/or patient care so as to provide quality data which can be used for health research and patient treatment. As the use of laboratory... tests (often expensive) are increasingly becoming a part of medical diagnosis and research, generation of quality data would be a cost-effective and ethically sound strategy.

The recruitment and use of children violates their rights and causes them physical, developmental, emotional, mental, and spiritual harm. The impact on their mental and physical well-being breaches the most fundamental human rights and represents a grave threat to durable peace and sustainable deve...lopment, as cycles of violence are perpetuated. The Paris Commitments adopted in Paris in February 2007 are an expression of strengthened international resolve to prevent the recruitment of children and highlight the actions governments can and should take to protect children affected by conflict. The Paris Principles are the operational guidelines related to sustainable reintegration of children formerly associated with armed forces and groups.

The Cartagena Declaration on Refugees was adopted by the Colloquium on the International Protection of Refugees in Central America, Mexico and Panama on November 22, 1984. The declaration is a non-binding agreement but has been incorporated in refugee law in various countries. The Cartagena Declarat...ion on Refugees bases its principles on the “commitments with regards to refugees” defined in the Contadora Act on Peace and Cooperation (which are based on the 1951 UN Refugee Convention and the 1967 Protocol).
It includes a range of detailed commitments to peace, democratization, regional security and economic co-operation. It also provided for regional committees to evaluate and verify compliance with these commitments.

El desarrollo, desde 1991, de las Iniciativas Subregionales de Control de la Enfermedad de Chagas, y los avances de conocimiento en materia de diagnóstico y manejo de la infección/enfermedad de Chagas, llevan a la necesidad ética, y operativamente imperiosa, de estructurar el diagnóstico, atenci...ón y tratamiento de esta afección.
Una situación particularmente delicada, preocupante y alarmante, se constituye por la escasa einequitativa disponibilidad de los limitados recursos terapéuticos, actualmente disponibles, para el tratamiento etiológico de Chagas, en la mayor parte de los países endémicos de América.
En esta situación, se propone el desarrollo de la Consulta técnica regional OPS/MSF sobre organización y estructura de la atención médica del enfermo e infectado por Trypanosoma cruzi (enfermedad de Chagas), con los objetivos de:
- definir el alcance y estructura de la atención médica al paciente, tanto en diagnóstico, manejo como tratamiento;
- desarrollar modelos alternativos y optativos de atención, asimilables a las estructurassanitarias de los países;
- delinear la atención del chagásico, según su momento biológico-patológico evolutivo,dentro de los niveles de complejidad de la atención médica;
- establecer consideraciones sobre la atención pediátrica, materno-infantil, transfusional y mayor complejidad;
- definir las necesidades y alcances del diagnóstico de la enfermedad;
- establecer los alcances y facilidades que, dentro de los sistemas de atención, deben poseer estos pacientes;
- definir el panorama total de disponibilidad y accesibilidad de los pacientes al tratamiento etiológico de esta dolencia;
- proyectar conceptos y concepciones marco sobre el costo, impacto y efectividad del
desarrollo de este componente de morbilidad y atención en enfermedad de Chagas; y
- establecer las necesidades de investigación operativa y de gestión para avanzar en el
desarrollo de la atención médica a este grupo de pacientes.
Esta consulta, desarrollada en la ciudad de Montevideo, el 13 y 14 de octubre de 2005, pretende marcar la elaboración de una guía conceptual para comentarla y diseminarla en el año 2006, desde las cinco Iniciativas Intergubernamentales Subregionales de Control de Enfermedad de Chagas.

In 2015, the United Nations set important targets to reduce premature
cardiovascular disease (CVD) deaths by 33% by 2030. Africa disproportionately
bears the brunt of CVD burden and has one of the highest risks of dying
from non-communicable diseases (NCDs) worldwide. There is currently
an epide...miological transition on the continent, where NCDs is projected
to outpace communicable diseases within the current decade. Unchecked
increases in CVD risk factors have contributed to the growing burden of three
major CVDs—hypertension, cardiomyopathies, and atherosclerotic diseasesleading to devastating rates of stroke and heart failure. The highest age
standardized disability-adjusted life years (DALYs) due to hypertensive heart
disease (HHD) were recorded in Africa. The contributory causes of heart failure
are changing—whilst HHD and cardiomyopathies still dominate, ischemic
heart disease is rapidly becoming a significant contributor, whilst rheumatic
heart disease (RHD) has shown a gradual decline. In a continent where health
systems are traditionally geared toward addressing communicable diseases,
several gaps exist to adequately meet the growing demand imposed by CVDs.
Among these, high-quality research to inform interventions, underfunded
health systems with high out-of-pocket costs, limited accessibility and
affordability of essential medicines, CVD preventive services, and skill
shortages. Overall, the African continent progress toward a third reduction
in premature mortality come 2030 is lagging behind. More can be done in
the arena of effective policy implementation for risk factor reduction and
CVD prevention, increasing health financing and focusing on strengthening
primary health care services for prevention and treatment of CVDs, whilst
ensuring availability and affordability of quality medicines. Further, investing
in systematic country data collection and research outputs will improve the accuracy of the burden of disease data and inform policy adoption on
interventions. This review summarizes the current CVD burden, important
gaps in cardiovascular medicine in Africa, and further highlights priority
areas where efforts could be intensified in the next decade with potential
to improve the current rate of progress toward achieving a 33% reduction
in CVD mortality.

Development finance institutions owned by European governments and the World Bank Group are spending hundreds of millions of dollars on expensive for-profit hospitals in the Global South that block patients from getting care, or bankrupt them, with some even imprisoning patients who cannot afford th...eir bills. At the height of the COVID-19 pandemic, some of these same hospitals denied entry to patients suffering from the virus or sold intensive care beds at eyewatering prices to the highest bidder. These development institutions have woefully inadequate safeguards, invest via a complex web of tax-avoiding financial intermediaries, and offer little to zero evidence on the impacts their investments are having. Oxfam is calling on rich-country governments and the World Bank Group to immediately halt their spending on for-profit private healthcare, and for an urgent independent investigation to be conducted into all active and historic investments.

Administrator’s Report on Financial Status as of March 20, 2019 of the Afghanistan Reconstruction Trust Fund (ARTF): Total donor indicated and actual (paid-in) contributions for the core ARTF for FY1398 amount to US$351.94 million, of which US$240.47 million (68%) are without preference and US$111....47 million (32%) are preferenced. In addition, US$31.60 million has been intended in funding under the Ad Hoc Payments (AHP) facility. Table 1 reflects total donor indicated contributions and paid-in amounts, including AHP.
