The methodology comprises the Guidance (this document) presenting the conceptual BNA framework and related processes, and a Toolbox, whi...ch includes tools, templates, training materials, and examples drawn from its first pilot, in Borno State(Nigeria).
The BNA is conceived to go hand in hand with the Facilitator’s Guide for the Response Options Analysis and Planning (a separate document), as it is part of a broader response planning process (see The BNA within the ). It shall be carried out with other assessments on the operational environment and would not add any value if undertaken in isolation.

What at first glance appears to be simple causality – climate change leading to more and more migration – has triggered intense academic debate over the past ten years because the circumstances are complex. There is need for a thorough analysis in the ground between denying the problem and asser...ting immediate causality. In international relations, migration induced by climate change and environmental degradation is increasingly recognized as a problem, whether in the framework of international climate policy, international migration policy, development cooperation, or international crisis management. But considering the dimension of these major challenges, only small steps have been taken so far. The scope of the problem continues to be underestimated. Lack of satisfactory progress in mainstreaming disaster risk reduction within development is attributed to various factors. One of the important factor that is often not much appreciated is the inadequate comprehension of mainstreaming and the absence of clear, cogent and practical guidelines, tools... and techniques for mainstreaming DRR within development. This Guidebook helps to tackle this challenge by providing strategic and practical guidelines on how to mainstream disaster risk reduction into their policies plans and programmes across key sectors. It discusses strategic approaches towards risk resilient development in the Asia-Pacific region and demonstrates how to operationalize them using examples from various countries in the region. These guidelines can be adopted by countries according to their specific contexts, resources and capacities.
