Situation analysis
Description of the disaster
An Ebola epidemic that started in March 2014 in Guinea has relentlessly continued to claim lives and to spread to other countries in West Africa. The current Ebola outbreak is the largest in history and the first to affect multiple countries simu...ltaneously. There have been over 24 000 reported confirmed, probable, and suspected cases of EVD in Guinea, Liberia and Sierra Leone (table 1), with almost 10 000 reported deaths (outcomes for many cases are unknown). A total of 58 new confirmed cases were reported in Guinea, 0 in Liberia, and 58 in Sierra Leone in the 7 days to 8 March (4 days to 5 March for Liberia). Many experts believe that the official numbers substantially understate the size of the outbreak because of families' widespread reluctance to report cases. Because of the fluidity of movement of people between West Africa and several countries in the East African countries, especially Kenya and Ethiopia (who in turn have extensive interaction with other countries in the region in terms of human movement), the risk of an outbreak of Ebola in East Africa is as eminent as in any of the countries bordering the affected countries. The IFRC regional office intends to support National Societies to raise their Ebola preparedness and response capacity through training, technical support in planning and implementation of Ebola related activities, and coordination both within and outside the movement.more
This Interim Guidance outlines how key public health and social measures needed to reduce the risk of COVID-19 spread and the impact of the disease can be adapted for use in low capacity and humanitarian settings. The recommendations outlined here need to be adjusted to the scale of transmission, co...ntext and resources, in order to achieve the objective of managing COVID-19, namely to reduce transmission and facilitate the detection and management of infected and exposed individuals within the population. The Guidance is intended for humanitarian and development actors of all operational levels working with communities ocal authorities involved in COVID-19 preparedness and response operations in these settings, in support of national and local governments and plans. Additional considerations for support to residents of urban informal settlements and slums are available in Annex 1.more
The report offers 20 top recommendations for getting ahead of future outbreaks in Yemen and similarly complex humanitarian settings.
In 2015, Yemen was declared a Level 3 emergency by the UN, kicking into gear the highest level of humanitarian support. A massive cholera outbreak followed, leading t...o 1 million suspected cases in 2 waves from September 2016-July 2018.
“We largely know ‘what to do’ to control cholera, but context-specific practices on ‘how to do it’ in order to surmount challenges to coordination, logistics, insecurity, access and politics remain needed,” the report states.
While the response improved between the 2 waves, there were gaps. For one, Yemen’s history of cholera should have triggered a heavy focus on pre-planning for an epidemic, such as stockpiling supplies and doubling down on community-based surveillance, the report foumore

Previous crises, such as the Ebola virus disease (EVD) in West Africa in 2014, indicate the direct impact movement restrictions and disease containment efforts have on food availability, access, utilization and violence – particularly gender-based violence (GBV). The importance of maintaining and ...upscaling food security interventions for the most vulnerable populations, alongside the health sector’s efforts to avert disease spread, is therefore undeniable. The COVID-19 outbreak in South Sudan threatens to paralyze an already fragile food system and negatively impact more than 6.5 million people in South Sudan who remain vulnerable. At the same time, the core national capacities for prevention, preparedness and response for public health events is limited, and the healthcare system has been weakened by years of conflict, poor governance and low investments.more
The Joint Response Plan sets out a comprehensive programme shaped around three strategic objectives – deliver protection, provide life-saving assistance and foster social cohesion. The Plan covers all humanitarian sectors and addresses key cross-cutting issues, including protection and gender main...streaming. The Plan will also strengthen emergency preparedness and response for weather-related risks and natural disasters, with a focus on community
engagement. more
The key actions, activities, and approaches in this document are organized within each of the 5Cs (see Table 1 in the PDF) and those of the Strategic preparedness and response plan (SPRP) pillars as follows:

An external team evaluated PAHO’s response to COVID-19 to provide an independent assessment of the Pan American Sanitary Bureau’s (PASB) performance regarding preparedness for and response to the COVID-19 pandemic. The evaluations’ final report culminates with eight recommendations for actions... to future response to health emergencies. The final report of EPRC culminates with eight evidence-based recommendations of actions to strengthen future pandemic responses, while building a resilient recovery in the Region. The recommendations by the external team focus on PAHO’s governance and management, on specialized regional mechanisms, diversified funding models, and use of new technologies, among others.more
The funding requested in this supplementary appeal will enable UNHCR to enhance preventive, preparedness and response measures against EVD, participate in the regional and country inter-agency response and ensure continuity of operations, including preparations for the resumption of the voluntary re...patriation of Ivorian refugees, in the face of the Ebola crisismore
The WHO health advisory provides guidance to countries on adapting all existing preparedness and response plans and procedures for natural hazards such as cyclones, tropical storms, tornadoes, floods, earthquakes and potential outbreaks of other diseases to their existing COVID-19 strategic prepared...ness and response plans. It advises countries to sustain all established public health and social measures to prevent and control COVID-19 while simultaneously preparing for responding to and effectively manage other disaster risks and events. It highlights WHO’s call for local, national, regional and global solidarity to support countries and communities with high levels of vulnerability to natural hazards during the COVID-19 pandemic.more
Enhancing disaster preparedness for effective response.
One of the most disaster-prone countries in the world, Bangladesh each year experiences a high degree of seasonal variety, including southwest monsoon and two cyclone seasons. With its long coastline on the Bay of Bengal and with a landscape ...consisting of flat deltaic plains and sandy hills, Cox´s Bazaar is highly exposed to natural hazards and extreme weather, including cyclones, torrential rain, landslides, flash floods, storm surges and extreme temperatures.
The 2018 Cyclone Preparedness Lessons Learnt Exercise aims to capture and analyse knowledge acquired by humanitarian actors during their cyclone preparedness efforts and operations in the Rohingya refugee camps during the 2018 cyclone seasons. The purpose is to provide a reference document for planning for future cyclone seasons, support evidence-based advocacy, and identify gaps in preparedness which need to be addressed in advance of the 2019 cyclone seasons. The report focuses on lessons learnt in the refugee camps, not host communities

Vaccines are powerful weapons in the fight against pandemic viruses as shown by responses to both the 2009 H1N1 influenza and the COVID-19 pandemics. However, planning for accessing, allocating and deploying vaccines in a pandemic situation is a complex endeavour, beset with multiple challenges at a...ll levels – local, regional and global. The World Health Organization (WHO) and its partners have prepared this revised guidance document to assist countries update their national deployment and vaccination plans (NDVPs) by leveraging global learnings from past pandemic responses, including the recent COVID-19 vaccination effort. The development and testing of a NDVP would not only advance pandemic preparedness efforts but would also have benefits in terms of increasing national capabilities to manage other health emergencies which require emergency vaccination campaigns.more

CORE Group has developed a module to improve preparedness for and response of communities in countries at risk of a cholera epidemic. The module consists of four lesson plans with accompanying flipcharts, intended to be delivered through community health workers. The lessons target mothers and careg...ivers of children under age five, a group that is at particular risk of death if infected. The module shares information about symptoms and risks; what families can do to prevent infection; how, when, and where to seek care; and what actions to take in the aftermath of an outbreak.more
Planning for public health emergencies should ensure that capabilities developed during previous emergencies are maintained, incorporated, and put into practice when a new event of public health concern arises. Investments in pandemic preparedness lead to more rapid detection and a stronger response... to public health threats, thereby shielding communities from the debilitating social and economic effects of epidemics and pandemics. The Pan American Health Organization (PAHO) recognizes the efforts of countries in the Region of the Americas to develop and/or strengthen their respiratory pathogen pandemic plans. PAHO supports planning activities with tools and expertise, aligning these efforts with the Preparedness and Resilience for Emerging Threats (PRET) initiative. The PRET initiative is an innovative approach to improving disease pandemic preparedness. It recognizes that the same systems, capacities, knowledge, and tools can be leveraged and applied for groups of pathogens based on their mode of transmission (respiratory, vector-borne, foodborne etc.). The PRET initiative incorporates the latest tools and approaches for shared learning and collective action established during the COVID-19 pandemic and other recent public health emergencies.more
The Cholera Outbreak Guidelines: Preparedness, Prevention, and Control provide a practical field guide for responding to cholera outbreaks. Developed by Oxfam GB, the guidelines combine lessons from past cholera interventions and best practices for effective outbreak management. The document outline...s key strategies, including preparedness planning, rapid response to outbreaks, water and sanitation improvements, hygiene education, and coordination among stakeholders. It covers both non-endemic and endemic cholera outbreaks, offering step-by-step guidance on surveillance, intervention, and monitoring. The aim is to ensure community-based, gender-sensitive, and rapid public health responses to control cholera and minimize mortality.more
The National Integrated Comprehensive Cholera Prevention and Control Plan (2017-2022) outlines Uganda's strategy to reduce cholera cases and mortality by 50% by 2022. The plan focuses on improving access to clean water, sanitation, and hygiene (WASH), strengthening disease surveillance, enhancing ca...se management, and implementing oral cholera vaccination (OCV) in high-risk areas. It emphasizes multi-sectoral collaboration, involving government agencies, NGOs, and local communities to ensure a sustainable response. Key interventions include community engagement, improved health services, and better outbreak preparedness, aiming for long-term cholera elimination in Uganda.more
The Generic All-Hazards Risk Assessment and Planning Tool for Mass Gathering Events (“All-Hazards MG RA Tool”) aims to support Member States and mass gathering events organizers.
The tool is based on the principles of the World Health Organization’s Strategic Toolkit for Assessing Risk (STA...R) as well as lessons learned identified from the COVID-19 Risk Assessment Tool for Mass Gatherings. The purpose of the All-Hazards Mass Gatherings Risk Assessment tool is to identify hazards related to the event, assess and quantify the overall level of risk, identify and account for precautionary measures that may reduce the risk, making the event safer. The tool provides a systematic evidence-based approach to identifying and classifying priority risks; a description of the level of national preparedness and readiness to mitigate specific hazards; guidance on the implementation of a comprehensive and strategic risk assessment to inform preparedness and response plans ahead of the mass gathering; and an estimated assessment of the host country capacity to identify and respond to potential negative health impacts.more
