Une mission d’appui regroupant des experts diligentés par l’OMS Genève s’est rendue au Bénin du 17 au 24 novembre 2014 pour aider le pays dans la mise en place de son plan de prévention et de riposte à une éventuelle épidémie de maladie à virus Ebola.
Dans ce rapport la mission esti...me que la situation actuelle du pays, caractérisée par une épidémie confirmée de fièvre de Lassa et la préparation de la riposte à la maladie à virus Ebola (MVE) demande, d’une part, l’organisation d’une riposte adéquate et d’autre part, un changement de paradigme. Concrètement, en mettant en place un dispositif comme si le pays se trouvait face à son premier cas de MVE plutôt qu’une préparation en l’absence de cas.

The response to a cholera outbreak must focus on limiting mortality and reducing the spread of the disease. It should be comprehensive and multisectoral, including epidemiology, case management, water, sanitation and hygiene, logistics, community engagement and risk communication. Previous crises, such as the Ebola virus disease (EVD) in West Africa in 2014, indicate the direct impact movement restrictions and disease containment efforts have on food availability, access, utilization and violence – particularly gender-based violence (GBV). The importance of maintaining and ...upscaling food security interventions for the most vulnerable populations, alongside the health sector’s efforts to avert disease spread, is therefore undeniable. The COVID-19 outbreak in South Sudan threatens to paralyze an already fragile food system and negatively impact more than 6.5 million people in South Sudan who remain vulnerable. At the same time, the core national capacities for prevention, preparedness and response for public health events is limited, and the healthcare system has been weakened by years of conflict, poor governance and low investments.

The report demonstrates that the current system—at both national and international levels— was not adequate to protect people from COVID-19. The time it t...ook from the reporting of a cluster of cases of pneumonia of unknown origin in mid-late December 2019 to a Public Health Emergency of International Concern being declared was too long. February 2020 was also a lost month when many more countries could have taken steps to contain the spread of SARS-CoV-2 and forestall the global health, social, and economic catastrophe that continues its grip. The Panel finds that the system as it stands now is clearly unfit to prevent another novel and highly infectious pathogen, which could emerge at any time, from developing into a pandemic.

In the period 2000 to 2019, there were 7,348 major recorded disaster events claiming 1.23 million lives, affecting 4.2 billion people (many on more than one occasion) resulting in approximately US$2.97 trillion in global economic losses.
This is a sharp increase over the previous twenty years. Between 1980 and 1999, 4,212 disasters were linked to natural hazards worldwide claiming approximately 1.19 million lives and affecting 3.25 billion people resulting in approximately US$1.63 trillion in economic losses.
Much of the difference is explained by a rise in climate-related disasters including extreme weather events: from 3,656 climate-related events (1980-1999) to 6,681 climate-related disasters in the period 2000-2019.

COVID-19 has resulted in an unprecedented global crisis. As the pandemic spreads and countries around the world continue to struggle to contain its health and socio-economic consequences, UNRWA is issuing a new humanitarian appeal from August through December 2020 to address the worst impacts of the... pandemic on Palestine refugees across the Agency’s five fields of operation. Through this appeal the Agency seeks US$ 94.6 million. The funds requested in this appeal are additional to the previous UNRWA COVID-19 appeal for March to July.
