The COVID-19 pandemic is a multiplier of vulnerability, compounding threats to food insecurity, while exposing weaknesses in food and health systems. It is severely undermining the capacity of communities to cope in times of crisis and has become a stress test for political and economic stability.
The COVID-19 pandemic has brought social and economic crisis that is rapidly exacerbating an ongoing nutrition insecurity in Nigeria.
To contain the spread of the pandemic in Nigeria, the government has put in place a number of measures, one of which is the lockdown in the three states of Lagos, ...Ogun, FCT and lately Kano, which have high COVID-19 confirmed cases. Similarly, several other states have adopted measures, such as movement restriction, in order to curb the spread of the pandemic.

The Global Report on Food Crises (GRFC) 2023 highlights that the number of people experiencing high levels of acute food insecurity and requiring urgent food and livelihood assistance increased for the fourth consecutive year in 2022. Over a quarter of a billion people were estimated to face acute h...unger, with economic shocks and the Ukraine war contributing to the increase. In 2022, around 258 million people across 58 countries and territories faced acute food insecurity at crisis or worse levels (IPC/CH Phase 3-5), up from 193 million people in 53 countries and territories in 2021.

Selon les estimations faites en novembre 20151, plus de 2,4 millions de personnes sont en insécurité alimentaire (soit 17% de la population), dont 220 461 ...seront en crise pendant la période de soudure 20162. le nombre d’enfants en situation de malnutrition aiguë pourrait être de plus de 407 500 en 2016, parmi lesquels plus de 86 000 en sévère3. les chocs climatiques tels que la sécheresse et le retard de démarrage de la saison pluvieuse ont affecté le nord du pays alors que dans d’autres zones les inondations ont affecté plus de 60 000 personnes4. l’épidémie de la maladie à virus Ebola (MVE) qui a sévi aux portes du pays a montré qu’un renforcement du système de surveillance épidémiologique ainsi que le renforcement des structures de santé sont requis.

L’enquête Smart rapide de 2022 s’est tenue dans la commune de Ouahigouya dans la Province du Yatenga, région du Nord. La commune est confrontée à des attaques de groupes armés et accueille des milliers de personnes déplacées interne fuyant l’insécurité.
La méthodologie SMART rapide ...a été utilisée pour cette enquête dont la collecte s’est déroulée du 13 au 15 juin 2022. Au total, cinq (05) équipes de deux enquêteurs ont été employées pour cette collecte. Vingt-trois (23) grappes sur vingt-cinq (25) grappes prévues ont été couvertes. Deux grappes n’ont pu être enquêtées pour des raisons sécuritaires. Au total, 230 ménages et 217 enfants ont été enquêtés au cours de cette enquête.
Les données ont été collectées sur des SMARTPHONES à travers un formulaire conçu à cet effet sur la plateforme Kobotoolbox. Le serveur de bureau d’Action contre la faim de Ouahigouya a servi de plateforme d’hébergement des données. Les données collectées ont ensuite été extraite puis traiter grâce au tableau Excel avant d’être analysé avec le Logiciel ENA pour SMART (version de janvier 2020).
Les résultats sont synthétisés dans le tableau I.

Humanitarian emergencies result in a breakdown of critical health-care services and often make vulnerable communities dependent on external agencies for care. In resource-constrained settings, this may occur against a backdrop of extreme poverty, malnutrition, insecurity, low literacy and poor infra...structure. Under these circumstances, providing food, water and shelter and limiting communicable disease outbreaks become primary concerns. Where effective and safe vaccines are available to mitigate the risk of disease outbreaks, their potential deployment is a key consideration in meeting emergency health needs. Ethical considerations are crucial when deciding on vaccine deployment. Allocation of vaccines in short supply, target groups, delivery strategies, surveillance and research during acute humanitarian emergencies all involve ethical considerations that often arise from the tension between individual and common good. The protracted humanitarian situation in northeastern Nigeria, particularly in Borno, Adamawa, and Yobe (BAY) States, remains a concern due to ongoing insecurity, displacement, food insecurity, disease outbreaks, and climate-related shocks. To address these complex challenges, the health sector has ...developed a comprehensive humanitarian response strategy aligned with the three States Development plans, Durable Solutions for the Population Displacement Plan, and the Humanitarian Need Response Plan for 2025. This strategy aims to reduce morbidity and mortality among crisisaffected populations by ensuring timely, equitable, and effective delivery of lifesaving health services, while strengthen the resilience of health system and enhancing local and national capacities for sustainable health response in protracted emergency.
Supported by an in-depth analysis of the ongoing health humanitarian response using the Strengths, Weaknesses, Opportunities, and Threats (SWOT) methodology, the strategy is guided by three key objectives:
1. Provide access to lifesaving interventions and sustain an effective response to the prolonged health emergency.
2. Prevent, mitigate, and prepare for health risks from all hazards and respond to all health emergencies.
3. Advance the primary health care approach and essential health system capacities for universal health coverage.
To achieve these objectives, the strategy employs the “Five C” framework which refers to:
• Collaborative Surveillance: Enhancing collaborative efforts for effective monitoring.
• Community Protection: Implementing community-based protection measures.
• Safe and Scalable Care: Ensuring care that is both secure and scalable.
• Access to Countermeasures: Facilitating access to necessary countermeasures.
• Emergency Coordination: Coordinating emergency responses efficiently.
These proactive approaches are designed to be more anticipatory and preemptive rather than reactive, aiming to meet the needs of the crisis-affected population by providing lifesaving interventions, enhancing preventive and anticipatory actions, and ensuring the resilience of the health system. All actions are guided by International Humanitarian Standards and the Humanitarian Principles.
The implementation of the health humanitarian response strategy will involve collaboration with local authorities, non-governmental organizations (NGOs), and international organizations. The strategy emphasizes localization and resource mobilization, efficient logistics and supply chain management, mainstreaming protection, and the deployment and training of healthcare workers. Continuous monitoring and periodic evaluation will ensure the effectiveness of the response. Cross-sector collaboration with sectors such as WASH, Nutrition, Education, and Protection will be crucial to enhance the quality and reach of health interventions. Additionally, sustainability and transition approaches will ensure long-term health outcomes and benefits, bridging the gap from humanitarian to development efforts.
By adopting this comprehensive approach, the humanitarian response in northeastern Nigeria, particularly in BAY States, can be effectively guided, ultimately reducing the suffering of affected populations.

The State of the Climate in Asia 2021 report highlighted how climate change impacts are wreaking an ever-increasing human, financial and environmental toll, worsening food insecurity and poverty and holding back sustainable development.
After five consecutive below-average rains, the humanitarian crisis in the Horn of Africa is expanding and deepening.
Combined with insecurity and macroeconomic volatility, the impact of the drought on food and nutrition security has been devastating. Across Ethiopia, Kenya and Somalia, an estima...ted 22 million people are now acutely food insecure because of the drought. The malnutrition situation is also critical. Some 5.1 million children across drought-affected areas of the three countries are acutely malnourished in 2023, with dire implications for their health, growth and survival. Concerningly, the upcoming March-May 2023 rains are also forecast to be below-average. Should these rains fail, and humanitarian assistance not be delivered at scale, food insecurity will continue to deteriorate.
Regardless of how the 2023 rains perform, extremely high humanitarian needs will persist through 2023 while a full recovery from a drought of this magnitude will take years. To address the devastating drought-induced hunger and malnutrition across the region, WFP is pursuing an integrated dual track approach; meeting immediate life-saving food and nutritional needs while simultaneously building resilience to extreme climate variability.

Collectively, these risks have had and continue to have a catastrophic impact on the lives and livelihoods of South Sudanese, the majority of whom rely on agriculture, livestock, forestry and fisheries as their main source of income.

The number of people experiencing food insecurity and hunger has risen since the onset of the pandemic.
