The military offensive by the Russian Federation in Ukraine which began February 2022 has triggered one of the world’s fastest-growing displacement and humanitarian crisis, with geopolitical and economic ripples felt across the globe. The ongoing war has caused large-scale disruptions to the deliv...ery of health services and a near-collapse of the health system. But the crisis also saw an extraordinary mobilization and crisis response to a health emergency by WHO and its more than 100 partners.more

Weekly updates on the current situation in Ukraine and refugee-receiving countries, priority public health concerns and WHO’s actions to rapidly respond to the health emergency triggered by the conflict and to minimize disruptions to the delivery... of critical health services.more
The publication draws on pre-COVID data to highlight how children with disabilities face greater risks in the midst of this pandemic. It documents what has happened to services for children and adults with disabilities across the world and includes examples of what has been done to address disruptio...ns in services. It also discusses the challenges in generating disability-inclusive data during the pandemic.more
Evidenced-based multidisciplinary collaborative strategies are required to improve global mental health and avert possible catastrophic effects of the COVID-19 pandemic through the effects of economic recessions and social disruptions on already fragile populations with little or no social protectio...n. A concerted global partnership is needed to stabilise the struggling health-care systems of many low-income and middle-income countriesmore
Policy Brief November 2021 Available in English, Spanish and Portuguese
The COVID-19 pandemic has fueled the ongoing antimicrobial resistance (AMR) global crisis due to the increase in the use of antibiotics to treat COVID-19 patients, disruptions to infection prevention and control practices in o...verwhelmed health systems, and diversion of human and financial resources away from monitoring and responding to AMR threats. Moreover, AMR is likely to have caused more COVID-19 deaths, as secondary bacterial infections can worsen the outcome of severe and critical COVID-19 illness. Therefore, it is more urgent than ever to prioritize efforts towards AMR containment and support countries to improve the detection, characterization and rapid response to emerging AMR.more
The results of a WHO survey conducted to assess the impact of the COVID-19 pandemic on up to 25 essential health services in countries show disruptions of essential health services in nearly all countries, and more so in lower-income than higher-income countries. The great majority of service disrup...tions were partial, which was defined as a change of 5–50% in service provision or use.more
We find ourselves actors in one of history’s greatest dramas—a lone species with an exceptional talent for bending the natural world toward our will, spinning through space on a stunning but fragile planet. We are waking up to planetary health - the understanding that our disruption of Nature is... threatening not just other species but also ourselves. Many of the solutions are in front of us. Do we have the will to implement them in time?more
Communities affected by a disaster often lack basic water
and sanitation facilities. They are likely to be traumatized and
vulnerable to disease. Disruption of familiar practices or the
relocation to new environments can result in a deterioration
in existing hygiene behaviours. This, in turn, wi...ll contribute to
an increased risk of disease transmission and epidemics. This
technical note explains why hygiene promotion is important in
emergencies and describes how to carry it out.more
Timor-Leste’s vulnerability to natural hazards means if particular care is not taken in the development of the country’s infrastructure, it will remain at risk to disruption. Timor-Leste developed the 2008 National Disaster Risk Management Policy, which lays out the government’s vison of ...its disaster management process from the national to the village level. Additionally, through the United Nations Development Program (UNDP), they have conducted national hazards, vulnerability and risk assessments. Through Plan International they have initiated the integration of disaster management education into public schools. Although the Government of Timor-Leste considers DRM as a priority and supports the dissemination of DRM policy to the district levels, the current Strategic Development Plan 2011-2030 of Timor-Leste has not explicitly reflected nor integrated DRM as one of its development priorities. Disaster Management is included in the Strategic Plan Document of MSS 2009-2012.more
17 Febr. 2022. As part of the “Strategy to Achieve Global COVID-19 Vaccination by mid-2022”, global targets of 40% population coverage by end of 2021 and 70% coverage by June 2022 have been set by the World Health Organization (WHO), to successfully prevent severe illness and deaths, minimize so...cial disruption and economic consequences of COVID-19, curtail the emergence of new SARS-CoV-2 variants of concern (VOCs) and ultimately control the pandemic.more
The number of people facing acute food insecurity1 is growing at an alarming rate in the European Union (EU) Member States of Central Eastern Europe. COVID-19 and the resulting disruption to global markets, trade, and food supply chains have negatively affected food security since 2020; now, this ha...s been compounded by the Russian invasion of Ukraine. Women and girls who have been displaced from Ukraine into Hungary are facing tremendous obstacles to their safety and wellbeing, particularly given the link between food insecurity and gender-based violence (GBV). Urgent policy responses and concrete actions are needed to support low-income households and vulnerable communities, particularly women and their families displaced from Ukraine, to stem this growing crisis.more
In fragile, conflict-affected and vulnerable settings, delivery of quality health services faces significant challenges, including disruption of a routine health service organization and delivery systems, increased health needs, complex and unpredictable resourcing issues, and vulnerability to multi...ple public health crises. Despite the difficulty of addressing quality in such settings, the necessity for action is acute, given the significant health needs of the populations in these environments and the increasing numbers of people for whom such settings are home.
This manual has been developed to provide a starting point for multi-actor efforts and actions to address quality of care in the most challenging settings. This includes practical approaches to action planning and implementation of a contextualised set of quality interventions.more
New data indicates declining confidence in childhood vaccines of up to 44 percentage points in some countries during the COVID-19 pandemic
New UNICEF report shows 67 million children missed out on one or more vaccinations over three years due to service disruption caused by strained health system...s and diversion of scarce resources, conflict and fragility, and decreased confidence.more
Food is one of the most traded goods, and the conflict in Ukraine, one of the European breadbaskets, has triggered a significant additional disruption in the global food supply chains after the COVID-19 impact. The disruption to food output, supply chains, availability, and affordability could have ...a long-standing impact. As a result, the availability and supply of a wide range of food raw materials and finished food products are under threat, and global markets have seen recent increases in food prices. Furthermore, the Russian-Ukrainian conflict has adversely affected food supply chains, with significant effects on production, sourcing, manufacturing, processing, logistics, and significant shifts in demand between nations reliant on imports from Ukraine.more
In many contexts, the safe delivery of health care services is challenged by the lack of respect for health care personnel who face insults, threats and violence. Consequences include the disruption of health services, high staff turnover in health facilities, high levels of stress impacting the qua...lity of the services and health care personnel being forced to flee. This manual intends to complement the existing training materials and is aimed at supporting staff in health care facilities to cope with stress and violent experiences, including how they can protect themselves by de-escalating potentially violent situations. Successful detonation of an improvised nuclear device (IND) would be a catastrophic event, causing an unprecedented number of injuries and lives lost, as well as economic, political, and social disruption. However, an effective medical response and an infrastructure prepared to protect itself from f...allout could save tens of thousands of lives. Since 2001, all levels of government, academic institutions, and professional organizations have done significant work to enhance our ability to prepare for and respond to a nuclear detonation. The following manual is intended to simplify and translate the necessary protective actions and medical response modalities in order to make them more accessible and easier to translate into practice. The approach of this manual is to provide a common baseline application for various allied response disciplines (to include senior operational responders, emergency managers, public health advisors, and municipal, State, and Federal executives and elected officials). This manual will enhance mutual understanding of the basics of nuclear response.more
WHO is responding as Pakistan is affected by massive monsoon rainfall and unprecedented levels of flooding and landslides. Damage to health infrastructure, shortages of health workers, and limited health supplies are disrupting health services. Significant public health threats include the spread of... water- and vector-borne diseases, with outbreaks of diarrheal diseases, skin infections, respiratory tract infections, malaria, dengue, injuries, and more. With health services reduced, the management of non-communicable diseases are also affected. In addition, the loss of crops and livestock will have a significant impact on the nutrition and health of many communities who depend on these resources.more

As a result of Russia’s invasion of Ukraine, the people of Ukraine, especially the most vulnerable, are paying an enormous price. Lives and livelihoods are being lost, with more than ten million people forced from their homes— and their country—in search of safety. The war has unleashed catast...rophic damage to the country’s economy and threatens lasting increases in poverty and societal upheaval. The scale of the war and the devastation it has caused have jeopardized Ukraine’s hard-fought development gains, through destruction of production and property, disruption of trade, diminished investment due to amplified uncertainty, and erosion of human capitamore
