There is growing understanding and high-level endorsement of the importance of strong collaborative multisectoral approaches to address a broad range of social, economic and governance issues for the prevention and control of noncommunicable disease (NCDs) and mental health conditions. The evaluation covers the period January 2020 to August 2023. The geographical scope of the evaluation has involved the three levels of WHO (global, regional and country levels) and external key partners. The programmatic evaluation scope was concerned with assessing the SP-PHC in the following area...s/evaluation criteria: relevance, coherence, effectiveness, efficiency, added value, sustainability and equity, gender and human rights considerations. The evaluation did not assess the Universal Health Coverage Partnership (UHC-P) as it has its own separate governing body and reviews/evaluations, but instead considered how the SP-PHC had enhanced the value of the UHC-P and vice versa. The resilience and essential public health functions (REPHF) team and Systems’ Governance and Stewardship (SGS) were also not within the scope of this evaluation. However, these workstreams were considered in the wider conclusions and recommendations for the SP-PHC, as appropriate. Finally, the evaluation was focused on the SP-PHC; its scope did not include assessing the configuration and capacity of WHO’s departments and functions as they relate to UHC and health systems.

In 2023, the World Health Organization was responding to 72 health emergencies, including 19 grade-3 emergencies which required the highest level of activation, reaching millions of people. The annual report on WHO’s response to health emergencies in 2023 outlines the increasingly critical role of... WHO at global, regional and country levels, and across the key elements of effective emergency response, including emergency coordination and planning, operational and logistic support, and community engagement and protection. The huge scale and complexities of health emergencies in the 21st century require a strategic shift towards not only meeting the immediate needs of vulnerable communities, but also building community and health system resilience to all hazards – a challenge that both WHO and its partners must continue to meet.

Obesity and diet-related noncommunicable diseases (NCDs) have been steadily increasing globally, and with them, a pressing need to implement effective responses to address the contributing factors. Among the available evidence-based policy options that enable healthier choices and improved diets is ...the implementation of taxes on sugar-sweetened beverages (SSBs).
This tax manual is a practical guide for policy-makers and others involved in SSB tax policy development to promote healthy diets and populations. It features summaries and case studies of SSB global taxation evidence, and provides support on the policy-cycle development process to implement SSB taxation — from problem identification and situation analysis through policy design, development and implementation to the monitoring and evaluation phase. Additionally, the manual identifies and debunks industry tactics designed to dissuade policy-makers from implementing these taxes.
SSB taxes can be a win-win-win strategy: a win for public health (and averted health-care costs), a win for government revenue, and a win for health equity.

The world has been turned on its head by the coronavirus disease 2019 (COVID-19) pandemic. This has provided a stark wakeup call on the severe under-financing of health systems around the world. As of May 2023, COVID-19 may no longer be classified as a public health emergency of international concern, but we must not ignore the deep structural problems it has revealed in our economy.
Atlas of African Health Statistics 2022: Health situation analysis of the WHO African Region
Since 2019, we have been implementing Phase 2 of the regional Transformation Agenda, which informs and aligns with the global WHO Transformation, to ensure WHO is accountable, driven by re- sults and provid...ing value for money in the pursuit of better health. Our global priority in this period is to contribute to delivering on the triple billion targets of expanding universal health coverage, protecting people from emergencies, and promoting health and well-being for people across the Region.
This year’s Atlas of African Health Statistics is being produced in the context of the COVID-19 pandemic that we have been expe- riencing for over two years. The ongoing coronavirus pandemic, together with other health emergencies in the WHO African Re- gion, is yet again testing the strength and resilience of our health systems. Indeed, the impact of COVID-19 is visible in the disruption of services. The report also presents the latest data for more than 50 health-related indicators of the Sustainable Development Goals and WHO’s “triple billion” targets and provides comprehensive country-level statistics using the results chain of the AFRO frame- work of actions for strengthening health systems to achieve UHC and the health-related SDGs.

Globally, environmental pollution and other environmental risks cause 24% of all deaths, and these deaths are largely preventable. A shift towards policies and actions that minimize risks to health and promote health and sustainable personal and societal choices will reduce environmental risks to he...alth. These changes will result in many more people enjoying good health, living in appealing and unspoiled environments and in fewer people requiring health care, which will lower health care

Reducing the global suicide mortality rate by a third by 2030 is a target of both the UN Sustainable Development Goals and the WHO Global Mental Health Action Plan. However, an impediment to meeting this goal is the fact that suicide and suicide attempts remain illegal in at least 23 countries world...wide. Decriminalization of suicide and suicide attempts represents one critical step governments can take in their efforts to prevent suicide. The WHO Policy Brief on the health aspects of decriminalization of suicide and suicide attempts cites data and research to make a case for decriminalizing suicide globally. It also includes case examples from countries that have recently decriminalized suicide and suicide attempts — Guyana and Pakistan, Singapore,— providing important insights to policy-makers, legislators, parliamentarians and other decision-makers.

Ensuring mental health and well-being has become a worldwide imperative and an important target
of the Sustainable Development Goals.
But in all countries around the world, our response has been woefully insufficient, and we have made
little progress to advance mental health as a fundamental huma...n right.
One in ten people are affected by a mental health condition, up to 200 million people have an
intellectual disability and an estimated 50 million people have dementia. Many persons with mental
health conditions, or psychosocial, intellectual, or cognitive disabilities lack access to quality mental
health services that respond to their needs and respect their rights and dignity.

In the WHO South-East Asia Region, epidemiological knowledge of mental health conditions remains
a relative unknown, given the sparsity of data and information on (a) the total burden associated
with each disorder; (b) the degree of met and unmet needs for treatment and interventions; and
(c) the... patterns and costs of treatment. This is a common situation in other regions of the world,
where the global descriptive epidemiology of the Global Burden of Disease (GBD) study is mainly
used in association with the WHO Global Health Estimates (GHE) to quantify, at the very least, the
total burden associated with mental health conditions.
