Policy Guidance Brief 1
• Climate change has already challenged the agriculture sector in Myanmar by afecting rice yields and livestock production, while disasters such as foods and cyclones have caused massive destruction in rural areas.
• Without adaptation, the long-term consequenc...es of climate change will likely include reduced productivity and huge economic losses, food insecurity, poverty and migration.
• According to the Climate Change Action Plan for the Agriculture, Fisheries and Livestock sector, by 2030 Myanmar should achieve climate-resilient productivity and promote climate-smart responses to support food security and livelihood strategies while also introducing resource-efficient and lowcarbon practices.

The purpose of the report is to present some first recommendation for the development of Myanmar ecological quality criteria using the system of the EU Water Framework Directive (EU WFD) as baseline, with main focus on the characterization and classification processes. As background for the recommen...dations we first give an overview of the main water use categories in Myanmar. We then provide preliminary suggestions for typology criteria and indices for assessing ecological status in lakes and rivers in Myanmar. The typology factors and physico-chemical parameters are based on common used factors in the EU countries. Review of International, Regional and National Policies and Legal Frameworks that Promote Migrants and Mobile Populations' Access to Health and Malaria Services in the Greater Mekong Subregion (Cambodia, Lao People's Democratic Republic, Myanmar, Thailand and Viet Nam)
Migrants and mobile popul...ations face many obstacles in accessing equitable essential health care services due to factors such as living and working conditions, education level, gender, irregular migration status, language and cultural barriers, anti-migrant sentiments, and lack of migrant-inclusive health policies among others. Despite significant progress having been made in the context of malaria control in the Greater Mekong Subregion (GMS), human movements can impact malaria transmission patterns and potentially introduce drug-resistant parasites. This legal framework review therefore serves as a guidance document on approaches to address malaria and malaria elimination for migrant and mobile populations (MMPs) in five countries of the GMS.

States, the United Nations and civil society organisations continue to raise concerns about the humanitarian impact caused by the use of explosive weapons in populated areas (EWIPA). This issue is currently being examined from political, legal, socio-economic and humanitarian perspectives. The GICHD... has undertaken research to provide a technical perspective on the destructive effects of selected explosive weapons to inform the international debate.
The research project attempts to reduce an observed knowledge gap regarding EWIPA. It seeks to provide clarity concerning the immediate physical effects and terminology used when discussing explosive weapons. The project is guided by a group of experts dealing with weapons-related research and practitioners who address the implications of explosive weapons in humanitarian, policy, advocacy and legal fields.

The issue of Antimicrobial resistance has become one of the most substantial health issues, prompting the World Health Assembly (WHA) to urge Member States to finalise tailor made national action plans by May 2017, aligning them with objectives of the Global Action Plan (GAP). These cover awareness,... surveillance and research, hygiene infection prevention & control, optimal use of antimicrobial medicines and economic case for sustainable investment. Indonesia, by virtue of its geographical terrain and complex interactions with diverse stakeholders, indicates a higher burden of AMR. Most of the country’s data currently relies on local studies conducted by labs and universities. To get a more accurate estimate of the situation, one has to rely on results from the Regional Resistance Surveillance Programme. By undertaking such measure, Indonesia would acquire data to detect AMR trends at a national level.

Today there are Community-based Rehabilitation (CBR) programmes in a large number of countries. In many countries, the CBR approach is a part of the national rehabilitation services. However, there is a lack of reliable data about persons with disabilities who benefit from CBR and the kind of benefi...ts they receive. This article reviews the disability data collection systems and presents some case studies to understand the influence of operational factors on data collection in the CBR programmes. The review shows that most CBR programmes use a variable number of broad functional categories to collect information about persons with disabilities, combined occasionally with more specific diagnostic categories. This categorisation is influenced by local contexts and operational factors, including the limitations of human and material resources available for its implementation, making it difficult to have comparable CBR data. Therefore, any strategies to strengthen the data collection in CBR programmes must take these operational factors into account.

“Because we struggle to survive” Child Labour among Refugees of the Syrian Conflict | This study provides pertinent first-hand information on the reality facing Syrian children who are working either in their homeland, the neighbouring countries or elsewhere in Europe. Syria's civil war is the w...orst humanitarian crisis of our time. Hundreds of thousands of people - adults and children alike - have been killed. Two thirds of all Syrians have lost their homes and their livelihoods. Millions of Syrians have been uprooted from their home communities and forced to flee within their country or to neighbouring countries. Mental health problem is one of the growing major public health issues in the Asia Pacific region. It contributes to the high number of Disability Adjusted Life Years (DALYs), morbidity and mortality in the region. It is expected that leading mental health problems will occur in the low-and middle-i...ncome countries (LMICs) and majority of the countries which comes under this category are in the Asia Pacific region. In addition, mental health problem hamper the achievement of Millennium Development Goals (MDGs), particularly MDG 1, MDG 4 and MDG 5. The most common mental health problems in the region are depression, anxiety, posttraumatic stress disorder, suicidal behaviour and substance abuse disorder. Several modifiable and non-modifiable risk factors were identified for the cause of these major mental health issues. Interventions, programmes and policies need to be designed in order to curb mental health problems at all levels.

By almost any measure, human health is better now than at any time in history. Life expectancy has soared from 47 years in 1950–1955, to 69 years in 2005–2010, and death rates in children younger than 5 years of age have decreased substantially, from 214 per thousand live births in 1950–1955, ...to 59 in 2005–2010. But these gains in human health have come at a high price: the degradation of nature’s ecological systems on a scale never seen in human history. A growing body of evidence shows that the health of humanity is intrinsically linked to the health of the environment, but by its actions humanity now threatens to destabilise the Earth’s key life-support systems.
As a Commission, we conclude that the continuing degradation of natural systems threatens to reverse the health gains seen over the last century. In short, we have mortgaged the health of future generations to realise economic and development gains in the present.
Despite present limitations, the Sustainable Development Goals provide a great opportunity to integrate health and sustainability through the judicious selection of relevant indicators relevant to human wellbeing, the enabling infrastructure for development, and the supporting natural systems, together with the need for strong governance.

As part of our commitment to the fight against NCDs, Nigeria was signatory to the political declaration at the UN General Assembly High Level Meeting on NCDs in September 2011. The core sections include background, scope of the policy, policy goal, strategic thrusts for implementation, programme management and coordination, roles of stakeholders and partnership coordination. It is expected that with the adoption of this policy, the control and prevention of NCDs and their associated risk factors will be well integrated at all levels of government and health care delivery system in Nigeria. This policy document is therefore a stepping stone towards the development of guidelines for the prevention and management of NCDs.
