The following day, the Italian Governm...ent declared a state of emergency, stopping all flights to and from Chinese airports. 1.2On 7th April the foreign, interior, transport and health ministers signed a decree under theInternational Convention on Maritime Search and Rescue stating that Italian ports could no longer be classified as places of safety for foreign naval units, including NGO-run migrantrescue ships, operating outside the Italian Search and Rescue (SAR) area. Despite the national lockdown and the closure of ports to international rescue vessels in the Mediterranean Sea, small ships departing from Libya and Tunisia have continued to sail towards the Italian coastline. According to the United Nations High Commissioner for Refugees (UNHCR), during the period 1stJanuary –12thApril, 2020 there were an estimated 3,229 sea arrivals in Italy

The standards described out...line expected behaviours of health workers in delivering quality care to refugees and migrants and can be used to inform the outcomes of education programmes aligned with standards for care. The Competency Standards is designed to provide a foundation to support the development of competency-based curricula tailored to the local context and for health workers to achieve a minimum level of competence. The importance of person-centred, culturally responsive care is emphasized in the nine competency standards, which recognize the need for health workers to be trained, supported and empowered within strong health systems

Jordan has more than 3 million migrants (one third of the country's total population) and has witnessed three major waves of refugees in its modern history: Palestinians (1948 and 1967), Iraqis (1990 and 2000) and Syrians (since 2010). Under its commitment to achieving universal health coverage (UHC...), Jordan has been continually supporting vulnerable populations such as refugees and migrants by offering subsidized access to essential health services.

The Israeli case also demonstrate show strong NGOs successfully advocate for the protection of migrants‘health amidst the crisis, madepossible bya c...ertain level ofcooperation withthe Israeli Ministry of Health.Hence,measures for COVID-19preparedness in Israel‘s marginalized migrant communities mostly result from pressure from civil society, against thebackdrop of a generally exclusionary approach toward migrants.4Over time, the Israeli Ministry of Health thus shifted from acknowledging the need to include migrants in preparedness measures toward the realization that particular needs and circumstances amongmigrant communities in some instances require special responses. Givena legacy of neglect and exclusion, this creates challenges for both the authorities and the migrant communities.

Uganda is Africa's largest refugee-hosting country and ranks fifth globally. Over the decades, Uganda has hosted refugees from nations including South Sudan, the Democratic Republic of Congo, Eritrea, Somalia, Sudan, Burundi, and Rwanda. As of early 2024, it hosts 1 600 000 refugees, primarily in re...fugee settlements in northern and southwestern Uganda, and in Kampala City. Thirteen districts accommodate 94% of these refugees.
The World Health Organization (WHO) and Uganda’s Ministry of Health conducted a joint review mission to provide a comprehensive overview of the health system's response. The aim was to understand service delivery challenges and identify opportunities to further support Uganda in strengthening health system capacity and ensuring continued access to health services for refugees, migrants and host communities.
