Interim Guidcance March 2020
People affected by humanitarian crises, particularly those displaced and/or living in camps and camp-like settings, are often faced with specific challenges and vulnerabilities that must be taken into consideration when planning for readiness and response operations for... the COVID-19 outbreak. They are frequently neglected, stigmatized, and may face difficulties in accessing health services that are otherwise available to the general population. In the context of this Interim Guidance, the people in humanitarian situations affected by this guidance may include internally displaced persons (IDPs), host communities, asylum seekers, refugees and returnees, and migrants when in similar situations. While further adaptations might be needed for some population groups, including those living in slums this interim guidance is issued to assist field staff to immediately respond to urgent needs.

Applicable to both IDP and refugee scenarios, the Toolkit incorporates a wide range of relevant information on managing displaced populations living in communal settings (collective centres, spontaneous sites, established camps, etc.). Large scale displacements caused by recent conflict and natural ...disaster events have created a high demand for the Toolkit, which has proven an invaluable resource for field practitioners, government actors and displaced populations since its original release in 2004.

In many humanitarian emergencies, there is a serious lack of access to even the most basic materials needed for managing the blood in addition to a lack of appropriate sanitation facilities (including water), which are critical for addressing menstrual hygiene. While the full extent of Cyclone Ida’s impact is still being assessed, early reports indicate significant damage to infrastructure and livelihoods, with an estimated 3,000km2 of land submerged. Preliminary government reports as of 24 March indicate that more than 58,600 houses have been damaged, i...ncluding 36,747 totally destroyed, 19,733 partially destroyed and 2,184 flooded. More than 500,000 hectares of crops have been damaged, which is expected to significantly increase food insecurity given that the flooding has coincided with the annual harvest season. The Facilitator's Guide has been piloted in Borno (Nigeria) and in Fafan zone (Somali region, Ethiopia) and improved iteratively after each test.
What does the ROAP have that you won't find in other methodologies?
It is based on holistic, people-centred approaches that span across sectors an...d consider people's perceptions, priorities, ways of coping, and assistance preferences.
It introduces the concepts of inter-sector needs profile and inter-sector causal analysis, and how to use these to articulate shared objectives and better integrated and holistic response packages, as opposed to siloed plans.
It introduces the concept of basic needs basket, and how to define the BN basket based on both households' perspective and sector experts' opinions, and acknowledging that needs have different frequencies and timings, and units of analysis (individual, household, community).
