On 30thJanuary 2020 the World Health Organization (WHO) declared the outbreak of coronavirus disease 2019 (COVID-19) in the People’s Republic of China to be a Public Health Emergency of International Concern (PHEIC) under the international Health Regulations. The following day, the Italian Governm...ent declared a state of emergency, stopping all flights to and from Chinese airports. 1.2On 7th April the foreign, interior, transport and health ministers signed a decree under theInternational Convention on Maritime Search and Rescue stating that Italian ports could no longer be classified as places of safety for foreign naval units, including NGO-run migrantrescue ships, operating outside the Italian Search and Rescue (SAR) area. Despite the national lockdown and the closure of ports to international rescue vessels in the Mediterranean Sea, small ships departing from Libya and Tunisia have continued to sail towards the Italian coastline. The World Health Organization (WHO)6, the Civil Society Action Committee and the Lancet Migration global collaboration are amongst many organisations that have advised governments against returning irregular migrants during the Coronavirus disease 2019 (COVID-19) pandemic. The expulsion of i...rregular migrants to under-prepared countries puts migrants and communities at risk, and is against the principles of solidarity and public health that should inspire action during these challenging times. It also puts at risk the staff who implement these policies. Detention, overcrowded conditions and lack of hygiene all render irregular migrants more vulnerable to the impact of COVID-19. Irregular laborers, agricultura land food workers, cleaners and caregivers are all essential in the response to the pandemic, there fore the temporary or longer term regularisation of migrants to facilitate their access to health, social services and employment should be considered as a humane, practical and self-interested alternative to forcible return.more
Guiding principles for reuse are:
Respirators which have been visibly contaminated (e.g. during procedure at intubated patients, such as suction cleaning of airways, taking probes, extubation attempts, etc.) or are damaged or not fitting, should be discarded and cannot be taken for re-use or de...contamination procedures.
Respirators may be protected by a medical face mask in order to prevent soiling.
Use of new ‘expired respirators’ (manufacturers expiry date) is possible if they were properly stored until use.more
Infectious diseases like COVID-19 can disrupt the environments in which children grow and develop. Disruptions to families, friendships, daily routines and the wider community can have negative consequences for children’s well-being, development and protection. The aim of this brief is to support child protection practitioners to better respond to the child protection risks during a COVID-19 pandemic. Este artículo analiza un grupo particularmente vulnerable a la pandemia de la COVID-2019: las personas privadas de libertad (PPLs). Con base en el análisis del Censo Carcelario de 2019, presentamos la situación actual de las PPLs y las condiciones de los establecimient...os penitenciarios de Bolivia, con énfasis en los aspectos que impactan en la salud. Posteriormente, identificamos los principales factores estructurales detrás de la mayor vulnerabilidad epidemiológica y sanitaria de las PPLs, no solo a la COVID-2019, sino a epidemias en general. Diferentes instituciones involucradas en el combate de la pandemia desarrollaron recomendaciones para su prevención y tratamiento en contextos carcelarios. Considerando estas recomendaciones y los datos de la situación de las PPLs de Bolivia, desarrollamos propuestas de reformas políticas y legales para reducir la vulnerabilidad epidemiológica de esta población. Argumentamos que, mientras algunas son sencillas de implementar, muchas se enfrentan a obstáculos estructurales para su ejecución, demandando reformas profundas en la política carcelaria y el sistema penal.more

O foco desta nota são as implicações da orientação atual da OMS sobre o uso máscaras cirúrgicas e não cirúrgicas/ de tecido durante a pandemia de COVID-19 para trabalhadores da saúde e trabalhadores que não são da área da saúde, mas que estão envolvidos em atividades ass...istenciais comunitárias, especialmente as de combate à malária, doenças tropicais negligenciadas (DTN), tuberculose (TB), infecção pelo vírus da imunodeficiência humana/síndrome da imunodeficiência adquirida (HIV/ AIDS) e doenças imunopreveníveis (VPDs). O uso de máscaras deve ser sempre acompanhado de outras medidas de prevenção e controle de infecção (PCI), como o distanciamento físico de pelo menos 1 metro, a higiene das mãos, evitar tocar o rosto e a etiqueta respiratória usando o cotovelo dobrado sempre que tossir ou espirrar. A limitação da permanência em locais com aglomeração ou espaços fechados, a garantia da ventilação adequada dos ambientes internos e fechados (6), e a limpeza regular das superfícies de alto contato também são medidas de precaução importantes a serem seguidas.more
Objectives: This paper reviews the mental health policies that have been implemented in Chile in response to the COVID-19 pandemic and the international context of countries' responses. Even before the start of the pandemic, there were significant barriers to access mental health services in Chile, ...coupled with a scenario of nationwide social unrest and protests that questioned the legitimacy of public institutions; now the rapidly worsening outbreaks of COVID-19 are exacerbating the pre-existing mental health crisis.
Methods: We conducted a bibliometric and content analysis of the Chilean mental health public policies implemented during the COVID-19 pandemic and then compared these policies with international experiences and emerging scientific evidence on the mental health impact of pandemics.
Results: Our analysis of the policies identifies five crucial points of action developed in Chile: (i) an established framework to address mental health in emergency and disaster situations; (ii) a timely COVID-19 Mental Health Action Plan; (iii) inclusion of mental health in the public health agenda; (iv) development of a presidential strategy during the pandemic for comprehensive mental health and well-being; and (v) emerging research assessing the mental health implications of COVID-19.
Conclusions: In Chile, the public policy responses to address the mental health consequences of the COVID-19 pandemic has been characterized by the coordinated implementation of mental health plans, ranging from a health sectoral initiative to inter-agency and intersectoral efforts. However, it is imperative that increased funding is allocated to mental health, and efforts should be made to promote the participation of people with lived experiences and communities in the design and implementation of the proposed actions. This aspect could be of key importance to social peace and community recovery after the pandemic.more
La movilidad humana en Colombia incluye una combinación de migración interna e internacional, tanto de personas colombianas como originarios de otros países. Históricamente, el principal movimiento migratorio internacional en Colombia ha sido la emigración. Las razones son variad...as, muchas han estado relacionadas con el conflicto armado, la inestabilidad política y económica, unidas a la falta de oportunidades de algunos grupos de la población, lo que generó para muchas generaciones la salida del país en pro de una mejor calidad de vida. Un segundo movimiento masivo es el de las personas desplazadas internas por el conflicto armado. Más recientemente, a estos dos movimientos se ha sumado el de las personas venezolanas que ingresan a Colombia, ya sea con la intención de continuar hacia otros países de la región o para permanecer en este país. En este documento, abordamos los posibles impactos de la pandemia de COVID-19 en consideración de estas tres movilidades en Colombia.more
