How we respond both now and going forward will help mitigate the impact of COVID-19, and to the extent possible preserve children’s rights to Survive, Learn, and Be Protected. We will focus our efforts on the most critical work essential to maintaining these commitments to the extent possible.
Les maladies infectieuses comme le COVID-19 peuvent perturber l’environnement dans lequel les enfants grandissent et se développent. Les bouleversements qui affectent les familles, les relations avec les amis, les routines quotidiennes et l’ensemble de la communauté peuvent avoir des répercus...sions négatives sur le bien-être, le développement et la protection des enfants. En outre, les mesures appliquées pour prévenir et contrôler la propagation du COVID-19 peuvent exposer les enfants à des risques pour leur protection. Les mesures de quarantaine et d’isolement au domicile ainsi que dans des installations ou des zones spécifiques peuvent affecter de façon négative les enfants et leur famille.
L’objectif du présent document est d’aider les professionnels de la protection de l’enfance à mieux faire face aux risques dans ce domaine lors d’une pandémie de COVID-19. La première partie présente les risques potentiels pour la protection de l’enfance auxquels le COVID-19 peut exposer les enfants. La seconde partie décrit des options programmatiques conformes à l’édition 2019 des Standards minimum de protection de l’enfance dans l’action humanitaire (SMPE) et à la Note d’information : Protection des enfants lors d’épidémies de maladies infectieuses (en anglais).

Il est divisé en différentes sections en fonction des « espaces de nouvelle vulnérabilité » inhéren...ts à certains programmes de l'OIM, bien que beaucoup d'entre eux soient applicables à d'autres domaines. Ce guide couvre à la fois l'intégration de la SMSPS et des actions spécifiques.

Alors que l'insécurité augmente progressivement depuis 2017, l’année 2019 a été particulièrement violente, provoquant une augmentation sans précédent des besoins humanitaires. 2,9 millions de burkinabè sont dans un besoin humanitaire de plus en plus croissant dans tous les secteurs. Parmi ces 2,9 millions de personnes, plus de 920 000 étaient des déplacées internes au 30 juin 2020 et plus de 1,5 millions étaient directement privées d’un accès aux soins de santé et d’éducation

La République Démocratique du Congo connait une fragilité sociale issue de divers conflits communautaires qui ont déstabilisés le tissu économique du pays sans épargner le secteur éducatif depuis plusieurs années. Alors que de nombreux pays touchés par le COVID-19 au cours des premiers mois de l'année commencent maintenant à assouplir les mesures de confinement à mesure que les taux d'infection et de mortalité diminuent, dans les régions les plus touchées par le VIH, la tuberculose et le paludisme, com...me l'Afrique, l'Asie du Sud et l'Amérique latine, la pandémie continue de s'accélérer. Dans les environnements à faibles ressources, les mesures de confinement sont moins efficaces et difficiles à maintenir, et les installations de soins cliniques sont extrêmement limitées. Dans de tels environnements, la réponse à COVID-19 doit se concentrer sur l'endiguement de la propagation de la pandémie par le dépistage, la recherche des contacts et l'isolement, la protection du personnel de santé par la formation et la fourniture d'équipements de protection individuelle (EPI) et la réduction de l'impact sur d'autres maladies par le renforcement des systèmes de santé fragiles et l'adaptation des programmes existants.
