The report was prepared by a World Bank Task Team led by Iris Semini (seconded to the World Bank until July 2013, and now back with UNAIDS), and concluded by Emiko Masaki and Marelize Görgens (World Bank), with support and guidance provided by Daniel Dulitzky, Paolo Belli, Alejandro Cedeno, Alona Goroshko and Lombe Kasonde. Disabled people in developing countries are the poorest of the poor: if we are serious about tackling extreme poverty, our development work has to target them. The post-2015 development framework offers hope that disabled people will finally get the prominence they deserve on the global development ...agenda. But this will only be possible with sustained political pressure, and the UK’s position will only be credible if it leads by example in its own development work. Disabled people experience some of the most extreme poverty in the world, but there are also realistic opportunities for donors to turn the situation around.

- mental health remains a neglected subject – only one quarter of countries are collecting data on the number of children treated by a mental health professional;
- half of countries do not regulate the marketing of food to children, despite the fact that childhood obesity rates are high across the Region and physical activity rates are low;
- almost half of countries have no policy that affects the availability of unhealthy foods at school;
- 2 in 5 girls and 1 in 3 boys who are having sex do not protect themselves; and
one third of countries do not offer legal access to contraception without parental consent for those under 18 years of age.
