Covid-19 Social Policy Response Series / No.14
This report examines Ecuador’s social policy response to mitigate the Covid-19 pandemic’s effects and protect
vulnerable populations. It chronologically traces containment, closure policies, social policies and programmes
put in place following t...he announcement of Covid-19 as a global pandemic. A combination of external con-
straints and domestic structures, i.e. informality and weak coordination, led to truncated efforts in the healthcare
response, while persistent inequalities in access to technology and high levels of informality led to fragmented
education, labour policies and social protection responses. The report zooms into the Family Protection Grant
(Bono de Protección Familiar or BPF), a new social protection programme that covers informal workers, which
captures the difficulties in reaching unregistered populations amid lockdown and containment measures.

A module from the suite of health service capacity assessments in the context of the COVID-19 pandemic, Interim Guidance 20 October 2020.
This self-assessment tool is designed for acute health-care facilities (i.e. tertiary and secondary) but can be modified for the use in long-term care facilities..., to help identify, prioritize and address the gaps in infection prevention and control (IPC) capacity in managing their response to COVID-19. The tool should be used by IPC professionals and/or those responsible for disaster planning or outbreak management in the facility (such as the response to the COVID-19 outbreak) at the start of the improvement process. A sample workplan template is provided to address gaps identified and record required actions.

Tackling COVID-19 misinformation. Ensuring communities have access to lifesaving public health information from trusted sources and are not misled by misinformation is essential to ending the COVID-19 pandemic.
In an effort to empower doctors and nurses – some of the most effective and trusted... messengers of public health information – to actively address COVID-19 misinformation and build vaccine confidence globally, the WHO welcomes this social media toolkit for healthcare practitioners, developed by the Government of the United Kingdom.
This toolkit aims to provide healthcare workers with the tools, skills and content needed to effectively share authentic and reliable information online. Centered around three core vaccine confidence messages, Vaccine Safety, Vaccine Development and Vaccine Reducing Risk of Sickness; this toolkit sets out three approaches: creating your own posts, posting the images and videos provided in the toolkit, or resharing vaccine information from trusted sources.

In addition to the ongoing humanitarian emergencies in the country, the COVID-19 pandemic poses a potential monumental social and economic threat to Nigeria, with a devastating knock on effect for the most vulnerable population in the BAY states who have endured a decade of conflict. This second edition of the “living paper” contributes to the global knowledge on how countries are responding to the pandemic by documenting real-time actions in a key area of response – that is, social protection measures planned or implemented by governments.
For the purpose of this revie...w, we organized interventions by social assistance, social insurance and labor market programs. For the latter measures, we deliberately focused on supply-side programs (e.g., mostly wage subsidies and other activation programs). In most cases, data sources include official information published in government websites, while in many cases we reported information from global and national news outlets. In some cases, information was provided directly by country-based experts, while the full database was validated and integrated by regional and country social protection teams at the World Bank. Overall, findings should be considered preliminary and interpreted with caution.

his guidance details basic decontamination principles and procedures that should be followed to decontaminate the physical environment in the context of the coronavirus disease 2019 (COVID-19) pandemic. Surface contamination and transmission risk all differ by the type of setting and the volume of p...eople that frequent each setting (e.g. healthcare facilities, public transport, and other busy facilities/workplaces), even though the principles of environmental decontamination remain the same.

Following a long recovery from the economic crisis (2007–2013), young people in the EU proved to be more vulnerable to the effects of the restrictions put in place to slow the spread of the COVID-19 pandemic. Young people were more likely than older groups to experience job loss, financial insecur...ity and mental health problems. They reported reduced life satisfaction and mental well-being associated with the stay-at-home requirements and school closures. While governments responded quickly to the pandemic, most efforts to mitigate the effects of restrictions were temporary measures aimed at preventing job loss and keeping young people in education. This report explores the effects of the pandemic on young people, particularly in terms of their employment, well-being and trust in institutions, and assesses the various policy measures introduced to alleviate these effects.

The Committee discussed the implications for preparedness for smallpox-like events reflected by the ongoing COVID-19 pandemic. The Committee noted how quickly diagnostics and vaccines could be developed and deployed when resources and political will were abundant. This rapidity was also due to the f...act that the genetic sequence of the severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) had been shared worldwide. It was noted that in one country SARS-CoV-2 had been reconstructed in a laboratory from the viral genome sequence before the first case of COVID-19 had been reported, highlighting the benefits of synthetic biology technologies for accelerated development of diagnostics as well as the oft-described potential risks. Lessons learned about clinical care during the COVID-19 pandemic were also discussed.

The arrival of COVID-19 in Afghanistan has brought heartache to millions of people who are now battling a deadly pandemic while simultaneously fighting for their survival amid poverty, disaster and war. Over my three years as Humanitarian Coordinator, I have marvelled at the resilience of the people... of this country to cope with the hardships of life in the world’s deadliest conflict – but even this remarkable strength is now being tested by the health, social and economic consequences of COVID-19. The well-being of children in sub-Saharan Africa is under siege from all directions since the advent of the COVID-19 pandemic. The region is now suffering its first-ever economic recession, pushing about 50 million people into extreme poverty, a majority of whom are children.
While the full effects of COVID-19 remain unknown, the pandemic continues to profoundly impact regional migration and mobility dynamics, with deep health, social and economic consequences for the most vulnerable, including migrants, displaced populations and their host communities, and returnees.
Limited coverage of laboratory services and long turnaround times from real-time reverse transcription-polymerase chain reaction (rRT-PCR) for the detection of Severe Acute Respiratory Syndrome Coronavirus 2 (SARS-CoV-2) has been insufficient to meet the demands in many African countries in response... to the COVID-19 pandemic. Rapid antigen diagnostic tests (AgRDTs) are potentially useful as they can inform healthcare workers and individuals of their infection status at point-of-care testing

Recovery from COVID-19 has been challenging in Guatemala. As a result of the prolonged socio-economic impact of the pandemic, the average poverty rate nationwide has increased by almost 5%. This rise in the poverty level further exacerbates preexisting vulnerabilities and erodes the limited safety n...ets available to vulnerable populations. Year after year, recurrent disasters and humanitarian crises aggravate the historic social gaps that result in high levels of vulnerability, multidimensional poverty, and overall deprivation of essential services among hundreds of thousands of Guatemalans. According to the World Risk Report 2020, Guatemala is the tenth country with the highest level of exposure to disaster worldwide. Globally, it ranks 28th regarding vulnerability according to the 2021 INFORM’s risk index and 62nd in the Global Climate Risk Index 2021.
In 2020, Guatemala faced a record-breaking and devastating hurricane season with extreme rainfall, catastrophic winds, and deadly landslides, from which the country has not yet recovered. Unfortunately, recurrent extreme weather events, such as Hurricane Julia that hit Central America in early October 2022, progressively but deeply eroded a weak health infrastructure and local health systems.
