Latin America and the Caribbean is characterized by a matrix of social inequality whose axes —such as
socioeconomic stratum, gender, stage in the life cycle, ethnicity and race, territory, disability, and immigration
status— create multiple, often concurrent, situations of exclusion and discri...mination. The coronavirus
disease (COVID-19) pandemic has exacerbated wide social gaps and it is no coincidence that Latin America
and the Caribbean is one of the regions in which the health and socioeconomic impacts of the pandemic have
been the most severe, which shows that the costs of inequality are unsustainable

Cutaneous leishmaniasis (CL) is a parasitic disease caused by infection with a vector-borne protozoan parasite of the genus Leishmania spp. The parasite is transmitted by the bite of an infected phlebotomine sand fly. Infection results in skin lesions which take a long time to heal and may leave per...manent, disfiguring scars (de Vries et al. 2015). CL is classified as a neglected tropical disease (NTD), and in common with several other NTDs, is associated with psychosocial effects including stigma, social exclusion, and declining mental health (Bailey et al. 2019; Bennis et al. 2018; Wenning et al. 2022). Emerging evidence suggests that people with CL are at a higher risk of experiencing anxiety, depression, decreased body satisfaction, loss of social status, and lower quality of life (Bennis et al. 2018; Yanik et al. 2004). The global mean age-standardised disability-adjusted life years (DALYs) lost by CL was 0.58 per 100,000 people (Karimkhani et al. 2016). Notably, this statistic only considers the physical effects of the lesions and does not account for the potentially considerable psychological and social effects of CL (Bailey et al. 2017; Bailey et al. 2019; Wenning et al. 2022).

There are indigenous communities at high risk in every country of the region. At stake are the lives of 45 million people who belong to more than 800 indigenous peoples. Of these, some 100 are spread across several countries, around 200 maintain voluntary isolation or are in initial contact, and nea...rly 500 are at risk of disappearing due to their reduced numbers. Due to their lower immune resistance, their lack of access to hospital care and the increasing penetration of extractive activities in their territories, indigenous communities in voluntary isolation or in initial contact are cause for particular concern.
Far from hospitals and the news cameras, indigenous people in Latin American become ill and die without access to the means needed to protect themselves. They face the pandemic in conditions of social exclusion, racism and discrimination, which highlights historical inequalities and extreme precariousness in basic and health services.

Migration continues to be an essential ingredient of socioeconomic development everywhere.
Whether it is a case of people moving from the countryside to cities to find work, or people crossing seas and borders to meet host country demands for new labour, migrants are an integral part of the modern ...world. They bring with them new skills and talents, and a willingness to take on jobs that host societies have difficulty filling. Despite this, migrants tend to be overlooked by many health and social service systems. They are also vulnerable to exclusion, stigma and discrimination, particularly if “undocumented” or irregular. Today, in the context of COVID-19, a neglect of migrants will make it impossible to stem the pandemic.
These Notes are designed to remind national and local authorities that the war against COVID-19 cannot be won if migrants are forgotten; unus pro omnibus, omnes pro uno”, or one for all, and all for one, must guide the fight against COVID-19.

Tuberculosis continues to represent a severe public health problem in the Region of the Americas, even more so in the case of indigenous peoples, whose TB incidence is much higher than that of the general population. To achieve tuberculosis control in these communities, it is necessary to respond t...o communities’ diverse needs from an intercultural perspective that allows the application of a holistic approach—from a standpoint of equality and mutual respect—and considers the value of their cultural practices. In the Region of the Americas, although there has been progress toward recognizing the need for an intercultural approach to health services, obstacles rooted in discrimination, racism, and the exclusion of indigenous peoples and other ethnic groups persist. To respond to this situation, the Pan American Health Organization (PAHO) prepared this guidance which––based on an intercultural approach in accordance with the priority lines of the current PAHO Policy on Ethnicity and Health and its practical development in the Region’s indigenous populations––represent a support tool for implementing the End TB Strategy. This publication integrates PAHO’s accumulated experience and best practices developed by its Member States in recent years, including discussions and experiences shared in regional meetings on the issue, and emphasizes innovation and social inclusion. This requires an urgent shift away from traditional paradigms, taking specific actions that gradually reduce TB incidence and moving toward effective multisectoral actions that have proven effective in quickly containing the epidemic. This report aims to estimate the economic cost of providing regular access to healthcare for migrants in an irregular situation, compared with the cost of providing treatment in emergency cases only. Two specific medical conditions – hypertension and prenatal care – were selected as examples, an...d their associated costs were calculated using an economic model. This model was then applied to three EU Member States: Germany, Greece and Sweden. The testing suggests that providing access to regular preventive healthcare for migrants in an irregular situation
would be cost-saving for governments.

In the USA, Catholic Social Teaching is commonly called “the church’s best keptsecret”. And, indeed, did the church’s Social Teaching on the other side of the Atlantic never enjoy the political and societal importance attributed to it in many European countries for such a long time including..., and above all, Germany. Entire generations of Catholic politicians, social scientists, trade unionists andentrepreneurs were shaped by the Social Teachings of their Church in thesecountries, and this moulding has influenced their way of acting to a great extent. This influence can be clearly traced in the socio-economic realm where Catholic SocialTeaching has contributed fundamentally to the rise of what we today – in a cleardividing line to the boundless capitalism of the Anglo-American brand – call theSocial Market Economy.
