The purpose of this Guide is to set out a simple, user-friendly, step-by-step approach for conducting table-top exercises for use in countries. These are generic guidelines which may be adapted for use at all levels in a country.
Section One
summarizes UNHCR’s mandate of international protecdtion and the aim and principles of emergency
response;
Section Two
deals with emergency management;
Section Three
covers the vital sectors and problem areas in refugee emergencies, including health, food, sanitation
and water, a...s well as key field activities underpinning the operations such as logistics, community
services and registration. The chapters in this section start with a summary so that readers, who
might not need the full level of detail in each of these chapters, can understand the basic principles of
the subject quickly;
Section Four
gives guidance on the support to field operations, primarily administration and staffing;
The Appendices
include a “Toolbox” which gathers, in one location, the standards, indicators and useful references
used throughout the handbook;

Zambia has about 1.2 physicians, nurses, and midwives per 1000 population while the minimum acceptable density threshold is 2.3 per 1000 population. The estimated shortage of doctors, nurses and midwives in Zambia is about 14,960. However, with the projected population growth the deficit more than d...oubles disproportionately to, 25,849 in 2020, and 46,549 in 2035, at the current rate of HRH production. Worryingly, the human resources for health crisis has persisted for over 20 years. The efforts before and leading up to the development and implementation of the 2013 – 2016 National Training Operational Plan (NTOP) and the National Human Resources for Health Strategic Plan (2011 – 2016) yielded certain achievements, however, the HRH numbers and skill-mix gap remained disturbingly enormous.

The Global Action Plan has five strategic objectives: 1) prevention and response; 2) monitoring and surveillance; 3) research and innovation; 4) laboratory capacity; and 5) governance and enabling mechanisms.

Scientists have known for more than half a century that patients could develop resistance to the drugs used to treat them. Alexander Fleming, who is credited with creating the first antibiotic, penicillin, in 1928, cautioned of the impending crisis while accepting his Nobel prize in 1945: “There ...is the danger that the ignorant man may easily underdose himself and by exposing his microbes to non-lethal quantities of the drug make them resistant.” Since then antibiotics have proved one of the most effective interventions in human medicine. Sadly, the overuse and misuse of this precious resource have brought us to a global crisis of antimicrobial resistance (AMR). To address this crisis nearly seven decades after Fleming’s lecture the first UN general assembly meeting on drug resistance bacteria was convened in September 2017.
