The Government of Myanmar has taken initial steps to implement some of the
recommendations, particularly those made by the Advisory Commission. The overarching
objectives of the recommendations, however, remain largely unaddressed, with no
significant progress observed on human rights concerns ra...ised in previous reports
submitted to the Human Rights Council. The High Commissioner recommends that the
Government of Myanmar take action to ensure compliance with its international human
rights obligations.

Assessment of the quality of institutional care for adults with psychosocial and intellectual disabilities in the WHO European Region.
The specific objectives of the project were to address gaps in knowledge about the number and characteristics of such long-term institutions and to identify deficie...ncies in current care standards through the lens of the United Nations Convention on the Rights of Persons with Disabilities. This publication examines and rates the quality of care and protection of human rights in selected institutions in over 20 countries in the Region using the WHO QualityRights toolkit. It identifies steps to take to continue progress toward deinstitutionalization and to ensure respect for the rights of people with psychosocial and intellectual disabilities.

The WHO Framework Convention on Tobacco Control (WHO FCTC) is an evidence-based treaty that reaffirms the right of all people to the highest standard of health and was developed in response to the globalization of the tobacco epidemic. Member States of the WHO South-East Asia Region have made... attempts to implement the demand and supply reduction strategies for tobacco control as recommended by the treaty. While recognizing the need to accelerate implementation of the WHO FCTC in the Region, this document has been developed to support the Member States in implementing the treaty using a ‘PRACTICAL’ Approach which pertains to identified demand and supply reduction strategies under the treaty.

Advances have been made through expanded interventions delivered through five public health approaches: innovative and intensified disease management; preventive chemotherapy; vector ecology and management; veterinary public health services; and the provision of safe water, sanitation and hygiene. I...n 2015 alone nearly one billion people were treated for at least one disease and significant gains were achieved in relieving the symptoms and consequences of diseases for which effective tools are scarce; important reductions were achieved in the number of new cases of sleeping sickness, of visceral leishmaniasis in South-East Asia and also of Buruli ulcer.
The report also considers vector control strategies and discusses the importance of the draft WHO Global Vector Control Response 2017–2030.

This document also provides a number of recommendations to ensure sustainability of such initiatives for safeguarding medicinal plants and indigenous knowledge associated with them. Disabled people in developing countries are the poorest of the poor: if we are serious about tackling extreme poverty, our development work has to target them. The post-2015 development framework offers hope that disabled people will finally get the prominence they deserve on the global development ...agenda. But this will only be possible with sustained political pressure, and the UK’s position will only be credible if it leads by example in its own development work. Disabled people experience some of the most extreme poverty in the world, but there are also realistic opportunities for donors to turn the situation around.
