The target audience for this guideline is primarily for health care providers nurses, doctors, social workers and other people involved in HIV response in Rwanda so that they are capable of offering quality care services to patients over a long time. The new National Guidelines for Prevention and Ma...nagement of HIV and STIs are articulated in accordance to treat all HIV+ patients regardless of CD4 count and a new service delivery model to support its implementation.

Recognising that language has the power to create social change, we have produced this guide with the inten-tion of setting out a different approach to communicating global issues—one that replaces the nar-rative... of development, aid and charity, with one of global justice and solidarity. The work presented here will continue to be developed over time as we continue to research and test these messages.

In the last quarter century, several projects emerged to reform mental health services in Latin American and Caribbean countries. Some did not survive the difficulties that inevitably arise in processes of change, and ended up disappearing before the intended changes could be introduced. Others, how...ever, as shown in this publication, were able to overcome difficulties and meet intended objectives, effectively transforming the structure and quality of services.
