The synthesis looked across the evaluations and reviews as mentioned above to draw lessons and conclusions across the different contexts. The synthesis aims to identify:
recurrent issues, patterns and trends, and promising initiatives and lessons learned from existing programming including main...streaming in how UNHCR prevents, mitigates and responds to the risks of SGBV;
institutional management and leadership for SGBV in UNHCR;
factors which are contributing to success, including sustainability of services, and those which are inhibiting it;
the extent to which questions on SGBV are part of UNHCR evaluations of emergency responses;

Looking forward, the 2019-2020 Regional Refugee Response Plan (RRRP) for the DRC situation aims at addressing the needs of new arrivals of Congolese refugees in the region, and those in protracted situations. By supporting livelihoods opportunities and through a resilience-based approach, refugees w...ill be able to contribute to the development of their host countries, and of their country of origin upon their return. Given the limited capacity of host communities to support the impact of massive numbers of refugees, the response strategy will also address the needs of local populations, strengthening peaceful co-existence and building social cohesion.

In 2021, the humanitarian community continued to support those in need, placing protection at the centre of its response. 2020 was a year like no other. Amidst on-going humanitarian crises, largely fuelled by conflict and violence but also driven by the effects of climate change – such as the largest locust infestation in a generation – the world had to contend with a global pandemic. In less than one year (March-D...ecember 2020), more than 82 million COVID-19 cases and 1.8 million deaths were recorded. In that timeframe, out of the global COVID-19 totals, 30 per cent of COVID-19 cases and 39 per cent deaths were recorded in GHRP countries.

Benchmarking is a strategic process often used by businesses and institutes to standardize performance in relation to the best practices of their sector. The World Health Organization (WHO) and partners have developed a tool with a list of benchmarks and corresponding suggested actions that can be a...pplied to implement the International Health Regulations 2005 (IHR) and strengthen health emergency prevention, preparedness, response and resilience capacities.
The first edition of the benchmarks was published in 2019 to support countries in developing, implementing and documenting progress of national IHR or health security plans (e.g. national action plan for health security (NAPHS), national action plan for emerging infectious diseases, public health emergencies and health security and other country level plans for health emergencies). The tool has been updated to incorporate lessons from COVID-19 and other health emergencies, to align with the updated IHR monitoring & evaluation framework (IHR MEF) tools and the health systems for health security framework, and to support strengthening health emergency prevention, preparedness, response and resilience (HEPR) capacities and the Preparedness and Resilience for Emerging Threats (PRET) initiative.
