This publication explores how housing, land and property rights issues have been addressed in peace agreements concluded over the past three decades. This manual outlines proposals for the insertion of housing, land and property restitution rights simultaneously within the context of the ongoing peace process and within broader national legal reform efforts, including work towards a national land law. The paper begins by emphasising that many cou...ntries emerging from both conflict and political reform processes have successfully implemented restitution programmes, and that the current, largely piecemeal, efforts towards restitution in Myanmar under the Central Land Grab Reinvestigation Committee processes are simply inadequate in securing restitution rights for everyone in and from Myanmar with a legitimate restitution claim.

Emergency Relief & Nutrition Rakhine: A significant increase in internal displacements due to continued armed conflict between the Myanmar military (Tatmadaw) and Arakan Army was reported in northern and central Rakhine State increasing from 6,000 people in February to 20,000 i...n March. WFP delivered a one-month ration of food to 2,220 newly displaced people in central Rakhine State, with plans to extend support to additional displaced populations based on coordination with other actors meeting current needs, including the Government and ICRC. WFP continued providing emergency relief assistance to 96,050 conflict-affected people from 173 Muslim, Buddhist and Hindu villages in Buthidaung and Maungdaw townships of northern Rakhine State. In addition, WFP reached over 16,300 children under 5 years through nutrition interventions. In central Rakhine, 4,740 pregnant and lactating women (PLWs) and 24,160 children under 5 years were reached with nutrition interventions, and over 128,040 food-insecure people received relief assistance.

Women and girls have specific needs that are often ignored during crisis. While on the run or while living in shelters, women and girls continue to become pregnant, but they often lack access to basic sexual and reproduc-tive health care. Without assistance by midwifes or access to contraceptives, w...omen and girls are at increased risk of unsafe sex, unwanted pregnancy and unsafe delivery, and are at a higher risk of infection by HIV and other sexually transmitted infections. In addition, displaced women have virtually no access to protection, security, justice, and other services related to gender-based violence (GBV). For these reasons, the delivery of sexual and reproduc-tive health and rights (SRHR) as well as GBV services to conflict-affected communities – most of whom are living in protracted displacement – is a key part of UNFPA’s Women and Girls First Programme (WGF). The initia-tive is a commitment to prevent and respond to violence perpetrated against women and girls in Myanmar, and to realize their sexual and reproductive health and rights.

The Government of Myanmar has taken initial steps to implement some of the
recommendations, particularly those made by the Advisory Commission. The overarching
objectives of the recommendations, however, remain largely unaddressed, with no
significant progress observed on human rights concerns ra...ised in previous reports
submitted to the Human Rights Council. The High Commissioner recommends that the
Government of Myanmar take action to ensure compliance with its international human
rights obligations.

In northern Myanmar, nearly 100,000 people continue to live in displacement camps in Kachin and northern Shan States. Most were first displaced by fighting between the Myanmar military and the Kachin Independence Army in 2011, and many have been displaced multiple times, including in recent months. ...Approaching seven years of displacement, and despite ongoing and often increasing needs, displaced persons in northern Myanmar face decreasing aid and protection services. Over the past two years, the Government of Myanmar has dramatically increased restrictions on delivery of aid to this displaced population at the same time that the overall amount of aid provided by international donors has decreased.

This baseline survey and report examine the Durable Peace Programme (DPP) in Myanmar, which delivers a broad range of activities. The report provides an insight into the current situation facing both internally displaced persons (IDPs) and conflict-affected non-IDP communities in Kachin state, Myanm...ar. It is based on a comprehensive and systematic research process involving just over 2,200 interviews conducted in 12 townships across Kachin. The research provides data and analysis on the socioeconomic situation, attitudes towards peace and conflict, gender dynamics, return and resettlement, among others. The Durable Peace Programme Consortium has decided to share the results of this baseline, as it provides insights into the Kachin context for interested stakeholders, and also to encourage cooperation and information sharing. The report adopts a highly visual approach to communicate the large amount of data collected.

Over the reporting period, economic actors continued to carry out their activities with little regard for their impacts on the livelihoods of the communities living in the surrounding areas. In Doo Tha Htoo (Thaton) District, cold dust from a Tatmadaw-run cement factory contaminated nearby waterways... during the rainy season. As a result, civilians from at least 15 villages faced water shortages. In Mu Traw (Hpapun) and Kler Lwee Htoo districts, gold mining activities damaged forests and polluted water and soils in several village tracts. In both cases, the economic actors involved failed to secure the free, prior and informed consent (FPIC) of the local population, and did not compensate the affected communities for the damage caused.

With the spread of the coronavirus (COVID-19) across Myanmar, many children and caregivers are required to stay in quarantine centres, in isolation and in hospitals, and special attention is needed to ensure children’s rights are protected in these settings. Violence, exploitation, abuse and negle...ct still occurs despite COVID-19 and continuity of the child protection case management system is essential to protect all children, including the most vulnerable. UNICEF’s Child Protection support focuses on mitigating the secondary impacts of physical distancing measures by ensuring children, parents and caregivers continue to have access to child protection services.
