The tools and examples included here should help humanitarians to plan, implement and monitor shelter projects and programs in a way that is accountable to disaster-affected populations.

The emergency Water, Sanitation and Hygiene Promotion (WASH) gap analysis project was funded by The Humanitarian Innovation Fund (HIF), a program managed by Enhancing Learning and Research for Humanitarian Assistance (ELRHA) in partnership with the Active Learning Network for Accountability and Per...formance in Humanitarian Action (ALNAP), and is a component of a larger initiative to identify and support innovations in emergency WASH. However, it is recognised that in acute emergencies it is preferable to start work on the basics immediately, and build up a comprehensive, quality programme in the following days and weeks. There will, therefore, be some programmes in which certain individual requirements are not appropriate or relevant; in such cases staff members responsible should be able to justify why she/he did things differently, or how the minimum requirement was achieved over time.
