Налогообложение - это распространенный способ контроля за ценами на алкогольные напитки, а при корректировке в соответствии с инфляцией это может быть эффективной мерой как для снижения вреда, так и для повышения поступлений в государственный бюджет. В данном отчете описывается политика налогообложения алкоголя в Кыргызстане в период с 2006 по 2016 год, а также ее влияние на поступления в бюджет и вред, связанный с алкоголем. Реализация решительных политических мер в период 2012-2014 годов позволила снизить доступность
алкоголя и привела к сокращению оборота и потребления алкоголя, а также вреда, связанного с алкоголем. Хотя налоговая политика в Кыргызстане, повидимому, оказала положительное влияние, увеличение налогов должно сопровождаться действиями Правительства по контролю за производством, продажей и потреблением незаконного алкоголя.

This checklist has been prepared with the aim of supporting hospital managers and emergency planners in achieving the above by defining and initiating actions needed to ensure a rapid response to the COVID-19 outbreak. The checklist is structured on eleven key co...mponents; under each component, there is a list of questions regarding the status of implementation of the recommended action specific to that component. Hospitals at risk of increased health service demand should be prepared to initiate the implementation of each action promptly. The section on “Recommended reading” lists selected tools, guidelines and strategies relevant to each component, as well as other supporting documentation.

People in prisons and other places of detention live in a closed environment and in close proximity with one another – conditions that facilitate transmission of diseases. They also have a greater underlying burden of disease and worse health conditions than the general population, and frequently ...face greater exposure to risks such as smoking, poor hygiene and weak immune defence due to stress, poor nutrition or existing diseases. All these factors make people living in prison more susceptible to infections.

The guidance provides useful information to staff working in prisons, as well as to health and prison authorities, explaining how to prevent and address a potential outbreak of COVID-19. In addition, it aims to protect the health and well-being of all those who live and work in, an...d visit, these settings and the general population at large. People deprived of their liberty, and living or working in enclosed environments in close proximity, are likely to be more vulnerable to the COVID-19 disease than the general population. Moreover, correctional facilities may amplify and enhance COVID-19 transmission beyond their walls.

The transition should be informed by national, subnational or even community-level risk assessments as the transmission of COVID-19 is typically not homogeneous within a country.

Using a cultural contexts of health approach, the policy brief explores the centrality of culture to the challenge of ABR. The brief examines how the prescription and use of antibacterial medicines, the transmission of resistance, and the regulation and funding of research are influenced by cultural, social and commercial, as well as biological and technological factors. The brief moves beyond the ready equation of culture with individual behaviours and demonstrates how culture serve as an enabler of health and provide new possibilities for change.
