Operational Guidelines for Programme Managers & Service Providers
This publication, the third module of a resource manual to support the training of planners and practitioners in managing flash flood risk, deals with structural measures. It presents bioengineering techniques, physical measures for slope stabilisation and erosion control, and physical measures for ...river training. It also presents the concept of integrated flood management as a component of integrated water resource management. It emphasizes that structural measures are most effective and sustainable when implemented together with appropriate non-structural measures. The manual is aimed at junior to mid-level professionals with a civil engineering background working on flash flood risk management at the district level.
Flash floods are among the most destructive natural disasters in the Hindu Kush Himalayan region. Flash flood mitigation is generally addressed by community-based organisations, local non-governmental organisations, or district and local-level staff in government organisations. But these groups often lack adequate understanding of the processes causing flash floods and knowledge of flash flood risk management measures.

Climate change is a growing concern for Bangladesh because 90 percent of the country is approximately 10 feet above sea level. An evaluation was completed which discovered that high tides in Bangladesh were increasing 10 times more rapidly than the global average. This predicted rapid increase in se...a levels places Bangladesh four times higher than the global average. By 2050, approximately 20 percent of the inhabited land in Bangladesh will be inundated by the sea resulting in displacement for nearly 20 million people. The Government of Bangladesh has implemented policies and plans to focus on climate change concerns, but there is still much work to be completed.
Bangladesh is a nation which will continue to experience the devastating effects of climate change. These concerns for the nation are recognized and the Government of Bangladesh is working progressively to implement mitigation and preparedness measures along with making national economic and transportation improvements to better sever and protect the people of Bangladesh.

Water security, or having the right amount and quality of water in the right place at the right time, fosters social and economic progress. Where water is sufficient to meet demand, it can promote economy wide growth and enable countries to reach their food security, energy security, and human devel...opment goals. Where it is scarce, excessive, or unclean it can exacerbate multiple dimensions of poverty. Neither of these two worlds is protected from future water crises, which are heavily influenced by changing local circumstances

This document sets out the preparedness and response plan of the Nigerian Primary Health Care System for COVID-19 Acute Respiratory Disease. It outlines the planning scenarios, key areas of work and priority activities required for the Primary Health Care Sector to quickly scale up its core capacity... to prevent, quickly detect, characterize and efficiently respond, in a coordinated manner to the COVID-19 pandemic. These include guidelines for the setup and operationalization of COVID-19 response platforms at the national and state levels, guidelines for the provision of PHC services during the pandemic to minimize transmission in PHCs as well as guidelines for preparedness and response of PHC Centres and communities for COVID-19 case detection and response.

As of 12 December 2022, over 645 million people worldwide have been diagnosed with COVID-19, with over 6.6 million deaths (4).
The Omicron variant, which emerged in late November 2021, and its subvariants, are now the dominant circulating viruses, contributing to the ongoing surge in several countr...ies (4). Vaccination has substantially reduced case numbers and hospitalizations in many countries, but limitations in global access to vaccines mean that many populations, including those in low- and middle-income countries, remain vulnerable. Even in vaccinated individuals, uncertainties remain about duration of protection and efficacy, and the degree of crossprotection with new variants.
There remains a need for more effective treatment and management for those affected by COVID-19. The pandemic – and the
explosion of both research and misinformation – has highlighted the need for trustworthy, accessible and regularly updated living
guidelines to place emerging findings into context and provide clear recommendations for clinical practice

The WHO COVID-19 Clinical management: living guidance contains the most up-to-date recommendations for the clinical management of people with COVID-19. Providing guidance that is comprehensive and holistic for the optimal care of COVID-19 patients throughout their entire illness is important.
Diphtheria is caused by Corynebacterium species, mostly by toxin-producing Corynebacterium diphtheriae and rarely by toxin-producing strains of C. ulcerans and C. pseudotuberculosis. The most common type of diphtheria is classic respiratory diphtheria, whereby the exotoxin produced characteristicall...y causes the formation of a pseudomembrane in the upper respiratory tract and damages other organs, usually the myocardium and peripheral nerves. Acute respiratory obstruction, acute systemic toxicity, myocarditis and neurologic complications are the usual causes of death. The infection can also affect the skin (cutaneous diphtheria). More rarely, it can affect mucous membranes at other non-respiratory sites, such as genitalia and conjunctiva.
C. diphtheriae is transmitted from person to person by intimate respiratory and direct contact; in contrast, C. ulcerans and C. pseudotuberculosis are zoonotic infections, not transmitted person-to-person. The incubation period of C. diphtheriae is two to five days (range 1– 10 days). A person is infectious as long as virulent bacteria are present in respiratory secretions, usually two weeks without antibiotics, and seldom more than six weeks. In rare cases, chronic carriers may shed organisms for six months or more. Skin lesions are often chronic and infectious for longer periods. Effective antibiotic therapy (penicillin or erythromycin) promptly terminates shedding in about one or two days.
