The GCF aims to support developing countries in achieving a paradigm shift to low-emission and climate-resilient pathways. This is achieved by funding innovative and transformative lowemission (mitigation) and climate-resilient (adaptation) projects and programmes developed by the public and private... sectors to contribute to the implementation of national climate change priorities in developing countries. While it is relatively easy to tell what a mitigation project or programme is (i.e. its contribution to the reduction of greenhouse gases in the atmosphere, and/or whether it increases the capacity of an ecosystem to absorb them), the blurred line between a general development project and an adaptation project has been a contentious issue in the international climate finance debate. The relevant question is not whether a project is (also) a development project, but whether the project contributes to adaptation (i.e. what the adaptation/additionality argument is).
This toolkit helps governments and project developers understand how to fulfil the Green Climate Fund’s requirements when developing a fully-fledged funding proposal.

As a lower-middle-income country (LMIC), South Africa (SA) bears
the burden of maternal and neonatal mortality similar to other sub-
Saharan African countries. According to the Saving Mothers Report
2017/19, there has been a progressive and sustained reduction
in institutional maternal mortality... (iMMR) in the past three triennia
(2010-2019), from 320 per 100,000 live births to 120 per 100,000 live
births.
According to the Rapid Mortality Survey, the country’s infant mortality
rate has declined from 29 deaths per 1000 live births in 2014 to 25
deaths per 1,000 live births in 2018. The institutional neonatal death
rate showed a slight decrease from 12,7 deaths per 1,000 live births in
2016 to the current level of 12 per 1,000 live births and has remained
static at this level for the past three years (saDHIS).
Working towards the Sustainable Development Goal (SDG) of reducing maternal mortality to below 70 per 100 000 live births and neonatal mortality to 12 deaths per 1000 live births, South Africa aims to reduce institutional maternal mortality, neonatal mortality and stillbirths by 50% by 2030.
This Maternal, Perinatal and Neonatal Health Policy provides a
framework for the delivery of quality, comprehensive, and integrated
MNH services and will guide the development and review of guidelines
and related MNH interventions, including strengthening of the service
delivery platform, governance, leadership and accountability for
the provision of quality MNH services, development of advocacy
messages, and guiding civil society priorities and community
initiatives. The policy will also guide the development and review of
academic curricula and the setting of research priorities.

PACK Nigeria (Adult and Child) provides a single, integrated, comprehensive, evidence-informed clinical guide to support all cadres working in primary healthcare in Nigeria: i.e. junior community health extension workers (JCHEWs), community health extension workers (CHEWs), community health officers... (CHOs), nurses, midwives and medical officers. Colour-coding is used to clearly delineate the scope of practice of these different cadres and clarify referral pathways. Die weltweite Ungleichheit bei der Verteilung von Einkommen und Vermögen weit jenseits dessen, was sich durch Unterschiede der Belastung oder Verantwortung durch die jeweilige Arbeitstätigkeit begründen ließe, stellt schon für sich genommen eine gewaltige Ungerechtigkeit dar. Sie steht auch in ...einem gefährlichen Gegensatz zu unverzichtbaren Grundwerten des gesellschaftlichen Zusammenlebens wie menschliche Solidarität und gleichberechtigte Beteiligung an der demokratischen Willensbildung. Noch bedrohlicher ist aber, dass sie die benachteiligten Menschen ihrer Lebenschancen beraubt. Einerseits werden diese gezwungen, extreme Risiken einzugehen, um ihre wirtschaftliche Existenz zu sichern oder brutaler Gewalt und Verfolgung zu entkommen. Andererseits reichen die verfügbaren Ressourcen nicht aus, um wenigstens lebensbewahrende Gesundheitsdienste bereitzustellen. Der Beitrag analysiert die Finanzierung der allgemeinen Gesundheitsversorgung in wirtschaftlich benachteiligten Ländern, die als wesentliche Voraussetzung für die Verwirklichung der Agenda 2030 gelten.
