The present book deals not only with emergency response, but also with measures designed to reduce the impact of disasters on environmental health infrastructure, such as water supply and sanitation facilities. It also aims to strengthen the ability of people to withstand the disruption of their acc...ustomed infrastructure and systems for environmental health (e.g. shelter, water supply, sanitation, vector control etc.) and to recover rapidly.

Disasters and public health emergencies can stress health care systems to the breaking point and disrupt delivery of vital medical services. During such crises, hospitals and long-term care facilities may be without power; trained staff, ambulances,... medical supplies and beds could be in short supply; and alternate care facilities may need to be used. Planning for these situations is necessary to provide the best possible health care during a crisis and, if needed, equitably allocate scarce resources

The report reveals weak national mental health services overburdened by the demands placed on them by the Syria crisis. Health facilities which previously provided integrated mental health services in Syria have themselves become casualties of war, with most either destroyed, damaged or not function...ing. The shortage of trained mental health care providers is viewed as critical, both in Syria and in the neighboring countries where refugees now reside. Strengthening and expanding these services is crucial for Syria’s longer term recovery because the need for treatment will last for years after the war ends.

This research paper uses the Health Resources and services Availability Mapping System (HeRAMS) database to develop two composite indices – one for health centres and one for hospitals – in order to analyse and assess the health facilities’ performance across time and to evaluate the di...sparities among regions in the Syrian Arab Republic. The indices will provide an evidence-based tool for the main actors in the health sector to identify gaps, to intervene accordingly and to assess the impact of their interventions on the health system. The process of constructing the indices includes description and selection of variables, application of normalization techniques and weighting methods, and sensitivity analysis.
A literature review, analysis of the scope of the HeRAMS database, analysis of the crisis situation, data limitation and expert consultations were the main aspects of the construction process of the indices.

This tool provides a quick and simple way to calculate and subsequently order the new cholera kits and modules.
The tool is best suited to estimate needs relating to cholera preparedness.
The tool uses pre-defined scenarios based on available population data, pre-defined attack rates as well as ...the number of health care facilities available. It will help to calculate the number of mandatory essential kits for a cholera response; the number of complementary modules if necessary, including the number of cholera beds as well as estimations on costs for goods and freight from supplier till the port of entry in a particular country.

Formularies are lists of antibiotics that are suggested for certain healthcare settings. In developing a recommended formulary, countries should consider the needs of patients and facilities where they receive care. For example, clinicians in rural or primary health centers may need wide access to f...irst-line antibiotics (e.g., penicillin, ampicillin, TMP-SMX), but last resort antibiotics such as carbapenems or colistin might be limited to tertiary care hospitals. Efforts to create antibiotic formularies may be linked to efforts within countries to create or update essential medicine lists (EML).

Keep Safe – Keep Serving; Liberia: Updated Sept 25 2014.
This document is intended to inform infection prevention and control practices and supply needs in healthcare facilities. As the Ebola outbreak evolves, the document will need to be adapted accordingly.
The guidance provides considerations... for establishing Ebola Care Centres. Because needs and resources may vary in different settings, these recommendations should be adapted to the situation in each county

This document provides guidelines on the establisment of early surveillance actions to be carried out in countries where no case of Ebola virus disease has been reported.
An alert system should be in place at the following sites: major land border crossing with already affected countries; capital ...cities, including at airports, seaports, and health-care facilities, especially in major hospitals.
The alert system (staff trained in case definitions and able to detect signs and symptoms of disease) should report sick persons coming from country that has reported cases of Ebola virus disease (EVD) and possibly meeting the definition of a case under investigation

In 2015, WHO proposed the use of the Robson classification (also known as the 10-group classification) as a global standard for assessing, monitoring and comparing caesarean section rates both within healthcare facilities and between them. The system classifies all women into one of 10 categories t...hat are mutually exclusive and, as a set, totally comprehensive. The categories are based on 5 basic obstetric characteristics that are routinely collected in all maternities (parity, number of foetuses, previous caesarean section, onset of labour, gestational age, and fetal presentation).

AVADAR is a mobile sms-based software application designed to improve the quality and sensitivity of Acute Flaccid Paralysis (AFP) surveillance by health workers and key informants within hospital facilities and local communities.
The idea is simple: Health workers visit remote villages to check if... local inhabitants have any symptoms of a range of life-threatening infectious diseases, including polio and measles. Then, with the mobile app, they quickly and easily alert WHO.
The AFP video component was developed by World Health Organization (WHO) and eHA, and the software design component was handled by Novel-T. To date, eHA has translated the app into 17 languages.
Informant Selection & Capacity Building
The selection of informants (including health workers) was led by the WHO and each country’s Ministry of Health team. Once selected, screening and training was jointly conducted by WHO, the Ministries of Health, and eHealth Africa team.
In several countries, “special informants” with limited literacy participate in the project via a simplified version of the app that only requires a “yes” or “no” response to having seen a child with AFP symptoms

Ebola infections among health care providers can have devastating effects on individuals, on health care systems and on the communities they serve. This module discusses WHO and CDC infection prevention and control measures that health care facilities should follow to prepare for and to contain an i...nfectious disease outbreak. The module covers infection prevention and control (IPC) in a community and health care setting and looks at IPC in general patient care and in the care of suspected or confirmed cases of Ebola. The module also reviews environment cleaning and the management of linen and waste. Finally the module reviews non-patient care activities, such as IPC in burial procedures, and offers a comprehensive final quiz to help users confirm their understanding of the material.

Poor quality health services are holding back progress on improving health in countries at all income levels.
Today, inaccurate diagnosis, medication errors, inappropriate or unnecessary treatment, inadequate or unsafe clinical facilities or practices, or providers who lack adequate training an...d expertise prevail in all countries.
The situation is worst in low and middle-income countries where 10 percent of hospitalized patients can expect to acquire an infection during their stay, as compared to seven percent in high income countries. This is despite hospital acquired infections being easily avoided through better hygiene, improved infection control practices and appropriate use of antimicrobials.. At the same time, one in ten patients is harmed during medical treatment in high income countries.
